SERVICE CABINETS
1 GENERAL
This specification covers the design, manufacturing, factory testing, marking, packing, shipment,
landing, transport, insurance, supply, transportation to site or ADWEA/ADDC/AADC's stores,
including un-loading and stacking to the satisfaction of ADWEA/ADDC/AADC and
performance requirement for Service Cabinets, for operation in ADWEA/ADDC/AADC’s
Distribution Network.
Further details data are specified in the drawings, data sheets and other documents that form part
of this Specification.
The Service Cabinets shall be complete in all respects necessary for their effective and trouble
free operation when connected to the power distribution system.
The service cabinets shall be installed on concrete (RC) foundations.

1.1 Drawings
Conceptual Design of Service Cabinet provided in the Drawings Section are as follows:

2 TECHNICAL DESCRIPTIONS
2.1 General
Service Cabinets shall consist of fully enclosed (including incoming and outgoing cables)
vandal, weather proof housing and RC foundation.
The Service Cabinet equipment shall be capable of withstanding the electrical and mechanical
stresses as specified in the Technical Data Sheets and in the Standard Technical Specification,
General Technical Requirements.
Service Cabinets shall be outdoor types installed on a suitable concrete foundation in public
areas such as crowded sidewalks, pavements etc. Safety of people in addition to nice looking
designs shall be considered.
The Service Cabinets shall comply with the latest requirements of IEC recommendation (as a
minimum requirement). All components shall be of approved and reliable design and shall be
suitable for site service condition prevailing in Abu Dhabi.
The Service Cabinet shall have required number of Strip Fuse Switch Ways fixed vertically in a
free standing weather proof metallic enclosure, complete with Cable Termination, Gland and
Earthing Arrangement.
The Service Cabinet shall have inter-phase barriers and Blank Labels for service identification.
The inter phase Busbar spacing shall be as per DIN Standard. Inter Strip clearances and depth of
the enclosure shall be liberally designed for thermal consideration as well as to ensure inter-
changeability of different makes of Strip Fuse Switch Ways.
The equipment offered shall have been tested at a recognized Testing Station up to 46KA R.M.S.
for one second. Short Circuit Test Certificate should be submitted with the Tender.
All parts of the equipment shall be readily accessible and replaceable without excessive
dismantling. The design shall be such that the cables can be readily terminated from the front.
The space between terminals (phase/Neutral) to body at the bottom and sides shall be liberally
designed to facilitate easy termination of cables. Insulating materials shall be non-hygroscopic
and resistant to tracking.
All applied insulating materials shall be non-hygroscopic, self-extinguishing and resistant to
tracking.
All parts of equal size and rating shall be interchangeable. The general design shall be such that
the number of joints shall be kept to a minimum. All bolted electrical joints shall be secured by
corrosion-proof high tensile stainless steel bolts or studs to BS 3692, Grade 8.8. All bolts and
studs shall be plated to BS 3382 and shall have corrosion- proof locking features. All bolts must
have washers and spring washers.
The strip fuse switch ways shall be supported on additional supports, so that the weight is taken
on the supports and not on the busbars.
The Service Cabinets shall be completely assembled, wired and tested at the Bidder’s/
Contractor’s or Subcontractor’s workshop.
The Service Cabinet shall be fitted with a bulkhead lamp controlled from a switch and shall be
installed in such a position to illuminate the respective compartment.
Suitable socket shall be provided for maintenance works. Residual earth leakage current
protected socket shall be provided to control the supply and to provide protection against leakage
current of the socket.
A mimic diagram of suitable size showing incoming/outgoing LV feeders shall be provided at
prominent places inside the Service Cabinet.
Service Cabinets shall be designed to ensure that thermal interaction does not unduly affect the
performance of any of the components.
Safety Measures
The enclosure shall have the following safety measures:
1. Electric shock treatment chart duly framed in a conspicuous position inside the Service
Cabinet.
2. Danger notice in English & Arabic languages shall be fixed on the Service Cabinet door
panel.
