MINUTES OF THE 455th REGISTRATION COMMITTEE MEETING HELD ON

19.04.2024

The 455th meeting of the Registration Committee (RC) was held under the Chairmanship of Dr. P.
K. Singh, Agriculture Commissioner & Chairman, Registration Committee on 19.04.2024 at 10:30
hrs onwards in PPA Secretariat, DPPQ&S, Faridabad, wherein, Dr. Pawan Kumar, Principal
Scientist, Crop Science Division, ICAR, Krishi Bhawan, New Delhi; Dr. J. P. Singh, Plant
Protection Advisor, DPPQS, Faridabad; Dr. Gauri Shankar (Representative of Drug Controller
General of India) New Delhi; Dr. Vandana Tripathy, Project Coordinator, AINP, Pusa, New Delhi
and Dr. Archana Sinha, Secretary, CIB&RC attended the meeting.

Experts/Officers from the Secretariat of CIB&RC participated for assisting the RC were Dr.
Vandana Seth JD (Chem.); Dr. K.L. Gurjar JD (PP); Sh. Hariom Miglani, Sr. LO; Sh. Govind
Ram, Sr. AO; Dr. Sneha Potdar, DD (Chem.); Dr. Brijesh Tripathi, DD (Chem.); Dr. T. Sonai
Rajan, AD (Ento); Sh. A. D. Bhatt, PPO(Chem); Sh. Durga Prasad, PPO (PP); Dr. S. K. Jain, Sr.
Consultant (Medical Tox.); Dr. Rahish Ahmad Sr. Consultant (Medical Tox.); Dr. Sameya Anjum,
Consultant (Medical Tox.) and Dr. Prabhakar Maurya, Consultant (Medical Tox.).

At the outset, Chairman welcomed the members and asked Secretary, CIB&RC to take up the
agenda for deliberations. The decisions taken by the RC are as under:

RC deliberated the minutes of 454th RC meeting and confirm the same.

2.0 Presentation

2.1 Follow up action on agenda item no. 11.1 of 452nd RC meeting complaint on the issues of
the registration of LLIN under FIM vs FIT u/s 9(3)

RC was informed that in terms of the decision taken in 453rd RC meeting held on 16.01.2024
and the order dated 01.02.2024 passed by Hon’ble High Court of Madras, (Madurai Bench) in
the W.P. No. 744 of 2024, the applicant M/s Shobikaa Impex Pvt. Ltd., was called upon for a
presentation in the RC on the issue of registration of deltamethrin 55 mg /m2 (Impregnated
Bed Net LLIN) under FIM vs FIT category u/s 9(3) of the Insecticide Act, 1968. A
communication was also shown to RC sent by M/s. Shobikaa Impex Pvt. Ltd through their
Learned Advocate wherein it was informed that the Hon,ble High Court had directed that M/s.
Shobikaa Impex Pvt. Ltd is to be heard before a final decision is taken by the RC. M/s Shobikaa
Impex Pvt. Ltd has also sought a accommodation from the RC on the ground of the ongoing
Lok Sabha elections in Tamil Nadu on 19.04.2024.

10.37 Consideration of an application of M/s Syngenta India Ltd., for grant of registration of
coded product A24272D for RTT purpose.
RC deliberated the agenda and approved the import of sample quantity (47 L) of A24272D
(Nicosulfuron 56.40 g/L + Bicyclopyrone 37.60 g/L OD) to M/s. Syngenta India Ltd. for RTT
purpose.
10.38 Follow up action an agenda item no. 10.48 of 454th RC meeting regarding clarification
required for the registration of application submitted by M/s Bhagiradha Chemicals &
Industries Ltd.,
RC deliberated the agenda in detail and considered the request submitted by the applicant.

10.39 Request for with drawl of application for endorsement of label expansion of Dinotefuran
20% SC in tea crop.
RC deliberated the agenda and agreed for withdrawal.

10.40 Approval of protocol for health monitoring study of Renofluthing 0.75% FU

RC deliberated the agenda and approved.

10.41 Submission of additional data generated as per the condition lay down on the registration
certificate issued on 23.06.2020(M/s Amit Biotech Pvt. Ltd., Bti 5% AS)
RC deliberated the agenda and decided that “The additional eco-toxicity data submitted in
fulfillment of the condition laid on the registration certificate is as per toxicology requirement
and guidelines of CIB&RC, hence the conditions laid on the registration certificate for
submission of additional eco-toxicity data may be removed. A corrigendum may be issued
regarding this matter.
10.42 Correction in the agenda item no. 9.80 M/s Jyothy Labs for grant of endorsement
certificate of Prallethrin 0.04% mosquito coil (min. 11 hrs) u/s 9(4)
RC deliberated the agenda and agreed for correction.

10.43 Withdrawal/closing of applications.

RC deliberated the agenda and agreed for withdrawal/closing of files (EN-45710, EN-45555,
435680-F/9(3)/2023)
10.44 List of requests received for re-opening/revival of applications under various categories
which are closed in 447th and 451st RC meeting.
RC deliberated the agenda and approved for re-opening the files (191750, 192064, EN-41824)

10.45 Endorsement of additional packing in the registration certificate of Propaquizafop 2.5%

+ Imazethapyr 3.75% ME issued to M/s ADAMA India Pvt. Ltd.,
RC deliberated the agenda and approved.

10.46 Comments for insecticide package labels & water pH received from Indian Council of
Agricultural Research (ICAR).
RC deliberated the agenda and observed that the comments have been received from ICAR.
In view of the same RC directed the Sectt. of CIB&RC to critically examine the comments of

ICAR in terms of the bioefficacy data received with the applications for registration for further
deliberations and arriving at a final decision.
10.47 Correction in the agenda item no. 10.2 of M/s Syngenta India Ltd., for grant of technical
import certificate Cyantraniliprole technical 93% w/w min. u/s 9(4).
RC deliberated the agenda and agreed for correction.

10.48 Consideration of deletion of duplicate agenda item no. 9.79 of M/s Krishi Rasayan Export
Pvt. Ltd., for endorsement certificate of glufosinate ammonium 13.5% SL u/s 9(4).
RC deliberated the agenda and agreed for deletion of agenda.

10.49 Consideration of applications for grant of free Sale Certificate (ex-post facto approval)
under section 9(3).
RC deliberated the agenda and approved as per Annexure-10.49.1

10.50 Consideration of application for enhancement of shelf life under section 9(4).

RC deliberated the agenda and approved as per Annexure-10.50.1

10.51 Representation of M/s Natco Pharma Ltd., for re-analysis of sample for pre-registration
verification (PRV) of their product Chlorantraniliprole 10.26% OD for registration u/s
9(3) FIM
RC deliberated the agenda and approved that another chance may be given to the willing
applicant for re-analysis of the product as per the decision of 360th RC vide agenda item No.
9.7.
10.52 Consideration of application received for change in colour of the toxicity triangle.

RC deliberated the agenda and approved as per Annexure-10.52.1

10.53 Consideration of applications/representations received for import permits of molecules for non-
insecticidal use.
RC deliberated the agenda and approved as per Annexure-10.53.1

10.53 A Follow up action an agenda item no. 10.7 of 452nd RC meeting regarding allowing export
of small quantity of pesticides samples (technical/formulation) for research, trial and test
purpose.
RC deliberated the agenda and agreed to the recommendations of the committee constituted
in the matter. RC perused the format created for the purpose and directed to display the same
as public notice and also to keep digital records of the quantity of pesticides samples permitted
for export for research, trial and test. RC desired that the existing mechanism of RTT for
import be followed for exports also.
