Ensure that the fixed ladder with Safety Cage, Access lock,
8. guardrail and landing platform is provided on the reactor if
specified in the data schedule.
IF APPLICABLE, Ensure that the bus shunt reactor is provided
9. with low voltage winding to meet station auxiliary power
requirements if specified in the data schedule. Check the
winding rated voltage and power are as per the data schedule.
Ensure that the shunt reactor which is designed for wye
10. connection has the neutral brought out through a bushing to
facilitate additional connection to neutral reactor with surge
arrester or for solid grounding as specified in the data schedule.
Check the Off-Load Tap Changer (Applicable for Auxiliary
11. Winding) step voltage, total number of positive steps and
negative steps as per the data schedule.

IF APPLICABLE, Ensure that the Variable shunt reactor is


12. equipped with vacuum type On-Load Tap Changer (OLTC) only
and a remote tap changer control panel (RTCC). All functions of
tap changer control are integrated with SAS.
IF APPLICABLE, Check:
a. The step voltage for OLTC is as specified in the data
13. schedule.
b. The rated reactive power of each step is 2.5 MVAR unless
otherwise specified in the data schedule.
c. Total number of taps and steps as per the data schedule
a. Ensure that the OLTC diverter switch compartment is
provided with the following safety features:
i. Automatically self-resetting type pressure relief device with
14. two sets of alarm/trip contacts.
ii. Oil/Gas surge (pressure) relay located in the pipe leading
from diverter switch oil compartment to OLTC conservator
with a set of tripping contacts.
Grounding:
a. Ensure that the core grounding is brought out of the tank
through insulated bushing and provided with disconnecting
link for testing purposes.
b. Check that all groundings are securely connected.
c. Ensure that the reactor is provided with grounding provisions
near the base on two diagonally opposite sides.

d. Ensure that two solder-less ground connectors are provided
which will accommodate conductor sizes of 1x 240 mm² for
station fault level up to 40 kA and 2x240 mm² for station fault
level above 40 kA.
e. Ensure that the earthing boss on the tank is size 80 x 80mm
with tin plated surface.
f. Ensure that all panels’ cases are grounded.
Reactor Nameplate:
a. Ensure that the nameplate includes the information as
follows:
i. The words "Shunt Reactor" for Fixed & “Variable Shunt
Reactor” for variable ratings etc.

on each tap position.


b. Ensure that the nameplate material is stainless steel and is
firmly affixed to tank by stainless steel screws or rivets.
c. Ensure that stainless steel chart plate indicating oil level
versus oil temperature for main tank is provided.
17. Check that there are no adhesive labels.
Valves:
a. Ensure that the accessories provided with the conservator
tank include the following:
i. Drain valve for the main tank conservator compartment.
ii. Drain valve for the OLTC diverter switch conservator
compartment.
iii. Shut-off valves in the pipes leading to the conservator from
the main tank and OLTC diverter switch compartment.
iv. Individual magnetic type oil level indicator for conservators
or conservator compartments.
b. Check the valves between the tank and radiator are in open
position with indication marked as Open.
c. Check that each valve shall be provided with an indicator
clearly showing its position.
d. Check that the oil sampling devices are reachable from
ground level.
18. e. Drain, Filter and Sampling Valves
i. Ensure that the reactor is fitted with the following valves:
- One drain/filter valve (50 mm diameter, and to be so
situated that the tank can be drained completely)
- One filter valve (50 mm diameter, and located at the top of
tank diagonally opposite to the drain/filter valve)
ii. Two sampling valves (20 mm diameter each shall be at the
bottom and top of the tank)
f. Ensure that:
i. The cable box with oil IF APPLICABLE is provided with
pressure relief device, filling and filtering valve on the top,
oil sampling valve, drain and filtering valve at the bottom.
ii. The cable box is designed for bottom entry.
iii. Conservator is provided with separate section or separator
conservator for oil to oil cable box.
iv. Buchholz relay is provided on the pipe connecting oil to oil
cable box and conservator.
v. Oil level indicator is provided.
Ensure that a two-stage Buchholz relay is provided for the tank
and located in the pipe (with a slope of pipe not less than 1 in

