1. PURPOSE

The purpose of the Heat Stress Prevention Plan is to ensure that all workers shall
understand the nature of heat stress hazards and know how to minimize incidents related or
attributed to heat stress. This Heat Stress Prevention Plan establishes a clear set of practices
to avoid and reduce heat stress as a safety risk associated to the project of General
Maintenance Services is reduced to as low as reasonably practicable level. The purpose is
therefore to outline the responsibilities and appropriate actions aiming to protect the people.
This document is issued following the all applicable statutory laws and regulations,
COMPANY Corporate and Project requirements and CONTRACTOR requirements.

2. SCOPE

The implementation of the Heat Stress Prevention Plan shall apply to the Site areas for the
execution of the Project of GENERAL MAINTENANCE SERVICES in the Site; lay
down areas and temporary facilities where CONTRACTOR’s scopes of work activities are
to be performed. It applies to all workers, management personnel, third parties or visitors
entering the site.

3. DEFINITION

Temperature of the environment that is surrounding the body

HEAT INDEX
Is the relation index that combines air temperature and relative humidity in an attempt to
determine the human-perceived equivalent temperature—how hot it feels The result is also
known as the "felt air temperature" or "apparent temperature"

4. ROLES AND RESPONSIBILITIES

It is the responsibility of CONTRACTOR Site Manager and HSE Manager to implement,


manage, control and ensure a safe workplace. All requirements shall be imposed on
CONTRACTOR for the execution of their own works. CONTRACTOR Field Construction
Representative and HSE Representative shall be responsible to comply with this system in
all their activities.

All personnel involved in, or supervising any activity should receive training and
understand the signs, symptoms and effects of heat stress.

Training shall be provided to all personnel regardless of position.

4.1 CONTRACTOR PROJECT/SITE MANAGER

* Provide support and resources necessary to ensure this Plan is effectively implemented
and maintained
*Report any heat incident related illnesses to COMPANY

4.2 CONTRACTOR HSE MANAGER

* Monitor environmental conditions and heat-related health condition of employees.


* Communicate the heat stress category to all employees.
* Establish and implement mitigation measures to avoid heat-related illness.
* Provide training and awareness during hot weather emphasizing heat stress hazards and
precaution (emphasis on this risk during Ramadan if it occurs in summertime).

* Prepare information campaigns related to heat stress conditions, illness/symptoms and


prevention measures.
* Monitor to verify compliance of this Plan.
* Ensure workers have available drinking water all times and enough shaded and cool areas
for cool down breaks.

4.3 CONTRACTOR SUPERVISORS

* Ensure the requirements of this Plan are effectively observed in their operational areas of
control, and by all personnel assigned to them (including subcontractors as applicable).
* Be able to recognize early signs and symptoms of heat-related illness and take
appropriate action to prevent serious heat illness.
* Respond appropriately to any heat-related illness.

4.4 CONTRACTOR HSE MANAGER

*Provide drinking water stations for workers and remind them to drink plenty of water
even if not thirsty.
*Replenish drinking water supplies as needed to ensure availability.
*Provide personal water bottles (2 liter capacity) to workers as needed.
*Provide designated shaded and cool areas for periodic “cool down” breaks and recovery
from minor heat-related illness.
*Provide to employees appropriate clothing (e.g., light color, lightweight, breathable, loose
clothing is best)

4.5 EMPLOYEES

*Follow instructions for controlling heat stress, including taking periodic “cool down” breaks and
drinking enough water.
*Know and be alert for signs/symptoms of heat-related illnesses in themselves and others.
*Take appropriate action upon developing symptoms of heat cramps, heat exhaustion or heat
stroke.

There are 4 different categories of heat stress which define how dangerous weather
conditions are and how the situation has to be faced: caution, extreme caution, danger and
extreme danger.

The heat index is the relation index that combines air temperature and relative humidity in
an attempt to determine the human-perceived equivalent temperature—how hot it feels.
The result is also known as the "felt air temperature" or "apparent temperature".

Thereby the temperature and humidity shall be periodically measured (every hour when
heat warning is activate, daily the remaining days) at the work site using calibrated weather
monitoring equipment. A register shall be filled in and the determination of heat index shall
be communicated to CONTRACTOR HSE Manager so that he can establish the control
measures according with heat stress category. Heat warning is activated when heat index
exceeds 29 during noon.

5.1 HEAT STRESS CATEGORY NOTIFICATION PLAN

During the summer temperature increases rapidly and workers engaged in the activities
may not be well informed about this excess heat which results in getting exposed to this
severe temperature. As a result of this, heat stress or more severe consequences might arise.
In order to avoid this condition and to convey the workers with temperature level a special
flag communication system is implemented at site. This flag system shall be explained to
the workers through tool box meeting so that they will be able to take precautions

depending on the heat index by seeing the flag. The flag system is shown in the figure
below (Figure 1) according to the Heat Index of the Saudi Aramco Construction Safety
Manual.

