Executive Summary

The Registrar, pursuant to section 22 of Alberta’s Vehicle Inspection Regulation, issues this Facility Operating Manual (FOM)
of the Vehicle Inspection Program. Its intent is to be a one-source document for Vehicle Inspection Facilities (Facilities) on the
requirements of the Vehicle Inspection Program (VIP).

The Vehicle Inspection Regulation (Regulation) includes a number of provisions that address the legal authority of the FOM:

• The issuance of a Certificate and ROI must be in compliance with the FOM [Sections 1(1)(p), 27(2)]
• The Registrar may revoke a Certificate that was issued contrary to the FOM [Section 35(1)(a)]
• The Licensee of a Facility must operate the Facility in accordance with the FOM [Section 40(1)(f)]
• The Registrar may commence an investigation of a Facility if a Registrar has reason to believe the Facility was not
operated in accordance with the FOM, and may suspend or cancel the licence of a Facility if the Licensee is found to
have contravened the FOM [Sections 56(3)(iv) and 57(4)(b)]

Under section 22 of the Regulation, the Registrar also issued the Vehicle Inspection Program Manuals governing the conduct
of Vehicle Inspection Technicians (Technician). There are legal consequences if a Technician contravenes the Vehicle
Inspection Program Manuals. The Licensee of a Facility is ultimately responsible for any Certificates and ROIs completed by a
Technician. Therefore, the Licensee of a Facility, and any other persons acting on behalf of the Licensee, should become
familiar with the requirements of the Vehicle Inspection Program Manuals.

Alberta Transportation (AT) is responsible for the administration of the VIP, which is administered with the objective of
enhancing the safety of vehicles, carriers, and drivers on Alberta roadways. The VIP consists of three types of inspection:

• Commercial: periodic inspection of commercial vehicles in accordance with the National Safety Code Standard 11,
Part B. The period inspection is intended to ensure the effectiveness of each carrier’s vehicle maintenance program,
and to reduce collusions due to mechanical defects on commercial vehicles.
• Out of Province: any vehicle last registered in a jurisdiction other than Alberta must be inspected and a certificate
issued before it can be registered in Alberta.
• Salvage: a vehicle that has been declared as “salvage” or “unsafe” must be repaired to acceptable mechanical and
structural safety standards before it can be re-registered and operated on a roadway.

1 INTRODUCTION

1.1 Definition of Key Terms


• “eFacility” is the web based system where vehicle inspection information must be entered, commercial decals are
purchased, and inspection certificates and records of inspection must be issued.
• “Inspection” is when the vehicle is being examined according to the appropriate criteria outlined in the appropriate
Vehicle Inspection Program Manuals. The inspection is considered to have begun when the Request for Inspection
Form has been given to the Licensee or when the request for inspection has been made available to the Licensee.
The inspection is considered complete when the certificate and/or record of inspection has been issued to the
vehicle owner.
• “Licensee” means holder of a facility licence and includes an agent, manager, or employee of the holder of the
licence.
• “May” is used for actions that are permissive in nature and that a Licensee or Technician has the discretion to act or
not act.
• “Must” or “Shall” are used for actions that are mandatory and that a Licensee or Technician must comply with. The
Registrar may administer discipline against the Licensee or Technician for failure to comply with such a mandatory
requirement.
• “Should” is used for actions that are recommended to be carried out by a Licensee or Technician to fulfill the
objectives of the regulation and this manual. If a problem occurs with the vehicle inspection activities under this
Regulation and the Licensee or Technician did not follow the recommended action that could have prevented such a
problem, the Licensee or the Technician may be required to provide a suitable explanation to the Registrar.
• “Regulation” refers to the most current version of Alberta’s Vehicle Inspection Regulation.

2 VIP LICENSING

2.1 Inspection Facilities


Facility licences are issued for a term of 2 years at a cost of $250. Facility licences are only valid for the location and legal
entity identified on the licence and are not transferrable to another location or legal entity.

2.1.1 Facility Applications


An application for a Facility Licence must be submitted for the following:

• New Facility:
o First time being licensed in the VIP;
o Facility has not held a valid licence for more than 12 months;
o Change in legal name or an amalgamation has occurred.
• Facility Renewal
• Facility Licence Upgrade:
o Facility move or relocation
o Adding another program type (e.g. Commercial, Out of Province, Salvage)
o Adding another vehicle type (e.g. automotive, light truck, trailer, etc.)

2.1.2 Facility Application Information
The following information and documents are required when completing a Facility application:

• Motor Vehicle Identification Number (MVID): A 9-digit number found on the vehicle registration documents for the
company. NOTE – Facilities that do not have vehicles registered to their organization will be assigned an MVID.
• Location Address: where the inspections will be taking place.
• Mailing Address: if different from location address.
• Facility Contact Person(s): the name, title, and email address if the person(s) responsible for the VIP within the
Facility.
• Program Types: which types of inspections the Facility plans to complete (e.g. Commercial, Out of Province,
Salvage)
• Vehicle Types: which types of vehicles the Facility plans to inspect (e.g. automotive, light truck, trailer, etc.)
• Proof of Legal Entity: for corporations, this will be the Certificate of Incorporation or Amalgamation. For sole
proprietors, this will be a copy of their Driver’s Licence. NOTE – Limited Partnerships (LP) are not considered a valid
legal entity. LPs will need to be licensed under one of the legal entities in the partnership.
• Vehicles Being Inspected: identify if the vehicles being inspected under the licence are registered to the Facility,
registered to individuals/organizations outside the Facility, or both.

2.1.3 Fee Exempt Facilities


The following Facilities are exempt from the application fee:

• Federal, provincial, or municipal governments;


• A board, as defined in the Education Act;
• A band, as defined in the Indian Act (Canada);
• The General Council or a settlement, as defined in the Metis Settlement Act;
• Commercial carriers enrolled in the Partners In Compliance (PIC) Program.

2.1.4 Verification of Facility Premises and Equipment


Prior to being licensed in the VIP, a VSI will verify the Facility’s premises and equipment by conducting a facility audit.