Oil Level Indicator: Ensure that:
a. Individual Magnetic oil level indicator with micro switch alarm
contacts are provided in the respective conservators or
conservator compartments to indicate oil level in the main
tank and OLTC diverter switch compartment respectively.
b. The indicator has a dark face dial with light markings and a
light colored indicating pointer. The diameter of the dial is
20. about 210 mm. The dial markings shows 25 Cº level as well
as the high and low oil levels.
c. The words “Oil Level” are marked on the dial or on a suitable
nameplate mounted adjacent to the indicator.
d. It is provided with low and high level alarm and trip contacts,
IF APPLICABLE.
e. Its cover is of high quality material and weatherproof, not to
be affected/Fade by Sun light.
Winding Temperature Indicator: Ensure that:
a. The W.T.I. has a dial type indicator with a maximum indicating
pointer. The dial marking is 0 to 160 C° with ±0.5% accuracy.
b. The W.T.I. has a dark face dial with light markings, a light
colored indicating pointer and a hand reset maximum
indicating pointer.
c. The words “Winding Temperature” are marked on the dial or
21. on a suitable nameplate, mounted adjacent to the indicator.
d. Four (4) individually adjustable sets of micro switch type
contacts are available for the control of fans, alarm and trip
functions. The contacts for the control of fans and pumps are
wired to available terminal points for future use.
e. Dial of the W.T.I. is mounted inside the reactor outdoor control
cabinet. The sensing element is supplied by CTs installed on
the central phase of the winding.
Oil Temperature Indicator: Ensure that:
a. It is fitted with Four (4) individually adjustable sets of micro
switch type contacts for alarm and trip functions.
b. The dial marking covers a range of 0 to 160 Cº with ±0.5%
accuracy.
c. The words “Oil Temperature” are marked on the dial or on a
22. suitable nameplate adjacent to the indicator.
d. The indicator is a dark face dial with light markings, a light
colored indicating pointer and a hand reset maximum
indicating pointer.
e. O.T.I is mounted inside the reactor outdoor control cabinet, so
that its dial is easily readable through a window by a person
standing at the ground level.

Wiring: Ensure that:


a. Wiring raceways are galvanized rigid steel conduit or flexible,
weatherproof and safely fastened to reactor tank.
b. Control cables are provided with extruded copper shields.
c. The cable shield is grounded.
d. All wires are minimum 2.5 mm2 or equivalent, stranded
copper, and rated 600/1000 volts. Current transformer wiring
is minimum of 4 mm2 and power wiring is sized as required.
All wires are moisture resistant, heat resistant and flame
retardant and withstand minimum temperature of 90 C°.
e. All wires are permanently marked at each termination end
with oil resistant, heat shrinkable plastic sleeves.
f. All terminal connections are made with pre-insulated full ring
23. type crimp lug connectors using a non-magnetic split type
lock washer.
g. All cable glands used for the attachment of cables are
shrouded metallic and not plastic.
h. Terminal blocks are mounted on grounded rails provided with
20% spares. No more than two conductors are terminated at
any one terminal point. (as per 31-TMSS-06)
i. Knife type terminal is used for the grouping of alarms/single
alarm.
j. Color-code cables are used from CT box to Marshalling Kiosk
with proper wire protection segregation.
k. The AC, DC, CT & VT circuit terminals are fitted with
nonflammable, transparent plastic covers with caution label
to prevent accidental short circuit/contacts with live parts.
l. Check wire color coding as per 01-TMSS-01
Check the color of the silica gel/desiccant (blue, orange or
yellow indicator is normally acceptable) and quantity of silica gel
24. in breather and oil cup level up to the indicated mark. As an
option, conservator can be provided with maintenance free
breather if specified in the SOW/TS of the project.
25. Perform all of the manufacturer specific checks.
Check that:
a. The tank is designed to withstand the following without any
permanent deformation:
26. i) 25% higher than the maximum operating pressure from the
oil preservation system i.e. oil in tank and conservator.
ii) Full vacuum.
b. The radiators is designed to withstand the pressure conditions
specified for the tank.
27. Check that the optical fiber sensors for direct measurement of

winding hot spot temperature is installed if specified in data


schedule.
Ensure that the number of sensors for all cooling systems is as
the minimum requirements and as per the data schedule if
specified:
a. Two sensors on central phase
b. One on each lateral phase
Ensure that the fiber optic sensors are provided with monitoring
system. The system is fully integrated with SAS at bay level
28. using IEC 61850 and also at station level integration with the
HMI for analyzing purposes. Monitoring system software is
compatible with all SAS Software. Monitoring system provides
Parallel Redundancy (PRP) function according to IEC 62439-3.
Ensure that all phase outdoor Bushings (Oil/Air) for system
29. voltages 69kV and above have a test tap brought out to a
separate terminal for testing purposes at 2 kV ac.

