1 GENERAL

1.1 Scope

1.1.1 This procedure is complied with the requirements of IS0 13847:2000 and meets the
requirements of construction specification of Specification for Pipeline Welding. It is
applicable to surface defect detection of bevel and repaired welds, all groove / fillet joints
other than those radiography, as well as repaired area of arc strike and arc burns in Majnoon
infield pipeline project.
1.1.2 Solvent-remove dye penetration detection is employed in this procedure.

Owner SHELL IRAQ PETROLEUM DEVELOPMENT B.V (SPID)
Contractor Refers to China Petroleum Pipeline Bureau (CPP) that is named in the Form of
Agreement and includes its successor in title and permitted assignees that has
contracted to perform Project.
Owner’s Inspector: is the expert appointed or delegated by the Owner who represents the
Owner in dealing with the Contractors and with the assistance of suitable staff
inspects the welding to ensure that it is carried out with the specifications.

THIRD PARTY INSPECTOR (TPI):The inspection agency appointed by the Company or
Contractor.

2 VERIFICATION FOR THE QUALIFICATION OF PT PERSONNEL AND PT


PROCEDURE

All PT personnel shall acquire working certificates issued by Majnoon infield pipeline project
Non-destructive Testing Company. Only PT Level II or III personnel are permitted to do the indication
interpretation.
This procedure shall be approved by Owner before executing.

3 MATERIAL AND TOOLS

On the selection of tools and materials, personnel of LevelⅡ have to be in accordance with the following
conditions:
3.1 PT materials

PT materials consist of penetrant, remover and developer. It should meet the requirements of ISO
3452-2 Testing of penetrant materials.
3.2 Other materials and tools

3.2.1 Wipers:
Clean cotton cloth, yarn without velvet or Water-absorbing paper shall be used to clean
additional penetrant。
3.2.2 Lighting:
The test surface shall be inspected under daylight or under artificial white light with an
illuminance of not less than 500 lx on the surface of the tested part. The viewing conditions
shall be such that glare and reflections are avoided.
3.2.3 Blocks for penetrant testing
Blocks for penetrant testing include two kinds, one is Type 1 reference block, the other is
Type 2 reference block. Type 1 reference blocks are used to determine the sensitivity levels
of both fluorescent and colour contrast penetrant product families. Type 2 reference blocks
are used for routine assessment of the performance of both fluorescent and colour contrast
penetrant facilities and part-used containers.
3.2.3.1 Type 1 reference block
The 30 µm and 50 µm test panels from the type 1 reference block in accordance with ISO
3452-3 shall be used. See following figure.

3.2.3.2 Type 2 reference block


The test panel (see figure 2) is rectangular in shape with dimensions of 155 mm x 50 mm x 2,5
mm. All dimensional tolerances are ± 10 % .See following figure.

4 INSPECTION FOR THE SURFACE TO BE INSPECTED

Prepare surface by grinding or brushing. However, sand or shot blasting is not allowed so as to prevent
concealing the openings of the surface defects.
Prior to penetration detection, the detecting area and all adjacent areas at least 1" (25.4mm) shall be dry
and free from object which interfere with the detection of imperfections such as weld spatter, grease, slag,
pits, paint, dust and etc.

5 EXAMINATION PROCEDURES

Level Ⅱpersonnel shall go through examination procedures outlined in following figure and shall make
record according to Section 9.

5.1 Pre-clean

Cleaning agent shall be used to remove foreign matters in area to be detected like oil
contamination, dirt etc., which will interfere with penetration. Any solvent shall be wiped-off.
5.2 Dry after cleaning

Any liquid residue will impair the penetration; therefore, parts shall be dried completely. Drying can
be done naturally at ambient temperature for ten (10) minutes. The temperature of the parts prior
to penetrant application shall be within the range of 10 ~ 50℃.
5.3 Apply penetrant

Penetrant can be applied through spraying, with the whole surface area to be detected wetted.
Penetration time shall meets requirements in Table 5.3.1, surface temperature of the area to be
detected shall be kept within the required range of 10 ~ 50℃.

