CHAPTER 1

THE PROBLEM AND ITS SETTING

This chapter represents introduction, state of the problem, hypothesis,


significance of the study, and definition of terms.

Introduction

Crime prevention refers to tactics and initiatives that aim to lessen the
likelihood of crimes happening as well as their possible negative impacts on
people and society, such as a fear of crime, by addressing their various root
causes. To effectively prevent conflict, violence, and violations of human
rights, players in the legal system must work in tandem with those in other
sectors to address the underlying causes of conflicts. This means that in
terms of crime and violence, evidence-based prevention that lowers levels of
violence especially against women, children, and vulnerable groups must
replace punitive measures. The purpose of police patrols is to deter crime and
boost public trust in urban security and is an effective technique for preventing
crime. Route design, resource distribution, and jurisdiction planning all
present a number of fascinating decision-making challenges. Due to a
multitude of operational and resource limitations, several cities worldwide
have implemented an organized and strategic approach to police patrol. We
provide an extensive overview of the state-of-the-art in this field in this study.
This review is the first of its kind on police patrol and presents a classification
scheme according to the problem type, the purpose, and the modeling
methodology. This new scheme makes it possible to locate the precise
contribution to practically every work with relative ease.

An essential part of law enforcement agencies' tactics for reducing


crime is police patrol. Typically, the agency's resources—including officers
and cars—are used to patrol a territory that falls within its purview. The
methods for allocating resources are frequently chosen on the fly. However,
adequate crime statistics are now accessible and available thanks to
technological advancements and appropriate documentation, which might
significantly reduce the cost and time associated with resource deployment
and patrol planning. Security is a social responsibility and the need for
security is not a modern requirement. Despite the political, the legal, and the
other changes, the patrol function has remained the primary means of

providing security services to communities, regardless of whether they are


public or private entities.

At the Fifth International Police Executive Symposium, representatives


from twenty-one countries discussed how crime prevention can be achieved
through community policing. Descriptions of crime prevention approaches, the
extent to which the programs produced the desired results, and difficulties
encountered in implementing and maintaining these prevention programs
were considered. It was concluded that community policing was an effective
means to achieve crime prevention in some countries, but in other countries,
political, social and economic conditions had not yet made it possible to
implement community policing to any great extent. Information on crime
prevention techniques and community policing approaches is exchanged and
diffused between countries. However, the specific political, cultural, and social
traditions of individual countries must be taken into account when replication
of programs is considered (Arvind, V. Dilip, et. al, 2000).

It is quite consensual that the police patrolling can be regarded as one


of the best well-known practices for implementing public-safety preventive
policies towards the combat of an assortment of urban crimes. Deploying
adequate police patrol to hotspots areas based on available patrol units is
even huge challenge. In time past, Nigerian police employed heuristic
approaches to deploy crime preventive police patrol teams to the hotspots.
These approaches are not necessary expected to yield optimal solutions to
the problem of effectively allocating police patrol efforts across various
hotspots. In this work, we present how dynamic programming can be used to
bring about optimal solutions to the police patrol allocation problem. Data
were collected from the Nigerian Police Command Headquarter, Benin City on
crime statistics across eight precincts. These data were analyzed using the
dynamic programming to determine the optimal solutions to the effective
deployment of crime preventive police patrol force across the eight precincts
(Ogbeyevwe, O. Ogundeve, S.O. 2014)

In the Philippines, community-based crime prevention faces a number


of difficulties. The widespread use of illegal drugs, which fuels criminal activity
associated with drug addiction, is one of the main problems. Furthermore,
there are discrepancies in the way that public safety and crime prevention
initiatives are carried out in various barangays, which suggests inconsistent
approaches to upholding law and order. Moreover, poverty, inequality, and the
collapse of social support networks all contribute significantly to the
development of criminal behavior, underscoring the significance of tackling

these root causes in initiatives aimed at preventing crime. In order to


effectively battle this expanding issue, a multi-sectoral approach is required,
and collaboration between anti-trafficking organizations and community-based
groups is crucial in educating at-risk communities about human trafficking
hazards and preventative tactics. few hours, information dissemination, and

Patrol activities are considered as the primary activity conducted by the


implementers in the effort of preventing crimes in the barangay. These
activities are held so that police and its auxiliaries can be seen and felt by the
community. Patrol is a way to employ presence, which is a significant crime
deterrent to reduce if not eliminate the opportunity to commit a crime. Patrol
officers, daily, acquire first-hand information and experience on the situation in
the community, particularly identifying crime-prone area and usual suspects or
recidivists. Hence, the conduct of patrol and the appropriate deployment of
patrol officers to reduce crimes is an indispensable component of policing
(PNP Managing Patrol Operations Manual, 2015).

GENERAL SANTOS CITY—Police personnel here have intensified


their security patrols and random inspections on motorists within the city in the
wake of the series of daring murders in the last several days. “Police teams
are roaming around the city to look out for suspicious movements of some
individuals or groups and motorists who are using vehicles, especially
motorcycles, that have no license plates,” (Alen V. Estabillo, 2013)

Statement of the Problem

This study aims to study on the factors of Effectiveness of Patrolling in


Crime Prevention at Dadiangas South, General Santos City. Specifically, to
obtain all essential knowledge, data and information to answer the crucial
question as follow:

1. To determine the common ways of patrolling among Police Officer


in terms of:
1.1 Foot Patrol;
1.2 Vehicle/Automobile Patrol;
1.3 Motorcycle Patrol;
2. To what extent is the effect of patrolling in Crime Prevention in
terms of:
2.1 Public Safety;
2.2 Security and;

Hypothesis

There is a significant relationship between the factors of Effectiveness


of Patrolling of Police Officer suppressing the crime and to its people residing
at Dadiangas Suoth, General Santos City.

Significance of the Study

The researchers believed that the study will help the following
individuals:

Residing residents, for them they are the benefactors as they are the
one whose being protected from unwanted crime to happen or being the
victims of the criminals. Future researcher

Patrolling Police Officer, for them to be aware the factors crime in


their surroundings, and suppressing it or to prevent from happening.

Dadiangas South Police Station Six, for them to have better


knowledge and understanding, to improve their competency, skills and to
have further solution in crime prevention.

Future Researcher, the results of this study will help future


researchers whose topic are aligned with research subject matter.

Scope and Limitations

The scope of this study is focused on the Factors of Effectiveness of


Patrolling in Crime Prevention at Dadiangas South, General Santos City. The
primary subject of this research consists of chosen personnel from the
Barangay Dadiangas South, General Santos City.

Definition of Terms

The following terms are defined operationally to facilitate thorough and


better understanding of this study:

Residence of Dadiangas South, any person who’s currently living


the area, witnessing all the activities happened.