2.2 Housing
2.2.1 General
The Service Cabinet shall consist of one door (lockable), shall be of hot dip galvanised steel
sheet and shall meet requirements as specified in the Technical Data Sheets.
All metallic parts of the Service Cabinet like bolts, nuts, washers, spring washers, etc shall be
stainless steel.
The housing shall be capable of withstanding mechanical and thermal stresses as well as the
effect of high humidity and corrosion.
The housing construction shall be such that the possibility of damage by vandals is minimised. In
particular, apart from the locks on doors, it shall not be possible for any fastening to be removed
from outside.
The housing shall be protected against sand, dust and water in accordance with degree of
protection IP-43.
The housing shall be provided with water shed top to prevent accumulation of water.
The complete housing assembly shall be provided with two lifting lugs for easy lifting and
positioning of the Service Cabinet at site by the use of crane.
The housing shall be of adequate strength to withstand transportation and handling stresses.
2.2.2 Door
2.2.2.1 General
Access to the Service Cabinet shall be by triple hinged and triple-latched door.
Door shall be fitted with three point lock handles.
Door gaskets shall be of superior quality and capable of withstanding the severe climatic
conditions.
All hinges and locking elements shall be of a heavy-duty, stainless steel so as to prevent
corrosion.
The door shall be equipped with internal stopper to limit the opening.
The door shall be provided with open stays.
The edges of the door shall be bent on all sides to assure that they fit properly to the doorjambs
to prevent misalignment.
Suitable devices shall be provided on the door for drawings and manuals.
One door switch operated for internal illumination circuit complete suitably protected against
accidental damage shall be provided.
The lock shall be suitable for master key No. AWG V/1, made my Messrs. Josiah Parkers &
Sons, Union Works, Gower Street, Willen Hall West Midlands WV13, U.K., England, Telex No.
338729.
Alternatively, lock of a made with the same specification and suitable for master key already in
use with the Service Cabinet in ADWEA/ADDC/AADC’s network is also acceptable.
Latches of rust inhibiting material such as gunmetal shall be provided. The latches shall require
minimum maintenance and oiling for the whole life of the assembly.
2.2.3 Ventilation
Adequate ventilation for natural circulation of air shall be provided to keep the inside
temperature within the limit. The ventilation apertures shall be of louvered type and screened to
prevent the entry of vermin, other foreign bodies and ingress of water.
The opening for ventilation shall be provided such as to allow air circulation.
One ventilation aperture shall be removable to allow connection of a Generator Cable.
2.2.5 Earthing
All Service Cabinets metal works, including cable screens and any internal structural steel work
shall be securely bonded together in such a way that a firm metallic connection exists between
each metallic component of the Service Cabinet and earthing rod.
Service Cabinet assembly shall be equipped with tinned copper earth busbar of cross-sections as
specified in the Technical Data Sheets.
A suitable size threaded terminals complete with nuts and robust washers (flat and spring type) at
suitable locations at the Service Cabinet housing shall be provided for connecting to the earthing
rod.
External earthing rods as per requirement for equipment and system earthing shall be provided.
2.3 Wiring
All wiring shall be of 600 V tropical grade, colored, stranded copper conductor with PVC
insulation, and shall comply with the requirements of latest IEC recommendation as a minimum
requirement.
2.4.1.1 General
The Service Cabinet shall comprise the following:
Strip fuse switch ways (Single Pole) (fixed vertically)
Busbars (3-phases)
Neutral busbar
Earth busbar
Power and control wiring
Cable glands
Cable lugs
Housing
Pre-cast RC foundation.
Adequate vertical and horizontal spacing shall be provided to permit connection of the phase
conductors on the Strip Fuse Switch Ways.
For all connections in air the distance shall be as specified in Technical Data Sheets. If these
clearances cannot be achieved, or special risks exist, adequate solid insulation shall be provided.
All parts of equal size and rating shall be interchangeable so as to minimize spare parts
requirements. The general design shall be such that the number of joints shall be kept to a
minimum.