2.2 Inspection TechniciansTechnician licences are issued for a term of 5 years at a cost of $250. Technician licences are
not associated with a specific Facility.

2.2.1 Technician Applications


An application for a Technician Licence must be submitted for the following:

• New Technician:
o First time being licensed in the VIP;
o Technician has not held a valid licence for more than 12 months;
• Technician Renewal
• Technician Licence Upgrade:
o Legal name change
o Adding another program type (e.g. Commercial, Out of Province, Salvage)
o Adding another vehicle type (e.g. automotive, light truck, trailer, etc.)

2.2.2 Technician Application Information


The following information and documents are required when completing a Technician application:

• Motor Vehicle Identification Number (MVID): A 9-digit number found near the barcode on their Alberta Driver’s
Licence. NOTE – Technicians that do not have an Alberta Driver’s Licence will be assigned an MVID.
• Date of Birth
• Mailing Address
• Program Types: which types of inspections the Technician plans to complete (e.g. Commercial, Out of Province,
Salvage)
• Vehicle Types: which types of vehicles the Technician plans to inspect (e.g. automotive, light truck, trailer, etc.)
• Journeyman Certification: indicate which journeyman certifications are held. Digital copies of certificates are
required to be submitted with the application if the certification was obtained outside of Alberta.
• Criminal Record Check: required for all new and renewing Technicians.
• Inspection Manual(s): must acknowledge they have access to the appropriate Vehicle Inspection Program Manual.
• Application Fee: must be paid online at the time of application, using one of the following methods: Visa,
Mastercard, Visa Debit, Debit Mastercard, American Express, or pre-paid Visa or Mastercard. NOTE – The
application fee is not required for Upgrade Applications.

2.2.3 Fee Exempt Technicians


Technicians are exempt from the application fee if they are conducting inspections on behalf of a Facility that meets the
following:

• Federal, provincial, or municipal governments;


• A board, as defined in the Education Act;
• A band, as defined in the Indian Act (Canada);
• The General Council or a settlement, as defined in the Metis Settlement Act;
• Commercial carriers enrolled in the Partners In Compliance (PIC) Program.

2.3 Licences
2.3.1 Accessing the Licence
Facility and Technician licences are only delivered digitally (PDF) via email. Physical licences are not mailed to Facilities or
Technicians.

Facility or Technicians that have lost their licence must request another copy in writing. An email must be sent to
trans.adminvip@gov.ab.ca declaring the original licence has gone missing or become lost and a new copy is being requested.

The following information should accompany the request:

• Facility:
o Legal Name
o Location Address
o Facility Number
o Request must come from Facility Contact person
• Technician:
o Full name
o Date of Birth
o MVID or Driver’s Licence Number
o Request should come from email address found on file for Technician

2.4 Criminal Record Checks


As a method of improving safety of the motoring public by promoting ethical, honest and fair conduct criminal record checks
are required from all new and renewing Technicians. Technicians are responsible for the costs associated with obtaining
criminal record check results.

2.4.1 Acceptable Forms


All criminal record checks must be dated within 90 days of the application to the VIP. Criminal record checks can accompany
the application in digital format, but must be in one of the following forms:

• Consent for Disclosure of Criminal Record Information form or Consent/Request form obtained from and signed by a
representative of the RCMP;
• Letter, displaying letterhead of Federal, Provincial, or Regional Police Services, indicating that a search has been
conducted. The results of the search are provided and a representative of the Police Service signs the letter.
• Criminal record checks done by a recognized private service. NOTE – The only private service currently recognized
by AT is Sterling BackCheck.

2.4.2 Criminal Convictions


Technicians with a criminal record or have their record check come back with “possible match” or “not clear” must provide AT
with the details of their criminal convictions.

• New Technicians: must undergo fingerprinting and provide AT with the detailed list of convictions received from the
fingerprint search.
• Renewing Technicians:
o complete a Declaration of Criminal Record form and have it verified and signed by a representative of the
RCMP, or
o complete a Criminal Record Disclosure form (available from trans.adminvip@gov.ab.ca) and have it
witnessed and signed by a Commissioner of Oaths.

2.4.3 Conviction Review
All criminal convictions dated within the last 10 years will be reviewed and serious offences may prohibit a Technician from
holding a licence. These offences include, but are not limited to:

• Theft over $5,000


• Break/Enter
• Assault
• Fraud
• Murder/Manslaughter
• Sexual Assault
• Forgery
• Weapons related convictions

Technicians with any of these offences in the last 10 years may be asked to provide a written statement of events explaining
the conviction.

2.5 Alberta Transportation Decision


AT will review all Facility and Technician applications and make a decision to issue the licence based on a number of factors,
including:

• Information included in the application;


• Facility audit result; Alberta Transportation will provide the

3 ADMINISTRATION OF VEHICLE INSPECTION FACILITIES

3.1 Code of Practice


There is a Code of Practice for both the Facility and Technician, which must be agreed to as part of the licensing process. A
copy of both documents can be found in the Attachments section of this manual.

3.1.1 Code of Practice – Facilities


A Licensee is responsible for ensuring their Facility is operated strictly in accordance with the Traffic Safety Act and the
Vehicle Inspection Regulation. The Code of Practice for Vehicle Inspection Facilities outlines the overall obligations for
Licensees under the Act and the Regulation. The detailed requirements of this FOM give further effect to the Facility Code of
Practice.

3.1.2 Code of Practice – Technicians


A Technician must conduct vehicle inspections according to the requirements of the Traffic Safety Act and the Vehicle
Inspection Regulation. The Code of Practice for Vehicle Inspection Technicians outlines the overall obligations for Technicians
under the Act and the Regulation, and is supplemented by the Vehicle Inspection Program Manuals.

A Licensee is held responsible for the conduct of the Technicians for vehicle inspections carried out under the Licensee’s
Facility. Therefore, the Licensee should be familiar with the Technician’s Code of Practice.

3.2 Information Privacy and Confidentiality
3.2.1 Public Information
The information in the Facility and Technician applications is collected under the authority of the Vehicle Inspection Regulation
for the purpose of delivering the VIP.