Within the required penetration time, surface area to be detected shall be kept wet and penetrant
shall be reapplied to those dry areas.
5.4 Remove surplus penetrate

After penetration, surplus penetrate shall be wiped away with clean rags.
Spray less amount of cleaning agent on the rags and clean the surface to be detected with the rags.
It is not permitted to wipe the area to be detected to and fro. Wash with cleaning agent is not
allowed after penetrant application and prior to developer application.
5.5 Developing

Developer shall be immediately applied after surplus penetrant is removed and drying has been

done. Developer shall be sprayed to the surface wholly to form a uniform film. Immersion or brush
painting is not allowed.
Spray tank shall be shaken fully before developers applied to keep developer in a suspension the
nozzle of the tank shall be 12" - 16" (300 - 400mm) from the surface to be detected, and a proper
angle of 40 - 45°shall be formed.
Developing time shall not be less than that regulated in Table 5.3.1, counting after the developer
film on the surface to be detected is dried.

5.6 Penetrant testing at temperatures out of the range of 10 ~ 50℃

When Penetrant testing at temperatures higher than 50℃, ISO 3452-5-2008 is used.
When Penetrant testing at temperatures lower than 10℃, ISO 3452-6-2008 is used.
5.7 Evaluation

Indication evaluation and acceptance standard shall be in accordance with Section 9 of


ISO13847:2000
5.8 After-wash

Surface treatment must be done as soon as possible if developer will interfere with further
processes. Water-absorbing paper and water spray may be employed for post-cleaning.
5.9 Detecting time

Normally, the PT shall be applied to the weld after the completion of the welding. For the material,
which has tendency of delayed cracks, PT shall be applied 24 hours after welding completed.

6 RE-DETECTING

If some conditions are found during or after inspection, the detecting shall be repeated from the starting
point. These items may be:
1)Operation mistakes during detecting
2)The pattern can not be judged whether it is defective or not
3)Hard to judge precisely the character, group and length of the imperfections
4)Conflict for the results, etc.

7 INDICATION EVALUATION AND ACCEPTANCE CRITERIA

Observation and evaluation shall be undertaken by Level Ⅱ or Level Ⅲ personnel and confirmed by
Owner.
7.1 Indication evaluation

Lighting for the area to be detected shall meet requirement of 3.2.2.


In reference to the developing time given in Table 5.3.1, detection personnel shall observe the
diffusion trend of the penetrant adsorption, determine the trace types indicated and give final
interpretation within 30 minutes of developing. If the adsorption process does not affect detection
result, final interpretation could be over 30minutes.
Indications from liquid penetration are not necessarily all caused by defects. Such false indications,

which are irrelevant to acceptance, are often caused by machine treatment, scraps or surface pits.
Detection indications shall be evaluated according to the followings:
Indications with a maximum dimension of 2 mm or less shall be classified as non-relevant. All
larger indications, even if considered not to be detrimental, shall be regarded as relevant until
re-examination following surface conditioning. Indications with a maximum dimension of 2 mm or
less shall be classified as non-relevant. All larger indications, even if considered not to be

7.2 Acceptance criteria

The acceptance criteria shall meet Section 9 of ISO13847:2000.


Relevant indications shall be unacceptable if any of the following conditions exist:
a) linear indications evaluated as cracks;
b) linear indications evaluated as incomplete fusion exceeding 25 mm in aggregate length in a
continuous
300 mm length of weld, or 8% of the weld length.
Rounded indications shall be evaluated in accordance with the acceptance criteria of radiography
examination for individual and clustered porosities. For evaluation purposes, the maximum
dimension of a rounded indication shall be considered its size.
Verification may be obtained using other NDE methods in case of uncertainty of the type of
discontinuity disclosed

8 CONTROL FOR UNCONFORMITY

Any arisen unconformity shall be reported to the Owner.

