REORGANIZATION OF THE BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC)

WHEREAS, DILG MC No. 99-236: Addendum to DILG MC No. 98-227 re: Creation of
Provincial, City, Municipal, and Barangay Anti-Drug Abuse Councils mandates each LGU
to create the Barangay Anti-Drug Abuse Council to address the increasing drug related
heinous crime incidence;

WHEREAS, the Barangay Anti-Drug Abuse Council is created to plan, strategize,


implement, and evaluate programs and projects on drug abuse prevention in the
barangay;

WHEREAS, the BADAC members refer users and pushers to the police and other
institutions for corresponding sanctions, rehabilitation and/or counseling and submit a
monthly report to the City/Municipal Anti-Drug Abuse Council through the DILG Office;

NOW, THEREFORE, I Fausto A. Adelino, Punong Barangay of Barangay 76, Zone 7,


District II, City/Municipality of Caloocan City, by virtue of the powers vested in me by law
do hereby organize the Barangay Anti-Drug Abuse Council (BADAC) as follows:

Section 1. Composition. The Barangay Anti-Drug Abuse Council (BADAC) is hereby


organized to be constituted as follows:

Section 2. Functions. The Barangay Anti-Drug Abuse Council shall exercise the
following functions:

1. Plan, strategize, implement, and evaluate programs and projects on drug


abuse preventions in the barangay;
2. Coordinate and collaborate with other institutions implementing programs
and projects on drug abuse at the barangay level;
3. Continuously gather and update data on drug abuse and its effect on the
peace and order situation in the barangay including listing of drug users and
pushers;
4. Submit a monthly report to the City/Municipal Anti-Drug Abuse Council
through the DILG City/Municipal Field Office;
5. Refers users and pushers to the police and other institutions for corresponding
sanctions, rehabilitation and/or counseling; and
6. Perform other related functions

Section 3. Funding Support. Funding support for the Barangay Anti-Drug Abuse
Council shall be charged against the fund of the Barangay Government subject to
availability of funds and to the usual accounting and auditing rules and regulations.

Let copies hereof be furnished to all concerned for information, reference, and
guidance.
