1. BACKGROUNDER

Pursuant to the 1987 Constitution, the State shall defend


the right of children to assistance, including proper care and
nutrition, and special protection from all forms of neglect,
abuse, cruelty, exploitation, and other conditions prejudicial
to their development (Article XV, Section 3 [2]).

Towards this end, the Department of Education (DepEd),


in collaboration with its partners and stakeholders, shall
ensure that all schools are conducive to the education of

/Rationale children. The best interest of the child shall be the
paramount consideration in all decisions and actions
involving children, whether undertaken by public or private
social welfare institutions.Teachers and learning facilitators
are the substitute parents and are expected to discharge their
functions and duties with this in mind.

At the onset, the school recognizes that cases of abuse


may at anytime arise, considering the primary rights and
duties of parents, legal guardians, or other individuals who
are legally responsible and exercising custody over the child,
it is presumed that this will pave the path of grievances when
information and general awarenes is provided.

Goals The aim of this proposed seminar is to raise awareness


on common rights of the children and to put in effect the
policy on child protection and suppress any forms of violence
and abuse against the latter.

By the end of the seminar participants will be able to:

 Understand the policy and guidelines on protecting


children in school from abuse, violence, exploitation,
discrimination, bullying and other forms of abuse;
 Apply general and standard procedure in handling
issues involving children violence and abuse in an
actual case that may arise in the school;
 Identify salient provisions under Republic Act 7610
known as Protection of Children Against Child Abuse,
Exploitation and Discrimation Act; and
 Demonstrate proper handling of children through
positive discipline

This proposed school-based seminar dubbed as “School-


Methodology Based Seminar on Child Protection Policy Guidelines
and Standard Procedure in Handling Issues Involving
Children Violence and Other Forms of Abuse” empowers
the school engaged in childcare to exercise the special
parental authority and responsibility over the child through
this proposed initiative in accord with the enabling rules and
policies in safeguarding the children from any forms of
violence and abuse.

The aforesaid school-based seminar will be presented


by the resource speakers who have concrete knowledge and
experience on the said key areas for discussion. Each
assigned speaker will provide information to the participants

and expound the significant areas tantamount to the

Procedure in Handling Issues Involving Children Violence and Abuse.” Having the
