No, inertia, as I'm sure you're aware, is the "want" to continue moving, if the object
is moving, or to stay stationary if the object is stationary, however due to outside
influences such as friction in this case, the trolley will come to rest. This doesn't violate
any laws, especially not Newton’s law of inertia, to violate Newton’s law, the trolley
would have to move without any outside forces acting on it, or stop moving, without any
outside forces acting on it, obviously because we do not live in a frictionless world, the
latter is physically impossible. In summary, No, the shopping trolley coming to rest does
not violate Newton’s Law of Inertia due to the outside forces acting upon the trolley
forcing it to come to a stop.