9 RECORD

Surface treatment, detection procedures, evaluation result and repair shall be recorded
The PT Report shall be issued by PT Level II or Level Ⅲ personnel and transfer to the Owner for approval.
Detection records and relative data shall be kept properly till hand-over to the OWNER.

After penetration, surplus penetrate shall be wiped away with clean rags.
Spray less amount of cleaning agent on the rags and clean the surface to be detected with the rags.
It is not permitted to wipe the area to be detected to and fro. Wash with cleaning agent is not
allowed after penetrant application and prior to developer application.
5.5 Developing

Developer shall be immediately applied after surplus penetrant is removed and drying has been

done. Developer shall be sprayed to the surface wholly to form a uniform film. Immersion or brush
painting is not allowed.
Spray tank shall be shaken fully before developers applied to keep developer in a suspension the
nozzle of the tank shall be 12" - 16" (300 - 400mm) from the surface to be detected, and a proper
angle of 40 - 45°shall be formed.
Developing time shall not be less than that regulated in Table 5.3.1, counting after the developer
film on the surface to be detected is dried.

5.6 Penetrant testing at temperatures out of the range of 10 ~ 50℃

When Penetrant testing at temperatures higher than 50℃, ISO 3452-5-2008 is used.
When Penetrant testing at temperatures lower than 10℃, ISO 3452-6-2008 is used.
5.7 Evaluation

Indication evaluation and acceptance standard shall be in accordance with Section 9 of


ISO13847:2000
5.8 After-wash

Surface treatment must be done as soon as possible if developer will interfere with further
processes. Water-absorbing paper and water spray may be employed for post-cleaning.
5.9 Detecting time

Normally, the PT shall be applied to the weld after the completion of the welding. For the material,
which has tendency of delayed cracks, PT shall be applied 24 hours after welding completed.

6 RE-DETECTING

If some conditions are found during or after inspection, the detecting shall be repeated from the starting
point. These items may be:
1)Operation mistakes during detecting
2)The pattern can not be judged whether it is defective or not
3)Hard to judge precisely the character, group and length of the imperfections
4)Conflict for the results, etc.

7 INDICATION EVALUATION AND ACCEPTANCE CRITERIA

Observation and evaluation shall be undertaken by Level Ⅱ or Level Ⅲ personnel and confirmed by
Owner.
7.1 Indication evaluation

Lighting for the area to be detected shall meet requirement of 3.2.2.


In reference to the developing time given in Table 5.3.1, detection personnel shall observe the
diffusion trend of the penetrant adsorption, determine the trace types indicated and give final
interpretation within 30 minutes of developing. If the adsorption process does not affect detection
result, final interpretation could be over 30minutes.
Indications from liquid penetration are not necessarily all caused by defects. Such false indications,

which are irrelevant to acceptance, are often caused by machine treatment, scraps or surface pits.
Detection indications shall be evaluated according to the followings:
Indications with a maximum dimension of 2 mm or less shall be classified as non-relevant. All
larger indications, even if considered not to be detrimental, shall be regarded as relevant until
re-examination following surface conditioning. Indications with a maximum dimension of 2 mm or

7.2 Acceptance criteria

The acceptance criteria shall meet Section 9 of ISO13847:2000.


Relevant indications shall be unacceptable if any of the following conditions exist:
a) linear indications evaluated as cracks;
b) linear indications evaluated as incomplete fusion exceeding 25 mm in aggregate length in a
continuous
300 mm length of weld, or 8% of the weld length.
Rounded indications shall be evaluated in accordance with the acceptance criteria of radiography
examination for individual and clustered porosities. For evaluation purposes, the maximum
dimension of a rounded indication shall be considered its size.
Verification may be obtained using other NDE methods in case of uncertainty of the type of
discontinuity disclosed

8 CONTROL FOR UNCONFORMITY

Any arisen unconformity shall be reported to the Owner.

9 RECORD

Surface treatment, detection procedures, evaluation result and repair shall be recorded
The PT Report shall be issued by PT Level II or Level Ⅲ personnel and transfer to the Owner for approval.
Detection records and relative data shall be kept properly till hand-over to the OWNER.