AT will make the following information pertaining to a Facility available to the public upon request:

• Name of business and licence holder


• Facility licence number
• Business email
• Business location address
• Business phone number(s)
• Types of vehicle inspection authorization
• Terms and conditions of the licence
• Licence expiry date

AT will make the following information pertaining to a Technician available to the public upon request:

• Technician name
• Technician licence number
• Types of vehicle inspection authorization
• Licence expiry date

3.2.2 Information in Vehicle Inspection Certificate and Record of Inspection


The information in the Certificate and ROI is collected under the authority of the Vehicle Inspection Regulation for the purpose
of the VIP. The Licensee must make every reasonable security arrangement to protect the information from risks, such as,
unauthorized access, use, disclosure, and disposal.

Owners of commercial vehicles purchased at auction or by other

3.2.4 Securing Documents
A Licensee must store the following documents in a secure place:

• Unissued Vehicle Inspection Decals


• Issued Vehicle Inspection Certificates
• Issued Record of Inspection Forms
• Request for Inspection Forms
• Rebuilt Vehicle Work Plans

Examples of secure locations are locked filing cabinets or drawers. Electronic records can be saved on a hard drive or
portable storage device, such as a USB, but the hard drive/USB should be kept secure and/or password protected.

3.3 General Administrative Responsibilities


3.3.1 Facility Licensee
The following is a list of general administrative responsibilities for Licensees:

• The Licensee should ensure an operator responsible person is available at the Facility during operating hours who:
o Is knowledgeable about the inspection of the relevant vehicle type;
o Is familiar with the FOM and Vehicle Inspection Program Manuals;
o Is capable of searching, completing, and processing the ROI and Certificate in the eFacility system;
o Is familiar with the procedures for maintaining eFacility user access;

• Maintain equipment in good and serviceable order;
• Maintain the calibration of required gauges and measuring devices at all times;
• Post the Facility licence in in plain view of the public*;
• Post the inspection and re-inspection rates in plain view of the public*;
• Ensure the AMVIC licence is current and displayed in plain view of the public**;

*not required for Facilities only inspecting vehicles registered in the name of the Facility.

3.3.2 Technician Continuing Competency


The Licensee should encourage and promote Technicians to maintain technical skills and should update them when vehicle
manufacturers introduce new technology, such as electric drivetrains and aluminum frames. The Licensee must ensure
Technicians who sign Certificates or ROIs have relevant and subsisting Technician licences, as well as sufficient knowledge or
experience to inspect vehicles properly.

3.3.3 Change of Contact or Identification Information

If there is a change in the following identification information, the Licensee or Technician, as the case may be, must notify AT
of the change immediately by phone or email. Copies of relevant documents confirming the information should also be
supplied:

• Legal name
• AMVIC licence
• Type, number and other particulars of trade certificates.

NOTE – A Facility licence cannot be transferred to another legal entity. Facilities that have or plan to undergo an
amalgamation, ownership change, or legal name change must contact the VIP.

4 CERTIFICATES, DECALS, AND RECORDS OF INSPECTION

4.1 Commercial Decals


All Facilities licensed to complete Commercial Vehicle Inspections must purchase Commercial Inspection Decals from AT
through eFacility system (ATs web based program). Decals are individually numbered and can be purchased in books of 20
decals for a cost of $30 per book.

Canada Post Xpresspost shipping is included in the purchase price of decals; however, Facilities can have decal orders
couriered to their location at their own cost. Available couriers are listed within the decal purchase website.

AT will record each Decal sold to a Licensee. The Licensee must

4.1.1 Lost/Stolen Decals

4.2 Records of Inspection and Inspection Certificates


The Licensee is responsible for ensuring all inspection information is entered into ATs eFacility system and that all ROIs and
Certificates are issued through eFacility, regardless of the inspection result (e.g. pass or fail).

The Licensee is responsible for ensuring the following is maintained:

• Internet access;
• Computer hardware (e.g. printer, computer, tablet, etc.);
• Computer software (e.g. web browser and PDF reader);
• Office supplies (e.g. ink, paper, etc.).

The Licensee must ensure the appropriate personnel have access to eFacility and must notify AT when certain personnel no
longer require eFacility access. To add or remove users, an eFacility User Access Form must be completed and emailed to
trans.adminvip@gov.ab.ca.

4.2.1 Voiding Inspection Certificates
If for any reason a Certificate must be cancelled, the Licensee should report it to AT via email.

An email can be sent to trans.adminvip@gov.ab.ca with the Certificate number and details of the issue (e.g. wrong inspection
result selected, duplicate inspection, etc.)

5 VEHICLE INSPECTIONS

5.1 Getting Started


5.1.1 Program Types
The Vehicle Inspection Program consists of three program types, each with their own inspection criteria and equipment
requirements:

• Commercial: periodic inspection of commercial vehicles in accordance with the National Safety Code Standard 11,
Part B.
• Out of Province: any vehicle last registered in a jurisdiction other than Alberta must be inspected and a certificate
issued before it can be registered in Alberta.
• Salvage: a vehicle that has been declared as “salvage” or “unsafe” must be repaired to acceptable mechanical and
structural safety standards before it can be re-registered and operated on a roadway.

