CIRCULAR
To: All MCA Panel Umpires / Observers
Sub.: Availability for the season 2021-22

You will be delighted to know Mumbai Cricket Association will be starting Season 2021-22 soon,
subject to approval from state goverenment of Maharashtra. The Apex council & Umpires Sub
Committee would like to thank all of you for your patience and resilience during this Pandemic.

Following are the instructions issued for noting and for strict compliance.
1. It is made mandatory for all the umpires on MCA panel to officiate a minimum 10 match days
on week days, including minimum of 3 school/college matches & minimum of 25 matches
throughout the season. Those who do not fulfill this condition will be demoted to the lower grade
for officiating the matches in next season. Habitual offenders are being sent letters separately.

2. In the past it has been observed that some of the umpires, after accepting necessary
appointments for umpiring in the local matches from the Appointing Authority / Chairman, Umpires
Sub Committee, cancel their appointments at the eleventh hour or they remain absent without prior
intimation which causes to a lot of inconvenience which will be viewed seriously and stern action
will be initiated against the concerned umpire including but not limited to removal of the name from
the panel of umpire.
3. All Umpitres and Observers must be well versed with the prevalent MCC Laws of Cricket 2017
code (2nd Edition – 2019) & Playing Conditions / Model Rules. It is mandatory to attend all
workshops conducted by the Association.
4. If any umpire officiates a match in an unofficial tournament without prior permission from the
Association, he will not be allowed to officiate as a MCA panel umpire for the season 2021-2022 or
thereafter.
5. Match Observers must also fill in the Availability Form and it shall be mandatory to attend a Pre-
season Training.

You are requested to intimate your availability by filling up the Availability Form 2021-22 and send
it to Umpires Sub Committee only through email latest by Monday, 20th Sep 2021. Non receipt of
this proforma before the cut-off date shall be considered as your non availability for the
forthcoming season.