All bolted electrical joints shall be secured by corrosion proof high tensile stainless steel bolts or
stud. All bolts and stud shall have corrosion proof locking features.
2.4.1.2 Busbars
The busbars shall be of hard drawn high conductivity tinned copper of uniform cross section and
shall be rigidly supported. Busbars shall have a continuous rating as specified in the Technical
Data Sheets.
All bolted electrical joints shall be secured by corrosion proof high-tensile stainless steel bolts.
All bolts and studs shall be plated and shall have corrosion proof locking features.
Shrouding shall, as far as possible, be provided such as to form an insulated barrier between the
operator and the live busbars.
Phases and Neutral busbars shall:
be coloured (red, yellow, blue and black) by shrinkable insulating tubes in sequence from top
to bottom, red, yellow, blue and the neutral busbar shall be marked black.
Have holes at left side to connect 240 mm2 lugs of a generator and the holes shall be covered
with removable insulated shrouds.
2.4.1.5.2 Cables
Provision for cable termination of up to 4x240mm2 Copper Conductor XLPE/SWA/PVC cables
shall be made.
The space between terminals (Phase/Neutral) to body at the bottom and sides shall be liberally
designed to facilitate easy termination of cables.
Removal of cables shall be easy and comfortable.
All cables shall be terminated from front in a horizontal plane at one level.
The separation between individual outgoing feeders shall be as specified in Technical Data
Sheets.
Identification for LV outgoing cables shall be marked on a marker plate at the inner side of the
Service Cabinet door according to Standard Technical Specification, Part:
2.5 Accessories
single unit and shall be supplied with Service cabinet. Detailed design shall be submitted for
approval.
The Bolts & Nuts used for fixing the Feeder Piller shall be Hot Dip Galvanised.
All Surfaces must be painted with two coats of coal tar epoxy.
All edges must be chamfered or rounded.

3.3 Inspection
The equipment shall be subject to inspection and testing during manufacture and after
completion by Independent Inspecting Authority nominated by the ADWEA/ADDC/AADC
and/or by two (2) Engineers from ADWEA/ADDC/AADC.
All defects detected during testing shall be repaired by manufacturer and the failed tests shall be
repeated prior to shipment of the Units. All results of such repairs and repeat tests shall be
documented and must be made available.
Acceptance by ADWEA/ADDC/AADC’s representative of any unit shall not relieve the
manufacturer from any of his obligations to comply with Technical Specification.
All required materials for the inspection and testing as well as all testing equipment shall be
supplied by the CONTRACTOR and shall be included in the unit prices. The Contractor shall
carry out the specified tests in accordance to the latest edition of the applicable standards or
codes.
Such tests shall be carried out to the satisfaction and in the presence of ADWEA/ADDC/AADC
and/or its appointed inspector. The CONTRACTOR shall give due notice of not less than
fourteen days to ADWEA/ADDC/AADC as to when the different parts of the equipment will be
ready for the different tests involved.
Shipment of materials and equipment shall not be effected unless the ADWEA/ADDC/AADC’s
release note is obtained. No release issued by the inspector shall relieve the CONTRACTOR
from his liability to supply equipment or relieve him from any of his guarantee, according to this
Specification and to accept submittals.
4 ENGINEERING DATA
The Bidder must submit all technical descriptions, drawings, data sheets, catalogues and other
supporting material with the Offer to enable the ADWEA/ADDC/AADC’s Engineer to fully
evaluate the proposal as to its compliance with the Tender Specification. As a minimum the
Bidder shall submit the following:-
(a) All Technical Schedules duly filled-in and signed.
(b) All the drawings and information called for by this Inquiry including: -
General arrangement of the Unit showing all important dimensions, together with
mountings/accessories.
Detailed drawing of Strip Fuse Switch Ways.
Details of Concrete Base and Fixing Arrangement.
Details and drawing of lugs and glands.
Details of Cable Earthing and Glanding arrangement.
Detailed characteristics of METALLIC material and copy of the standard
specifications to which it complies.
(c) Detailed Summary of Deviations from the Tender Specification.