5.1.2 Vehicle Types


The Vehicle Inspection Program identifies a number of vehicle types. They have the following definitions:

• Automobile: a motor vehicle that is mounted on 2 axles and includes cars and unibody sport utility vehicles (SUVs)
and mini-vans.
• Commercial Bus: a vehicle with a manufactured seating capacity of more than 10 including the driver, and is not a
School Bus or Motor Coach.
• Heavy Motorhome: a self-propelled motor vehicle designed or used for travel with temporary living accommodation
for vacation/camping purposes, equipped with 2 or more axles and/or equipped with air brakes.
• Light Motorhome: A self-propelled motor vehicle designed or used for travel with temporary living accommodation
for vacation/camping purposes that has no more than 2 axles and is equipped with hydraulic brakes.
• Light Truck: a truck or van style motor vehicle that has no more than 2 axles and is equipped with hydraulic brakes;
includes SUVs and mini-vans built on a truck chassis.
• Motor Coach: a commercial bus of monocoque design, manufactured with under-floor baggage storage.
• Motorcycle: a motor vehicle, other than a moped, that is mounted on 2 or 3 wheels and includes motorcycles and
scooters.
• School Bus: a bus that is designed and equipped primarily to transport students to and from school.
• Trailer: a vehicle designed primarily for the transportation of cargo and drawn by a truck or bus by means of a fifth
wheel coupling, drawbar and hook, or ball hitch. Also includes a converter: a conversion chassis that is equipped with
one or more axles, a lower half of a fifth wheel coupling and one or two drawbars.
• Truck: a truck style motor vehicle with 2 or more axles and/or is equipped with air brakes, designed primarily fo the
transportation of cargo and/or for drawing a trailer transporting cargo.

5.1.3 Request for Inspection Forms
For Out of Province or Salvage Vehicle Inspections, the Technician must not begin the inspection until the customer has
submitted a Request for Inspection Form (RFI) issued by an Alberta Registry Agent. The form will specify the type of
inspection required.

The RFI must contain the stamp or information of the Registry Agent that
issued the document.

NOTE – AT or other law enforcement agencies may issue a Letter of The RFI does not expire.

5.1.4 Confirm Facility and Technician Requirements


The Licensee must ensure the Facility and Technician meet the following requirements:

• The Facility must have a subsisting Facility licence to inspect the relevant type of vehicle;
• The Technician must have a subsisting Technician licence to inspect the relevant type of vehicle;
• The Technician must follow the inspection criteria outlined in the Vehicle Inspection Program Manuals at the worksite
to conduct each inspection;
• The Technician or other Facility personnel must have eFacility access to enter the vehicle and inspection details;
• The Technician must ensure the printed Certificate and ROI are accurate and physically sign the document(s).
• For Commercial inspections, the Decal must be punched with the correct expiry month and year and placed in the
appropriate location on the vehicle. (See Commercial Decals for more details).

5.2 Vehicle Inspection


The Licensee must ensure the Technician conducts the vehicle inspection according to the applicable Vehicle Inspection
Program Manual(s).

5.2.1 Confirm VIN


The Licensee must ensure the Technician confirms that accuracy of the VIN and the following requirements:

• VIN plate number is consistent with the VIN on the door decal;
• VIN plate number is consistent with the RFI ( for salvage or out of province inspections);
• VIN plate and door decal have not been tampered with.

NOTE – Verify the VIN from visual inspection of the vehicle’s VIN plate and not from the RFI or registration documents.
Contact AT immediately if the VIN appears to have been altered or tampered with.

Vehicles without a public facing VIN may require an Alberta Assigned VIN. More information can be found in Assigned VIN
Program.

For permanently mounted equipment that does not require registration or a VIN, the Licensee must select “No VIN” in the
vehicle details in eFacility and contact AT for approval to continue with the inspection.

5.2.2 Worn Components


During a vehicle inspection, if the Technician discovers that a component meets the inspection criteria but is likely to be worn
to the degree of failure within a short time of the inspection being completed, the Technician should make reference to this in
the notes field of the ROI.

5.2.3 Structural Damage


During an out of province or commercial vehicle inspection, if the Technician discovers structural or flood damage in the
vehicle, the Licensee must contact AT as the vehicle may require a salvage vehicle inspection.

5.2.4 Re-inspection
Vehicles can only be re-inspected if presented for re-inspection within 10 days of the failed date of inspection. Otherwise,
another complete inspection of the vehicle is required.

If the customer submits a ROI that is dated not more than 10 days from the last inspection, only those items specified as
“failed” in the ROI need to be re-inspected.

5.3 Completing Certificates, Decals, and Records of Inspection


The Licensee must ensure that the Technician completes the relevant Certificate if the vehicle passes all requirements of the
Vehicle Inspection Program Manuals.

The Licensee must ensure:

• Certificates and ROIs are printed on white, letter size (8.5” x 11”) paper;
• The Technician physically signs the Certificate and ROI documents;
• Ensure the customer is given a signed copy of the Certificate (if applicable) and ROI;
• Ensure a signed copy of the Certificate (if applicable) and ROI are retained for the required retention period (See
Record Keeping for more details).

The Licensee should ensure:

• The customer is notified about the requirement to present the Certificate at an Alberta Registry Agent within 14 days,
if the vehicle passed the inspection;
• The customer is notified about the 10 day re-inspection window, if the vehicle fails the inspection.

5.3.1 Record of Inspection


After completing the inspection, the Licensee must ensure the Technician completes the ROI in the following manner:

5.3.2 Commercial Decal Location


In the case of a commercial vehicle, the Technician affixes the Decal to the vehicle, if a Certificate is being issued for that
vehicle, in the following manner:

• Bus: on the lower right-hand corner of the windshield, to a fixed side window as close as practicable to the right front
of the vehicle, or in a conspicuous position on the right side of the vehicle body close to the front of the vehicle.
• Truck: on the left-hand corner of the windshield or in a conspicuous position on the left-hand side of the cab.
• Trailer or Converter Dolly: on the left-hand side as close as practicable to the front of the equipment.

5.3.3 Obtain Documentation from Technician
At the completion of the vehicle inspection, the Licensee must obtain from the Technician the following documents:

• ROI;
• Certificate (if the vehicle passed the inspection);
• RFI (if a salvage or out of province vehicle);
• Ownership documents, photos, and Rebuild Vehicle Work Plan (if a rebuilt vehicle);
• Any other documents submitted by the customer.

5.3.4 Double Check


The Licensee should double check the completeness and accuracy of the Certificate and ROI completed by the Technician.
Special attention should be made to ensure:

• The VIN on the Certificate/ROI matches the VIN affixed to the vehicle;
• Odometer reading is correct (if applicable);
• Documents have been signed by the Technician(s) (2 signatures are required for salvage inspections);
• Correct date of inspection;
• Decal is correctly punched (if a commercial inspection).

