ANHS-SPJ FEASIBILITY STUDY


I. Executive Summary
The Special Program in Journalism was created by the Bureau of
Secondary Schools (BSE) of the Department of Education which primarily aims
to enrich the experiences, hone the journalistic skills and competencies of
student-writers, and to strengthen free and responsible journalism in
secondary schools.
The performances of different regions in the annual National School
Paper Conference (NSPC) enabled the bureau to perceive it fit and proper to
strengthen the program by way of implementing a four-year course in
journalism at the secondary level.
Republic Act 7079, otherwise known as, The Campus Journalism Act of
1999, gives student-journalists the opportunity to practice their craft, share
their thoughts and insights about certain issues, and uphold the freedom of
the press at the campus level. An article in the Sun Star (October 5, 2017) said
that, campus journalism is a means of strengthening ethical values,
encouraging critical thinking, and developing moral character and personal
discipline among Filipino youth. In furtherance of this policy, the state shall
undertake various programs and projects aimed at improving the journalistic
skills of students concerned and promoting responsible and free journalism.
Alabel National High School can be said as the center of academic
excellence in the municipality of Alabel, Sarangani Province. Located at the
heart of Alabel, ANHS has been catering communities from surrounding and
fur flung communities and likewise serves as catch basin for practicing young
journalists who graduated from the elementary.
Over the years, ANHS is a consistent performer in any level of
journalistic competitions and even bagged medals from National Press
Conferences. It is in view of these numerous awards that the school felt the
need of opening a special program in journalism starting this school year 2019
– 2020 to hone and further enhance the skills of high school students in
various fields in both prints and broadcast media.
In view of the numerous awards received by Alabel National High School
in the field of journalism year after year from various level of school paper
conferences and with the desire to enrich the skills and knowledge of young
journalists and teachers as well, the school deemed it necessary to establish a
specialized program intended for this purpose.
This program is envisioned to cater student-journalists from the
elementary and hone their journalistic skills. Moreover, the proposed program
intends to develop and improve the technical skills of young writers, help
students to become more aware of what is happening around them and learn
how to become responsive and proactive citizens even at young age.
Thus, this paper comes with the school’s intense desire to make Alabel
National High School a training ground for budding writers and broadcasters,
among others in Sarangani Province and Alabel, in particular.

II. HISTORY OF ANHS IN THE FIELD OF JOURNALISM

Since time immemorial, Alabel National High School (ANHS) had been a
consistent recipient of meritorious awards in the field of journalism in any level-

division, regional, and national. Starting from the year 2001 up to the present, ANHS
always excels in many journalistic competitions that allow them to gain entry into the
national level.
Almost every year, Alabel National High School always excels in both division
and regional NSPC competitions. Although, ANHS sometimes bagged one or two
medals from NSPC during the long forgotten years, but the most recent and significant
victory was noted in April 2015 where, teacher-coach Emegeline A. Velarde brought
home the bacons with the following awards: 6th place in Best Group Technical
Application – Filipino (Secondary); 6th place in Best in Infomercial – Filipino
(Secondary), and 6th Place in Best Group Radio Production – Filipino (Secondary).
Figure 1, below showed ANHS team for the wins in the 2015 NSPC held at Taguig City,
Manila.

The above victory was followed up in 2017 and 2019, respectively, where Ms.
Rhoda May Ebad (figure 2, below) ranked 2 nd of the best news writers (English) at the
National Schools Press Conference held at Pagadian City and 7 th place, News Page at
Pangasinan.
These could not be possible without the support of teacher-journalists of Alabel
National High School who possess the expertise and who patiently honed the
journalistic potentials of students in all aspects of journalism. Seasoned teachers and
their active involvement in the field of journalism enabled them to provide related
trainings to learners who exhibited skills in various aspects of journalism- editing,
proofreading, editorial
cartooning, headline writing, news writing and broadcasting. In the same photo
(figure 2), Sir Bryll O. Regidor proved his prowess in journalism as he bagged 7 th
place among others as the Best School Paper Adviser of the Philippines in the
recently concluded 2019 National School Paper Conference held in Pangasinan.

With the above achievements, the school is now eyeing to put up a
Special Program in Journalism to provide the learners the appropriate platform
to showcase and harness their journalistic prowess. The implementation of the
said program will also allow the teachers to institutionalize the teaching of
journalism in school. Based on the recent environmental checking of the school
administrators and the teachers of ANHS, the school is more than equipped to
take on the challenge of piloting the very first batch of Special Program in
Journalism. It has the ample physical facilities such as Computer Laboratory
which can accommodate 35 pupils at a time. The school also has a newly built
newsroom intended perfectly for children who have journalistic skills. With
these physical facilities, the learners will not only learn how to read and write
but also learn 21st century skills which is one of the main advocacies of the K-
12 Curriculum.

