ORGANIZING THE BARANGAY AGRICULTURAL AND FISHERY COUNCIL (BAFC)

WHEREAS, pursuant to EO No. 115 S. 2003; Amended Manual regulations of the

Regional, Provincial, Independent Component City, City/Municipal and Barangay
Agricultural and Fishery Councils, LGU may create the Barangay Agricultural and Fishery
Council;

NOW, THEREFORE, I Fausto A. Adelino, Punong Barangay of Barangay 76, Zone 7,

District II, City/Municipality of Caloocan City, by virtue of the powers vested in me by law
do hereby organize the Barangay Agricultural and Fishery Council as follows:

Section 1. Composition. The Barangay Agricultural and Fishery Council (BAFC) is

hereby organized to be constituted as follows:

DENR Official assigned to the area

DAR Agrarian Reform Technologist assigned to the area

Section 2. Functions. The Barangay Agricultural and Fishery Council (BAFC) shall
exercise the following functions:

General Functions:
1. Identify/assess the diverse needs and resources of the area and participate in
policy assessment and formulation in consultation with government and non-
government organizations in agriculture and fishery development;

Specific Functions:
1. Assist the DA and its attached agencies and the agriculture office of the
LGUs in monitoring and evaluation and set-up and effective feedback
mechanism for its plans and programs;
2. Prepare and submit a work and financial plan for incorporation in the DA-
RFUs regular budget, LGU annual appropriations per existing DILG
memorandum Circular 2001-121 dated September 12, 2001 and other entities
to sustain AFC operations;
3. Participate in the review of the approved plans and programs with the
corresponding budgetary allocations, including special projects of the DA, its
attached agencies and the LGUs;
 4. Identify and refer to appropriate legislative bodies issues which will require
legislation after consultation with local and national agencies and
stakeholders; and
5. Promote capability building among BAFC officers and members.

Section 3. Funding Support. Funding support for the Barangay Agricultural and
Fishery Council (BAFC) shall be charged against the fund of the Barangay Government
subject to availability of funds and to the usual accounting and auditing rules and
regulations.

Let copies hereof be furnished to all concerned for information, reference, and
guidance.