5.3.5 Documentation for Vehicle Owner

6 COMPLIANCE AND OVERSIGHT

6.1 Monitoring
To ensure the quality and integrity of the VIP, AT monitors the activities of Facilities and Technicians through:

• Review of issued Certificates;


• Verification of compliance of the Facility requirements during the licensing process;
• Investigation of safety concerns and complaints;
• Conducting ad hoc audit of activities and inspections of Facilities and Technicians pursuant to AT’s VIP audit
procedures;
• Reports of Commercial Vehicle Safety Alliance (CVSA) inspections conducted that resulted in the vehicle being put
‘Out of Service’.

6.2 Discipline
See ‘Progressive Intervention and Discipline Policy’ for more details.

6.2.1 Contraventions
AT will discipline or penalize a Licensee or Technician for committing the following contravention(s):

• Conducting an inspection without receiving the RFI issued by an Alberta Registry Agent, in the case of an inspection
of a salvage or out of province motor vehicle;
• Failure to comply with the Traffic Safety Act, the Vehicle Inspection Regulation, the Facility Operating Manual, the
Vehicle Inspection Program Manuals, and terms and conditions of the licence;
• Failure to provide documents to person requesting the inspection;
• Missing or not maintaining required equipment or tools;
• Missing required inspection records; and
• Not following the direction of a Peace Officer.

6.2.2 Types of Discipline and Penalty


Depending on the nature, severity, urgency, and frequency of the contravention, the discipline and penalty imposed may
include one or more of the following:

• Intervention actions by AT (interview, investigation, review by a VSI or representative of the Registrar);


• Verification of the compliance of the Facility;
• Requirement to take remedial action;
• Additional terms and conditions of the licence;
• Directive;
• Administrative penalty;
• Show Cause Hearing;
• Technician Competency Testing
• Licence suspension;
• Licence cancellation; and/or
• Revoking Certificate(s).

6.2.3 Revoked Certificates
AT will revoke a Certificate for one of the following reasons:

• The issuing Facility was not licensed to inspect the type of vehicle;
• The issuing Technician was not licensed to inspection the type of vehicle;
• The Technician signed the ROI or Certificate prior to completing the inspection;
• The Certificate or Decal issued was reported missing, destroyed, or otherwise invalid;
• The Decal was not punched with the correct expiry date;
• The inspection was not conducted in accordance with the Regulation, the FOM, or the Vehicle Inspection Program
Manual(s);
• The Certificate was otherwise issued under fraudulent or false pretenses.

6.3 Registrar Reconsideration


A Licensee or Technician that has been issued an administrative penalty, Directive, licence suspension, licence cancellation,
or any other form of discipline, may submit an application for a Registrar Reconsideration.

A complete application must be submitted no later than 30 calendar days after the initial decision. The initial decision letter
includes the Registrar’s decision, rationale for the decision, and any relevant terms and conditions. Grounds for a review
include:

• An application that clearly demonstrates an error was made by the department on the initial decision, or
• An application that clearly demonstrates new information that was not considered by the department when the initial
decision was made, or both.

A detailed narrative of the issue to explain the grounds for a review as part of the supporting documentation for the application
is also required. The Registrar will review the case on its merit only. Arguments that will not be considered include:

• Licensee or Technician’s opinion on the validity of the decision;


• Licensee or Technician’s remorse over the prohibitions or sanctions;
• General arguments about the inconvenience, hardships, constraints and cost;
• Concerns associated with any embarrassment or stigma associated with the terms and conditions;
• Economic hardships.

Licensees or Technicians who do not meet the grounds for a review may contact AT to determine whether there is another
avenue that may provide assistance.

7 REPORTING SAFETY CONCERNS


A Technician should report any vehicle having significant structural and/or mechanical defects to the Licensee.

The Traffic Safety Act and the Vehicle Inspection Regulation do not contain any mandatory provisions requiring a Licensee or
Technician to report “unsafe” or “problematic” vehicles (safety concerns) to AT or to any other agencies. However, AT and law
enforcement agencies have procedures to act on information received pertaining to unsafe or problematic vehicles.

7.1 Where to Report a Safety Concern
A Licensee decides if a safety concern is to be reported to the local enforcement agency or to AT. The local enforcement
agency should be contacted if the matter appears to be urgent in nature. If the safety concern is Vehicle Inspection Program
related, it should be reported to Vehicle Safety Investigations at vsi@gov.ab.ca.

7.2 Reporting to Alberta Transportation


A Licensee reporting a safety concern to AT should send a detailed email to vsi@gov.ab.ca and provide the following
information (if available):

• The name and licence number of the Facility and/or Technician;


• The name of the individual making the report and their role within the Facility;
• The address and phone number of the individual making the report;
• The licence plate, VIN, model, make, colour, and year of the vehicle;
• A copy of the ROI and Certificate;
• The nature of the safety concern;
• A description of the event that led to the discovery of the issue;
• Date, time, and location of the event and witnesses;
• Any photos showing the nature of the problem;
• Any other information that may illustrate the problem.

7.2.1 Confidentiality
Safety concerns and information received by AT is governed by the Traffic Safety Act and other information and privacy
legislation.

8 FACILITY AUDIT

8.1 Facility Audit Criteria


As directed by AT, the Vehicle Safety Investigator (VSI) will verify the premises and equipment of a Facility or proposed
Facility for licensing purposes in accordance with the following criteria:

• A Facility has the equipment outlined in the FOM;


• All gauges and measuring devices are in a condition of calibration at all times;
• The Facility licence is placed in public view;
• The AMVIC licence is placed in public view (if applicable);
• The fixed inspection and re-inspection rates are posted in public view (if applicable);
• A safe and secure place to store unissued Decals, issued Certificates and ROIs and where applicable, RFIs, Rebuilt
Vehicle Work Plans, and other applicable documentation;
• A clean and safe working environment and public waiting area (if applicable) that meets the federal, provincial, and
municipal legislation;
• Availability of safety equipment and handling procedures;
• Safe handling of hazardous areas and materials;
• Only Technicians authorized to conduct the inspection type are used;
• Inspections are conducted in accordance with the Vehicle Inspection Regulation, the Facility Operating Manual, and
Vehicle Inspection Program Manuals;
• Facility must be able to accommodate the vehicles that they are licensed to inspect and all inspections must be
conducted inside the Facility.

