estimates. Use the process to clarify
deliverables until they are understood and
agreed upon by all stakeholders.

Developing Scope:
1) Set up project initiating/planning meeting with all stakeholders.
2) Pass out postits and pens to all stakeholders.
3) Ask them to write down (one on each postit) any deliverables (or pieces of work) that need to be
done in order for the project to be completed.
4) Have stakeholders bring up postits to the board.
5) After all postits are done, have stakeholders organize postits according to categories.
6) Identify and sequence major deliverables.
7) Put sub deliverables under major deliverables.
8) Discuss deliverables that are unclear or similar to other deliverables to start defining project
scope.
9) After all deliverables have been clarified, sequenced, and organized, assign resources to each of
the major deliverables.
10) Ask primary resources to involve other stakeholders in their deliverable and breakdown the
deliverables until it is possible to identify time, cost and resource estimates.
