WHEREAS, the Local Government Code of the Philippines of 1991 mandates all Local
Government Units to provide delivery of services to the people,
WHEREAS, the Local Population & Development Office is one of the service providers in
promoting Responsible Parenthood and Family Planning Program, Adolescent Health and Development
Integration Programs,
WHEREAS, in pursuit of the above provision, the Local Government Unit of Aglipay has already
organized the MPCC,
WHEREAS, due to the separation of other members, there is a need to reorganize the
composition of the Municipal Population Coordinating Committee,
NOW THEREFORE, by virtue of the powers vested in me by law, do hereby order the
reorganization of the Municipal Population Coordinating Committee (MPCC) of Aglipay, Quirino
Section 2. Technical Working Group (TWG) – A TWG is hereby created which shall be
composed of the following:

Section 3. Duties and Functions of the Technical Working Group- In addition to their regular
functions, the members of the TWG shall devote time to assist the committee and the secretariat in
carrying out their mandates and shall perform the following:
a) Support the Secretariat in updating the Population Data based on the Local Population
Development Indicators (Social, Economic, Environment and Natural Resources,
Infrastructure and Institutional)
b) Review existing policies, laws and regulations in relation to the implementation of the
Population Development Program in the Municipality.
c) Provide Technical Assistance to the Barangay Population Coordinating Committee’s during
the preparation of Local Population and Development Operation Plans.
d) Conduct an assessment of the current population situation or status in the Municipality
e) Advocate, monitor and ensure the institutionalization and sustainability of population-related
programs and projects particularly the Responsible Parenthood/Family Planning, Adolescent
Health & Development and Pre- Marriage Orientation and Counseling Programs.
f) Participate in the observance of Annual Special Population Events.
g) Perform such other related functions as may be endorsed or referred to by the Municipal
Mayor.
Section 4. Secretariat- The Local Population and Development Office (LPDO) under the
Office of the Municipal Mayor, shall provide administrative support services to the committee and TWG
including the preparation of notices for the meetings called for by the chairperson and/or Team Leader to
convene its member for any status or updates concerning the implementations of this Order. The
Secretariat shall take custody of all records, documents and proceedings of meetings.