8.2 Technician Records
Where applicable, the VSI will record the name and licence number of every Technician engaged by the Facility at the time of
the audit.

8.3 Verification of Technician Compliance


For every Technician who is present at the Facility, the VSI will confirm:

• The Technician can produce their Vehicle Inspection Program Technician Licence, along with government issued
photo identification;
• The Technician has the hand tools needed to inspect the type(s) of vehicles under the Technician’s licence;
• The Technician can produce the current Vehicle Inspection Program Manual(s) needed to inspect the type(s) of
vehicles displayed on their Technician’s licence.

8.4 Record Retention


The VSI will verify the Licensee has kept copies of:

• Unissued Decals
• Issued Certificates;
• Issued ROIs;
• RFIs;
• Rebuilt Vehicle Work Plans and associated documents (e.g. photos);

The Licensee must keep these documents at the Facility for the current year and the following 4 years from the date of
issuance.

9 FACILITY PREMISES AND EQUIPMENT

9.1 Facility Premises


The Licensee must ensure the Facility premises meet the following requirements at all times:

• Have sufficient interior space to accommodate the type of vehicle(s) the Facility is licensed to inspect;
• Have hard surface flooring capable of supporting the heaviest type of vehicle(s) that the Facility is licensed to inspect;
• Have adequate lighting for the purpose of conducting vehicle inspections;
• Have adequate and appropriate space to display all required licences and signage in public view;
• Be in a clean and safe condition;
• Comply with applicable federal and provincial requirements relating to workplace safety;

9.2 Facility Equipment - General
The Licensee must ensure that the Facility will have the following equipment available:

• Standard mechanical service equipment and tools for the inspection, repair, and maintenance of the type of vehicle
the Facility is licensed to inspect;
• Lift equipment capable of safely raising the heaviest type of vehicle the Facility is licensed to inspect;
• Safety stands capable of supporting the heaviest type of vehicle the Facility is licensed to inspect;
• A brake drum diameter gauge accurate to within 0.25 millimeters and capable of measuring the biggest brake drum
used on the type of vehicle the Facility is licensed to inspect;
• Micrometers or disc brake rotor gauges that are accurate to within 0.010 millimeters and capable of measuring rotors
on the types of vehicles that the Facility is licensed to inspect;
• A dial indicator that is accurate to 0.010 millimeters;
• Headlight aiming equipment maintained and calibrated in accordance with the manufacturer’s specifications or a
headlight aiming screen with adjustable targets in a level stall, large enough to allow a distance of 7.62 metres (25
feet) between the vehicle’s headlights and the screen*;
• A torque wrench capable of measuring the torque requirements of the type(s) of vehicle(s) the Facility is licensed to
inspect;
• A tire tread gauge capable of measuring in 0.80 millimeter (0.031 inch) increments;
• A tire pressure gauge capable of measuring tire pressures in the range required for the type(s) of vehicle(s) the
Facility is licensed to inspect.

*Not required for the inspection of trailers.

9.2.1 Calibration and Condition


The Licensee must ensure all gauges and measuring devices required for the inspection of vehicles are properly calibrated as
per manufacturer specifications, and documents certifying their calibration are retained at all times.

The Licensee must ensure all equipment and tools required for the inspection of vehicles are kept clean and in safe working
order at all times.

9.3 Equipment for Out of Province Inspections


In addition to the general requirements, the Licensee of a Facility licensed to conduct out of province inspections must have
the following equipment at all times:

• Computerized 4-wheel alignment equipment that is capable of printing the results of the alignment procedures OR the
Licensee has a signed contract that has been approved by the Registrar, with the Licensee of another Facility to
perform computerized 4-wheel alignment procedures on behalf of the inspecting Facility. Contracts must be renewed
annually.

APPENDIX 1 - Commercial
Vehicle Inspection Decal Guide

Commercial Vehicle Inspection decals


Commercial Vehicle Inspection (CVI) decals are only available for facilities licensed to conduct Commercial Vehicle
Inspections. Decals cannot be shared, traded or sold between or to Facilities. It is the responsibility of every Facility to track
and account for all decals assigned to them. If a Facility closes, the Facility contact person must immediately contact the VIP
by email (trans.adminvip@gov.ab.ca) and indicate the decal numbers still in their possession. An Analyst from the VIP team
will advise how to dispose of the unused decals.

Location of the decal


Upon passing a CVI, only the technician who conducted the inspection must affix the identified decal to the specific vehicle.
The location of the decal being affixed is dependent on the type of vehicle and in accordance with National Safety Code (NSC)
Standard 11, Part B:

• Trucks and truck tractors: on the left hand corner of the windshield or in a conspicuous position on the left-
hand side of the cab.

• Trailers and converter dollies: on the left-hand side as close as practicable to the front of the equipment.

• Buses: on the lower right-hand corner of the windshield, to a fixed side window as close as practicable to the
right front of the vehicle, or in a conspicuous position on the right side of the vehicle body close to the front of the
vehicle.

Punching the decal


In accordance with section 30 of the Vehicle Inspection Regulation, the expiry of a CVI is dependent on the type of vehicle
being inspected from the date of inspection. The expiry occurs at the conclusion of the 6th month for buses, 60th month (5
years) for permanently mounted mobile service rigs, and the 12th month for all other types of vehicles.

APPENDIX 2 - Posted Inspection Rates

Posted rates requirement


The intention of posting the shop rates is to ensure customers know the cost of the specific inspection, prior to the inspection
being completed. In accordance with section 45 of the Vehicle Inspection Regulation, facilities are required to post inspection
and re-inspection rates for Salvage, Out of Province and Commercial Vehicle inspections.

Rates must be posted in plain view of the public. Facilities shall not charge more than their posted rate and include all shop
supplies and fees. Length of time for inspections may vary, and as such is to be included in the posted rate of the inspection.