III. Special Program in Journalism and its Legal Basis

This program is based on the “Rules and Regulations for the


Implementation of Republic Act No. 7079 (Campus Journalism Act of 1991)”
which serves as a platform for the development of journalism in campuses and
for other purposes.
Its main focus is primarily to engage the learners in the different
activities and to hone their journalistic and broadcasting skills. The SPJ aims
to promote the development of campus journalism at Alabel National High
School, to equip SPJ students with appropriate knowledge and skills in
campus journalism, and to produce good writers who can compete and win in
the division, regional, national, and international press conferences. It is
designed to develop the learner’s skills required in mass communication
(journalism and broadcast media).
This program is also supported by DepEd No. 46, s. 2012 also known as
the Policy Guidelines on the Implementation of Special Curricular Programs
which stipulates the corresponding revisions made in the K-12 curriculum.
Such revision includes the implementation of special programs to ladderize
education according to the knowledge, skills and attitudes that the learners
want to acquire and develop. One of the special programs included in DO No.
46, s. 2012 is the Special Program in Journalism which serves as career
pathway for pupils and students to harness their journalistic prowess at a very
young age.
This four-year program will begin in Grade VII up to Grade X. The
children will then undergo the process of selection after their application for
SPJ. They will be chosen based on their grades in Filipino and English wherein
they have to maintain a final rating of 88 in both subjects. The learners in this
curriculum will also have to maintain a general weighted average of 85.
Excellence in their academic performance is required in order to see whether
the children are still capable of meeting the training standards set by the
curriculum. Once they violate one of these rules, the learner will be called out
and removed from the program.

IV. Salient Features of Special Program in Journalism and its Objectives

On a macro-level perspective, the Special Program in Journalism aims to


provide the proper avenue for learners in Matalam Central Elementary School
to sharpen their journalistic skills and produce quality and competitive writers.
More specifically, it aims to:
a) Identify areas of development in various aspects of journalism/broadcast
media;
b) Nurture talents in journalism/broadcast media through activities
requiring critical & creative thinking;
c) Strengthen ethical values on responsible journalism/broadcast media
and freedom of the press;
d) Enhance skills and competencies in journalism/broadcast media and
e) Expose writers to different contests and competition relevant to
journalism

Beyond Press Conferences, what the school afters in this program is that
the learners will be able to learn 21 st century skill. This program will offer new
subjects which concentrate on the acquisition of abilities relevant to
journalism.

The children will be taught basic encoding in MS Word along with other
encoding skill-enhancement software and applications in “Computer 7”. In this
subject, the children in SPJ will also learn the basic rules in layouting as early
as 9 years old to prepare them for Collaborative Desktop Publishing as they
reach the right age. With SPJ, the learners will also be exposed to subjects with
higher level of difficulty such as “Advanced English” and “Journalism 7”. Their
exposure to the said subjects aims to cater their advanced learning in language
and communication.

V. THE SPJ CURRICULUM

The Special Program in Journalism expects that learners shall


demonstrate understanding of the basic principles and theories of journalism,
its practices and techniques, and responsibly applies them as tools for effective
communication and information.
The curriculum is a four-year specialization program in journalism
designed to develop learners’ skills in mass communication, print, online and
broadcast media. The core subjects are the same with the regular high school
curriculum except that Journalism and advanced English per grade level shall
take the place of TLE.
Presentation of the subjects, Journalism and English by grade levels shall
be progressive. This means that, the level of difficulty of the contents increases
as year level increases. The following subjects with their descriptions and
desired competencies are presented below by grade level.
Grade 7 - Basic Journalism 1
The learner demonstrates understanding of the basic principles, theories,
practices, and techniques of print journalism, its history, legal and ethical

standards by producing newsletters responsive to individual, community,


societal and global needs.

Grade 7 - Advanced English 1


Advanced English 1 will further develop the learners’ language
proficiency to equip them with the enabling tools in journalistic writing.
Grade 8 – Print/Online Publication
The learner demonstrates understanding of the advanced and broader
applications of the concepts and techniques of print journalism by producing
an eight-page printed or online news publication responsive to individual,
community, societal and global demands.

Grade 8 - Advanced English II


The course will further develop learners’ skills in speech development
and public speaking.