This flag shall be raised at different visible locations all along the site. Supervisors shall
advise the workers to follow the precautions depending on the flag color

6. HEAT STRESS CONTROL

During periods of high heat stress at the work site, the following measures shall be
implemented to control heat stress as per CONTRACTOR HSE Manager Criteria.

6.1 ACCLIMATIZATION TO HEAT CONDITIONS

Acclimatization is the gradual exposure to work in hot conditions to allow a person’s body
to adjust to working in heat. Acclimatization is particularly important for employees who
are returning to work after a prolonged absence, recent illness, or recently moving from a
cool to hot climate. For heavy work under very hot conditions, a period of 4-10 days of
progressively increasing work time is recommended, starting with about 2 hours work per
day increasing 20% each additional day. For less severe conditions, 2-3 days of increasing
work activity and duration are recommended.

6.2 PROVISION OF SHADE

Designated shaded break/rest areas shall be provided at a distance not greater than 100 m
(330 ft) from personnel working in direct sunlight for extended periods of time. The
amount of shadows shall be according to workforce.

The shaded area shall be opened to the air or ventilated and cooled and access shall be
permitted at all times. When feasible, shade is to be provided for work areas, including
single shades to accommodate flagmen, etc. Canopies, umbrellas or other temporary
structures may be used to provide shade, provided they block direct sunlight. Pipe racks
shall be assessed for the provision of heat stress shelter depending on the work force and
distance in between shelters.

Heat stress shelters shall be provided with the following requirements but not limited to:

* Clean, fresh and cool potable water with seal and date of refilling.
* An air conditioning system or electric fan for cooling the ambient temperature and
sufficient ventilation, when possible.
* Heat stress related educational materials (posters, signage and etc.) and hotline numbers
shall be posted.

6.3 PROVISION OF WATER AND HYDRATION

Clean, fresh, and cool potable water shall be readily available to employees. Water filters
shall be inspected weekly for any molds and accumulation of dirt. Whenever environmental
risk factors for heat illness exist, drinking water will be available in sufficient quantities to

provide one quart per employee per hour for the entire shift (at least 2 gallons per employee
for a 10hour shift). Supervisors are responsible for ensuring that employees have an
adequate supply of drinking water. Smaller quantities of water may be provided at the
beginning of the shift if there are effective procedures for replenishing the water supply
during the shift as needed to allow employees to drink the recommendation quantities as
per heat stress category determination table. Employees are encouraged to drink water
frequently.

Liquid should be taken in small quantities and often from the start of exposure to high
temperature 100 to 150 ml of water every 15 to 20 minutes. Personnel must replace water
and salt lost from sweating. Personnel must be encouraged to drink more than the amount
required to satisfy thirst. Thirst satisfaction is not an accurate indicator of adequate salt and
fluid replacement.

Recommended drinks are plain (non-carbonated) cool water, tang and isostar drink, cold
lemon, well diluted fruit juice etc. Avoid carbonated drink, undiluted fruit juices and milk.

A "No Water No Work Policy" shall be established on site.

6.4 PORTABLE AIR COOLING SYSTEMS

Portable blowers with built-in air chillers shall be used as needed (e.g., when confined
spaces and enclosed work areas have ambient temperatures exceeding 43 °C [110 °F]) to
provide cooling for confined spaces and similar enclosed work areas.

6.5 WORK SCHEDULE

Wherever feasible establish schedule work for the cooler times of the day and activities
organization that provides adequate rest periods for cooling down. This may require
additional shifts of workers.

During peak season for heat stress, the schedule for lunch break shall be changed to 12:00 –
15:00 hrs. SUBCONTRACTORS shall provide a comfortable rest area with air
conditioning system where that worker may rest during their lunch break.

6.6 WORK/REST ROTATIONS

Work and rest rotations shall be based on the actual heat index at the work site as per heat
stress category determination table; Work rotations shall be established for workers
performing remote activities in high heat stress exposures. Workers shall be allowed
additional break time and water as they deem necessary for their health.

A buddy-system shall be established so that there will be no worker left working alone
especially in places where worker cannot be seen easily when he collapse (i.e. excavations,
trenches, confined spaces, etc.).

6.7 CLOTHING

Light colored, lightweight, breathable clothing that covers as much of the body as possible,
including the head, shall be worn when working in direct sunlight. Since flame-resistant
clothing and other synthetic fabrics (e.g., polyester, nylon) increase heat stress, appropriate
planning and mitigation measures shall be incorporated into the specific work plans (e.g.,
Job Safety Analysis) for personnel wearing this type of clothing while working in
conditions with a high heat stress potential.

7. HEAT-RELATED ILLNESSES: RECOGNITION AND TREATMENT

7.1 HEAT CRAMPS

Although heat cramps are not dangerous, they are an early warning sign for heat exhaustion
and that the body’s ability to cope with heat is being exceeded.

Symptoms include:

• Painful cramping of the muscles (e.g., arms, legs or stomach).


• Hot, moist skin.
• Slightly elevated body temperature.

Recommended treatment is:

• Stop all activity.


• Rest in a cool, shaded area by having the victim sit or lie down (e.g., designated
break/recovery area).
• Loosen clothing.

