1 Transfer Ownership for Fixed Line

1.6 Definition
Feature ID: Feature.FM.FMC.TOO4FL

Description Owner of a service/subscription is a person who pays and legally

responsible for the use of services from TE.
This feature allow to the carriers transfer ownership for fixed line from an
existing customer to another customer in BES. The target can be existing
or new customer and the billing account can be existing or new as well.
BSS will copy the old subscriber information to the new customer and
deactivate the subscriber in old customer. A new subscriber id for new
customer will be created.
Scenario A customer request to transfer ownership of his/her subscriber to another
existing/new customer in BES.
Channels Any channel which has privilege to access BSS CRM.


Prerequisites 
The CSR has the privilege of transfer ownership for fixed line.

The customer is identified by the CSR and can perform the change.

Post-conditions 
A change takes effect immediately after being processed in the system.

The subscription ownership is transferred to another customer.

Note:
TE considers following business scenarios as transfer of ownerships, but in BSS it will be achieved
using 2 orders created by agent.
a) TE sold the voice line to new customer, but broadband subscriber is not deactivated and the
new customer request for broadband.
b) The old customer left the house and new customer comes with house rent paper to ask for
new broadband service.
In both the above scenarios, because BSS will not allow creating new broadband subscriber using
same phone number unless old subscriber is deactivated, agent will create deactivation order first.
Deactivation order can take long time, but agent/customer cannot wait long. So, BSS/OMS need
implement a force deactivation order using the existing deactivation function, but with an indicator
that it is force deactivation. Detail of force deactivation will be part of Deactivation FRS. After
deactivation order is completed in BSS, agent will create a new broadband subscriber order.

Business Rules
 Current Customer is not in blacklist.
 Subscriber is in Active or Suspended status.
 No pending invoice or unbilled usage of the current account
 The subscriber does not have any pending order that is mutually exclusive of the ownership
transfer business.

Business Handling
The operator queries user information and accesses the unified individual view. After the
customer authentication is passed, system will automatically display the customer 360 degree
view.

1.8.2 FC.TransferOwnerFL.002 Target Customer Info

Business Rules
 The target customer is not blacklisted if the customer already a TE customer.
Business Handling
The following scenarios are supported for this business:

 Transfer the ownership to an existing customer

If the recipient is an existing customer, the CSR can query the customer based on key
information, such as service number, customer identity (National Id or Passport). The
system will automatically load the recipient customer and account information into the GUI.

 Transfer the ownership to a new customer

If the recipient is a new customer, the CSR should fill the information for customer and
billing account required.
If the provided target customer is an existing customer, the target customer information page
will be displayed. Otherwise, new customer information registration page will be displayed
which is same as Register fixed line subscriber FRS

1.8.3 FC.TransferOwnerFL.003 Target Account Info

Business Handling
If the target customer exists in CRM, agent can select an existing account or create a new
account of the customer. If the target customer is new, then agent needs to create a new
account under this customer.
The payment type (prepaid or postpaid) of the new account need to be same as old account.

1.8.4 FC.TransferOwnerFL.004 Free Resource & Balance Management

Business Handling
In the transfer of ownership, the existing subscriber’s account and customer is changed to new
customer and account. So, the offer and contract is not changed.
Offer can be changed (upgrade/downgrade, add/delete VAS etc.) before or after transfer of
ownership order based on customer’s need.
The main balance (Advance in case of postpaid) and free resource of the transferred subscriber
can be transferred to recipient customer by default. It can be changed by agent from GUI to
allow or not allow transfer of balance and free resource
In Transaction Request log of Account Receivable , agent can check transfer amount from and
to account. Both balance and free resource transfer will have seprate log in this page.

The active primary and supplementary offering is transferred with the subscriber. The service
number, payment mode are same as before.
The contract for the postpaid subscriber is transferred by default because contract is configured
at offer level.
After or Before transferring the ownership for a postpaid subscriber, the CSR will be able to
perform a hot bill run for the original customer. The consumption before transfer is calculated on
the bill of original customer. The consumption after transfer depends on the recipient customer.