Failure to comply with section 45 of the Vehicle Inspection Regulation may result in disciplinary action.

The following are examples to be used for guidance purposes only.

APPENDIX 3 - Salvage Vehicle
Inspections

Salvage Vehicle Inspections


The Salvage Vehicle Inspection is a two part process: 1) structural inspection, 2) mechanical inspection.

A Journeyman Auto Body Technician, who holds a VIP licence in the salvage program, must conduct the structural integrity
portion of a salvage inspection. A Journeyman Automotive Service Technician or a Journeyman Heavy Equipment Technician,
who holds a VIP licence in the out of province program, must conduct the mechanical portion of the salvage inspection.

Facilities can complete both parts of the process or contract out the mechanical portion to a Facility holding a VIP licence in
the out of province program. Only the Facility completing the structural part of the inspection holds a VIP licence for the
salvage program. See Mechanical Service Agreement and Mechanical Service Agreement – Commercial for sample
agreements.

Salvage Motorcycle Inspections


A Journeyman Motorcycle Technician, who holds a VIP licence in the salvage and out of province programs, must inspect the
mechanical equipment, alignment, and structural integrity of a salvage motorcycle.

NOTE – In the case of an inspection of a salvage motorcycle, a bent frame must be replaced. If the frame is used,and not
purchased from the original equipment manufacturer, the motorcycle becomes an amalgamated vehicle and must have a VIN
assigned (see Assigned VIN Program for more details).

Rebuilt Vehicle Work Plan


For the inspection of a salvage or rebuilt vehicle, the Licensee must ensure the customer presents a completed Rebuilt
Vehicle Work Plan along with:

• Proof of ownership;
• Four colour photos of the damaged vehicle, clearly depicting the front, rear, and both sides of the vehicle;
• Manufacturer repair procedures used during the repair of the vehicle.

If the vehicle owner cannot produce a Rebuilt Vehicle Work Plan and/or photos:

• The Licensee must inform the customer of any additional costs associated with determining if proper repair methods
were used during the rebuilding process;
• The Technician must determine if repairs have been completed to OEM standards using any means necessary;
• The Licensee must retain the photographic records for the same retention period of the other inspection documents
(see Record Keeping).

APPENDIX 4 - Guide to
Completing a Rebuilt Vehicle
Work Plan

1. Vehicle Information – Must accurately match the vehicle presented for inspection.

2. Owner Information – Information provided must match the information displayed on the operator
licence.

3. Rebuilder Information – If the vehicle was repaired by anyone other than the vehicle owner this
section must be completed. If applicable, the vehicle owner must provide trade certification and, or
Alberta Vehicle Inspection Technician number.

4. Vehicle Damage – Describe the type and extent of any collision damage. If pictures are not provided
an Inspection Technician may have to remove components in order to verify proper repair methods
were used. There may be an additional cost over and above the posted inspection cost.

5. Work Plan – Describe how you have, or plan to repair the vehicle including your repair
procedure and process. Note that any repairs must be completed using original equipment
manufacturer (OEM) acceptable repair methods.

6. Major Components – Any cab, frame, SRS components, electronic ABS components, or any other
electronic safety components from a vehicle with a “non-repairable” status cannot be used.

Before you start your rebuild, verify the vehicle you are repairing does not have a non- repairable
status. A Vehicle Information Report can be purchased from any Alberta Registry agent.

Be sure not to cover any welds / assembly joints – No sealant, soundproofing, or rust proofing
compound may be applied to the vehicle prior to the inspection.

The following documents must be presented to a Salvage Vehicle Inspection Facility licensed by
the Government of Alberta before an inspection can be performed:

• Completed Rebuilt Vehicle Work Plan.


• Four (4) colour photographs taken before the vehicle was rebuilt, clearly illustrating the vehicles
front end, rear end, and both sides. If you do not have photographs, there may be additional
costs if the Inspection Facility has to remove components to verify a repair.
• A request for “salvage vehicle inspection” purchased from an Alberta Registry agent.

APPENDIX 5 - Assigned VIN
Program

Amalgamated Homebuilt Vehicles


Vehicles in this category include kit cars, glider kits, custom hot rods / rat rods, or any other form of custom-built vehicle. All of
these vehicle types will require a government approved VIN plate affixed by a government-approved agency and an inspection
before licence plates can be issued; replica VIN plates obtained from online sources are not permitted.

An amalgamated vehicle is a motor vehicle, which has major chassis or body components from two different vehicles.
Typically, amalgamated vehicles are created by taking key structural components (frame and body) from two different vehicles
and combining them.

Amalgamated vehicles need an assigned vehicle identification number (VIN) because the original VINs no longer identify the
vehicle. An original VIN is assigned by the vehicle manufacturer, is coded to identify the vehicle and is unique to the vehicle.
An amalgamated vehicle is no longer what it used to be, it is a new vehicle and needs its own VIN to be registered. For
instance, a 2006 Ford F150 has its cab replaced with the cab from a 2008 Dodge 1500. The vehicle is no longer a 2006 or a
2008, it will be treated as something new (it will be considered to be built in the year it gets an assigned VIN).

Repairs
A vehicle will not be considered an amalgamated vehicle if the parts being used can be considered a repair. For example, if a
2006 Ford F150 had been in a collision and was being repaired with the cab from another 2006 Ford F150 then this vehicle
would still be considered a 2006 Ford F150. The vehicle does not need an assigned VIN; the VIN will need to be verified by
the contractor and the original VIN would be affixed to the replacement cab.

Identical parts that come from other model years can be considered repairs as well. If the body or frame of a vehicle is
identical across multiple years of production, then using those parts can be considered a repair. For example, GM trucks from
1973 to 1980 had the same cab.

VIN Assignment
If a vehicle with a missing or damaged public VIN plate is presented for an inspection, the inspection must not continue and
the facility must direct the owner of the vehicle to address the VIN issue (note that missing or damaged door or B pillar
“decals” are not cause to stop an inspection). Alberta Transportation has contracted the VIN assignment services to VIN
Verification Services Inc.. VIN Verification Services must deal with any issues related to missing or damaged VIN plates.