• Replace fluids by providing drinking water or commercial fluids. Do not give salt tablets
or high sodium solutions.
• If symptoms persist, seek medical aid.

Another early indication that heat stress conditions may be present is the appearance of
heat rash, which is an itchy rash that occurs when the skin becomes swollen and plugs the
sweat glands.

7.2 HEAT EXHAUSTION

Heat exhaustion is the most common serious illness caused by heat. Victims of heat
exhaustion are actually in mild shock.

Symptoms include:

• Heavy sweating.
• Intense thirst and cool, moist skin.
• Weakness and dizziness.
• Headache and blurred vision.
• Nausea and vomiting. • Pale or flushed appearance.
• Mood changes such as irritability or confusion.
• Rapid pulse.
• Fainting.

Recommended treatment is:

• Move the victim to a cool, shaded area (e.g., designated break/recovery area).
• Call for medical help.
• Loosen the victim’s clothing.
• Remove unnecessary clothing.
• Shower or sponge the victim’s skin with cool water.
• Have the victim drink water or sport drinks that have electrolytes.
• If the symptoms do not clear within 30 minutes, seek further medical assistance.

Heat exhaustion can rapidly progress to heat stroke if not properly treated. People suffering
from heat exhaustion must not be expected to take care of themselves because they may
lack coordination and become confused. Heat exhaustion requires fast response to prevent
worsening heat stress problems.

7.3 HEAT STROKE

Heat stroke is the least common but the most serious illness caused by heat exposure. It
occurs when the body looses the ability to get rid of heat excess. Untreated heat stroke can
result in death. Sometimes, heat stroke occurs after the person has already developed heat
exhaustion, but heat stroke can also strike suddenly with little warning.

Symptoms include:

• Dry, hot skin with no sweating.


• High body temperature (above 40 °C [103 °F]).
• Strong, rapid pulse.
• Chills.
• Weakness, nausea, vomiting.
• Mental confusion.
• Seizures or convulsions.
• Collapse, loss of consciousness

Recommended treatment is:

• Immediately call or arrange for professional medical help.


• Cool the victim down as much as possible while waiting for medical help:

* Move the victim immediately to a cool, shaded area.


* Loosen or remove heavy clothing.
* Have the victim lie flat with feet elevated.
* Fan and mist the victim’s body with water.
* Monitor the victim’s breathing.
* Have the victim drink water or sport drinks that have electrolytes. Do not give fluids
if the victim is unconscious

Regardless of the worker’s protest, no person suspected of being ill from heat stroke shall
be sent home or left unattended unless/until a medical doctor has specifically approved
such an action

8. SPECIAL CONSIDERATIONS DURING RAMADAN

Appropriate planning and heat stress mitigation measures shall be incorporated into the
specific work plan (e.g., Job Safety Analysis) for workers who are fasting during Ramadan
if it occurs during the summer. Supplies of cool drinking water shall be made available for

workers as needed during Ramadan (e.g., for a worker experiencing symptoms of a heat-
related illness).

When the heat index is high, stay indoors in conditioned areas when possible. If you must
go outside, take the following precautions:

• Wear lightweight, light-colored clothing.


• Keep in mind that heat-related illnesses are not only caused by high temperatures and a
loss of fluids, but also a lack of salt in the body
• Avoid beverages that contain caffeine, such as tea, coffee and soda. Caffeine is a diuretic
and stimulates faster water loss through urination
• Those employees fasting should essentially consume 2 to 4 liters of water during Sohour
and Iftaar. Recognizing the warning signs and symptoms of heat-related illnesses and using
preventive and control measures can reduce the frequency and severity of heat illness while
increasing our productivity

9. TRAINING

Employees shall receive both initial and refreshing training annually. This training should
include an emphasis on the specific safety and health hazards due to high temperatures, flag
system, control measures, auto-diagnosis, heat-related illnesses symptoms recognition, first
aid response, procedures in emergency operations and general safe work practices.

Heat stress awareness training shall include the following elements:

• Hazards of heat stress.


• Recognition of signs and symptoms of heat stress.
• First aid procedures for heat stroke and other heat-related illnesses.
• Employee responsibilities in avoiding/responding to heat-related illness.
• Supervisor responsibilities in avoiding/responding to heat-related illness.

• Dangers of the use of drugs, including prescription and over-the-counter medicines, in hot
work environments.
• Measures employees can take to minimize the effects of heat stress (hydration, work pace,
use of wet towels, good nutritional habits, etc.).
• Personal monitoring and buddy system controls.

In addition, training shall emphasize that heat stress can affect an individual’s ability to
reason clearly. This may cause a person to fail to recognize the signs and symptoms of heat
stress. For this reason, self-monitoring shall be augmented by prescribed check times and
monitoring controls. Check times are intervals at which a heat stress-trained supervisor or

Observer (including a coworker) checks to see if there are obvious symptoms of heat-
related illness or if there is any sense of diminished capacity in himself and his coworkers,
rather than waiting for symptoms to appear.