3. Shunt Reactor Tests

11. Perform Surge Arrestors Tests as per the latest revision of WI-
NG-6460-002-020.
12. Measure zero-sequence impedance.
13. Measure the Insulation resistance of control wires (the test
voltage should be a minimum of 500 V dc one minute).
Check online gas analyzer device (If specified in the data
Schedule) :
14. a. Check readings of each fault gas as per data schedule.
b. Check alarms of fault Gases and their settings.
c. Check the online DGA monitor is integrated with SAS.
15. Check that the tank pressure is positive. (if applicable)
16. Oil Dielectric Strength (Break Down Voltage)
Perform the Oil Leakage Test:
The Reactor tank and accessories shall withstand operating
pressure due to the oil preservation system, i.e. oil in the tank
17. and conservator, plus an additional pressure of 30 kPa for 24
hours. Oil leakage shall not be observed during this period.
Operating pressure (kPa) due to the oil preservation system
shall be stated in the test report.
Oil Test:
a. Before proceeding to the end of commissioning as per PR-
NG-6460-002 Project Commissioning procedure, ensure that
the CONTRACTOR followed the manufacturer's instructions
for taking oil samples from (Oil sampling valves of main tank
(Top & Bottom) – OLTC – cable boxes if applicable &
Conservator). Ensure that the samples were not collected
before 48 h after the transformer is filled.
b. Ensure that the submitted report from the CONTRACTOR is
for insulation samples tested in an approved independent lab
according to the latest revision of the approved labs list.
18. c. Ensure that the lab report states clearly the following:-
i. Criteria of each test result.
ii. Actual result of each test.
iii. Clearly state whether the values are within the criteria
limits.
iv. Assessments of each test.
v. Assessment of the oil sample (Accepted – Not Accepted).
vi. Recommendations.
d. Ensure that the lab report contains at least the results of the
following tests:-
i. Appearance
ii. Color
iii. Dielectric Strength (Break Down Voltage)

4. Shunt Reactor Mechanical Protection Devices Test and MK Scheme Check

Check all wiring and ensure that each end of every wiring

Check the operation of fans automatic, manual, local and remote
16. positions and check all related alarms and all SAS indications,
alarms and measurements.
Check fan running direction to get airflow towards radiator and
17. phase sequence of the supply voltage to fan motors circuits is
correct.
Check the supply changeover for fan motor circuit during AC
MCB trip and Main source failure (under-voltage condition) and

check all related alarms and all SAS indications, alarms and
measurements.

a) Oil Level indicator (alarm/ trip) as applicable.
b) Oil Temperature Device: Fans / pumps (stop, start alarm/ trip).
c) Winding Temperature Device (alarm/ trip).
d) Buchholz Relay (alarm/ trip).
e) Oil / Gas Surge (pressure) relay (alarm/ trip).
f) Pressure Relief Device (alarm/ trip) as per design. Ensure that
the pressure relief device is provided with two sets of
alarm/trip contacts. Ensure that the device operates at a
pressure less than the designed withstand pressure of the
tank.
g) Online insulating oil dissolved gas and moisture monitoring
system.

5. On Load Tap Changer (OLTC) Test

Ensure that the OLTC is provided with facilities for electrical

Voltage” when the tap position is operated towards “L” side

Tests on On-Load Tap Changers ─ Operation test
a) Check current and voltage ratings of tap changer motor.
b) Raise / Lower Control (Local – Remote) and indication.
c) End of Tap Travel Control.

d) End of winding travel control (both ends).


e) Check that the windings are not open circuit during tap
changing.

f) Check OLTC manual operation by hand crank.
g) Check that The OLTC emergency manual drive mechanism is
electrically interlocked to prevent electrical operation of the
motor while the hand crank is engaged.
h) Check that the tap OLTC mechanism shall ensure that once a
change of tap begins, it is completed and so shall ensure that
the mechanism does not fail in an intermediate on loss of
supply voltage to motor. The motor drive control shall follow

the step by step principle to prevent runaway due to possible


malfunction.
i) Check that the OLTC mechanism prevents over-travel beyond
the maximum raise and lower positions.
j) Check OLTC tap position indicator & operation counter.
k) OLTC motor load current to be measured for future reference
purposes.
l) Check all transmitters.
m) OLTC operation, checking and testing shall be done as
recommended in OLTC Manual provided by the manufacturer.
n) Check all related alarms and all SAS indications, alarms and
measurements.
