Post-conditions
A change takes effect immediately after being processed in the system.
The subscription ownership is transferred to another customer.
Note:
TE considers following business scenarios as transfer of ownerships, but in BSS it will be achieved
using 2 orders created by agent.
a) TE sold the voice line to new customer, but broadband subscriber is not deactivated and the
new customer request for broadband.
b) The old customer left the house and new customer comes with house rent paper to ask for
new broadband service.
In both the above scenarios, because BSS will not allow creating new broadband subscriber using
same phone number unless old subscriber is deactivated, agent will create deactivation order first.
Deactivation order can take long time, but agent/customer cannot wait long. So, BSS/OMS need
implement a force deactivation order using the existing deactivation function, but with an indicator
that it is force deactivation. Detail of force deactivation will be part of Deactivation FRS. After
deactivation order is completed in BSS, agent will create a new broadband subscriber order.
Business Handling
The operator queries user information and accesses the unified individual view. After the
customer authentication is passed, system will automatically display the customer 360 degree
view.
Operator will select service
If the recipient is a new customer, the CSR should fill the information for customer and
billing account required.
If the provided target customer is an existing customer, the target customer information page
will be displayed. Otherwise, new customer information registration page will be displayed
which is same as Register fixed line subscriber FRS
GUI
Refer to customer information registration page in Register Fixed Line Subscriber FRS.
The active primary and supplementary offering is transferred with the subscriber. The service
number, payment mode are same as before.
The contract for the postpaid subscriber is transferred by default because contract is configured
at offer level.
After or Before transferring the ownership for a postpaid subscriber, the CSR will be able to
perform a hot bill run for the original customer. The consumption before transfer is calculated on
the bill of original customer. The consumption after transfer depends on the recipient customer.