Grade 9 – Radio Broadcasting


The learner demonstrates understanding of the practices, techniques,
and fundamentals of broadcast journalism by producing radio news programs
in response to personal, school, and community needs.

Grade 9 - Advanced English III


The course will further develop learners’ skills in technical writing and
research.

Grade 10 – TV Broadcasting
The learner demonstrates understanding of the practices, techniques,
and fundamentals of broadcast journalism by producing TV news program in
response to personal, school, and community needs.

Grade 10 - Advanced English IV


The course will provide learners with complete exposure and hands-on
experience in the workplace.

Admission Requirements
Admission is open to incoming Grade 7 learners who have obtained
an average of at least 88% in English and Filipino and a general average
of 85% and above in Grade Six, who exhibit talent in journalism and who
have passed the qualifying test and interview to be conducted by the
school.
Retention
In order for the learner to be retained in the program, he/ she should
maintain an average of 85% in Journalism and 83% in the core subjects.

Instructional Materials

The program shall utilize print and non-print materials. No specific


textbook is recommended, but school shall provide instructional references and
course ware related to the program as anchored by the curriculum guides
provided by the Department of Education for the special program in
journalism.

Technology Considerations

Upgraded technological capability will be offered in Special Program in


Journalism to move towards a future where learners are computer and
functionally literate, able to respond to the 21st century challenges.

For the last three years, the school has acquired 80 units of computer
that is being used by the learners during their TLE subjects. Learners from
Grades seven to ten are given the chance to experience using computer for one
grading period. The Computer Laboratory is operated by John Louie Maguate
being the Computer Teacher and is chaired by the same being the ICT
Coordinator. The school is still receiving new computer units through the
Division Computerization Program. Apart from the ample number of
computers, the school also owns three functional LCD projectors and
television.

The school also built a newsroom where the children can use computers
during training, write-shops and concentration camps. It also has a built-in
sound system for Radio Broadcasting. Evident in this room are the gallery of
wins of the schools in the past four years of actively participating and
dominating the Division, Regional and National Schools Press Conferences.

VI. Organization and Staffing


Among the 108 teachers of Alabel National High School, only selected will be
tasked to be part of the Special Program in Journalism so that the other programs run
by the school will not be disturbed. These teachers are selected based on their
expertise and their body of work since their employment in the department. Here is

VII. Schedule

The schedule of subjects of the learners in SPJ will be the same with the regular
class however, they will be undergoing additional subjects such as Advanced English,

As the years progress, Mr. Regidor will eventually handle all additional subjects
in SPJ. He will also assist the learners in Grade VIII and eventually concentrate on

them achieve their objectives and prepare the children in journalistic related contests.

In the year 2023, the very first batch of SPJ learners will reach Grade X and that
will also be the year where the program is fully implemented.

VII. SCHOOL READINESS

Based on the foregoing data narrated, it is found out that Alabel National High
School is ready to implement and pilot the very first batch of Special Program in
Journalism Curriculum. More specifically, the findings run as follows:

 Physical Facilities – The school has an almost complete but enough facilities to
cater the needs of the learners in Special Program in Journalism. It has an air
conditioned computer laboratory with 21 units of computer. It has three LCD
projectors and one television set. The school also has a newsroom where the
pupils can spend their time sharpening their skills and prepare themselves for
contests. The only room that is not evident in the observation is speech
laboratory which is a work in progress.

 Teachers – The teachers involved in the implementation of Special Program in


Journalism are competent and has the right knowledge to impart journalism
among their learners. They all have post graduate degrees which gives them
more advantage in transfer of learning. Their relevant experiences are also
impeccable based on their wins in the Division, Regional and National Schools
Press Conferences.

 Schedule – The class programs are set in the next three years and are therefore
ready in its long term implementation. Teachers in SPJ are trained enough to
implement the program and meet the standard set by the TGs and LMs of the
new curriculum.

 Curriculum – Based on the narratives posted in the first and second pages of
this feasibility study, it is found out that the teachers and the school in general
have a clear understanding of the new curriculum. Encapsulated in this
understanding is the program’s legal basis and salient features.

 Readiness – The school has prepared the necessary elements for the SPJ to be
implemented. It is found out that the school is now ready to pilot its first batch of
SPJ curriculum.

 Sustainability and Linkage – The school is able to project the necessary


preparations in the next three years of implementation. The schedule for the next
three years has been plotted out. The school is also able to get the support from
the LGU and other SPJ schools in the region to serve as partners in the
implementation and sustenance of SPJ.