Inspection

Requirement to Complete
The Licensee is responsible for ensuring a Record of Inspection (ROI) is completed for EVERY vehicle inspection, regardless
of whether the inspection result is a pass or fail.

All ROI information MUST be entered into eFacility and each component must be marked: pass (P), fail
(F), or not applicable (NA). TIP – Clicking the appropriate letter at the top of each section will
automatically make that selection for the entire section:

Measurements
Technicians must follow the inspection criteria outlined in the appropriate Vehicle Inspection Program Manual and record all
measurement results outlined in the inspection criteria or ROI document.

When rejecting a component, original equipment manufacturer (OEM) specifications and actual measurements must be
recorded in the “Notes” section of the ROI.

Example: Brake rotor thickness = 6mm (OEM = 7.5mm)

Note Fields
Each component being rejected (marked as fail) must have a corresponding note detailing why the component failed.

Technicians should take advantage of note fields for components or situations that do not fit the standard ROI form (e.g. more
than 6 axles, decal replacement details, re-inspection information, etc.).

Purpose The purpose of this policy is to provide guidelines for the administration of
progressive discipline as it relates to ensuring compliance and performance
of Provincial licensed vehicle inspection facilities and technicians.

Progressive discipline will be deployed as a means of addressing issues of


non-compliance and to ensure that Alberta has an effective vehicle
inspection program. This program will address all non-compliance matters in
a manner that is fair, consistent and will serve as a catalyst to ensure
immediate corrective action is taken by facilities and technicians.

Progressive discipline will be administered against licensed inspection

Regulation (AR 21 1/2006) and Alberta’s Vehicle Equipment Regulation
(AR1 22/2009)

Criteria Progressive discipline will be administered at the direction of the Registrar.


The Registrar shall determine the level of the progressive discipline to be
imposed on a facility and/or technician after considering the following specific
factors:

• The seriousness of the contravention;


• The nature of the facility or technician operation;
• Whether a collision occurred or the danger that a collision could have
occurred as a result of the contravention;
• The history of the contraventions by the person or facility on whom
the administrative penalty is imposed
• Whether the facility and/or technician has committed a criminal
offence or has been charged with a criminal offence;
• Any other factors considered relevant by the Registrar.

Progressive discipline will be administered by the Registrar upon making a


determination of non-compliance which has been proven against the facility
and / or technician. The Registrar has the discretion to administer
progressive discipline sanctions according to the individual case being
considered. The following illustrates the progressive discipline continuum.

Level 1- A Notice of Administrative Penalty and/or Directive will be issued at


the discretion of the Vehicle Safety Investigator (VSI) when they are able to
determine that a contravention has occurred.

VSI — Facility $500.00 per offence


VSI — Technician $500.00 per offence

The VSI may issue a “directive” suspending a facility and/or technician for a
period of up to fourteen days. The consequence of a directive being served
on a facility and/or technician is that facility and/or technician are prohibited
from conducting inspections during this time period.

The facility and/or technician to whom the directive is issued may request a
review of the directive by the Registrar.

Level 2 With the approval of the Vehicle Safety Investigations Manager,


the VSI may administer further penalties and/or issue a directive.

VSI — Facility $2500.00 per offence


VSl — Technician $1000.00 per offence

Level 3 If the infraction is of a serious nature, or in the event that a facility


or technician committed a criminal offence or has been charged with a


criminal offence related to the performance of inspections, the Registrar may
take the following disciplinary action.

• A suspension of the facility and/or technician licence for a limited time


period;
• Immediate cancellation of the facility and/or technician licence;
• A maximum Administrative Penalty up to $10,000.00; or
• Any combination of the above.

Show Cause Hearing

At any time the Registrar may request the facility and technician to attend a
Show Cause hearing.

Show Cause hearings will be comprised of three division managers; one of


whom will be the Director of Vehicle Safety. This panel approach is
implemented to provide objectivity to the process. The panel will hear the
evidence provided by the department and representation made by the
accused. The panel will determine the facts of the matter before them, prior
to any decision being made.

Note: The Registrar has the discretion to assess or vary any penalty at any
stage in this process, based on the severity of the offence. The Registrar
may also place conditions upon the facility and/or technician licence(s) to
ensure compliance. These may include compelling a technician to undergo
competency testing as a condition of holding a licence within the Vehicle
Inspection Program.

Definitions Appeal Pursuant to Section 42.1 of the Traffic Safety Act, a facility or
-

technician may appeal any disciplinary decision or action to the Alberta


Transportation Safety Board within thirty days of receiving the notice.

Show Cause Hearing an administrative heating convened by the Director


of Vehicle Safety where the facility and/or technician must “show cause” and
provide information they would like be considered as to why they should not
receive disciplinary sanctions for a breach of the respective legislation. The
hearing may be conducted in person, by phone or in writing at the discretion
of the Registrar

Directive — A formal document in writing that specifies:

• Nature of the contravention;


• The action that the licensee or technician shall take or cease, and the
time period for doing so;
• Whether or not the licensee or technician may continue to inspect
vehicles under this Regulation while the directive is in effect;
• Any other terms and conditions imposed by the Investigator; and
• The right of the licensee or technician or technician to whom a
directive is issued to request a review of the directive by the
Registrar.

Administrative Penalty — A formal notice of a financial penalty which


includes:

• The name of the facility or technician on whom the administrative


penalty is imposed;
• The section of the Regulation that the person contravened or failed to
comply with;
• A brief description of the nature of the contravention;
• The amount of the administrative penalty imposed;
• Whether the penalty is fixed or accumulates for each day or part of a
day that the contravention or failure to comply occurs or continues,
• The date on which the notice was issued;
• The date on which the penalty must be paid;
• A statement explaining the right of the person on whom the
administrative penalty is imposed to appeal the administrative penalty
to the Board, including the addresses to which the appeal is to be
sent, how the appeal is to be made and the deadline for making the
appeal.
