1. Write the process and requirements of creating a barangay.

Process:
In section 385 of RA 7160, a barangay is created via a law or an ordinance either by the
Sangguniang Panlalawigan or Sangguniang Panlungsod. It should be subject to approval by a
majority of the votes cast in a plebiscite conducted by the Comelec. The creation via the
Sangguniang Panlalawigan, meanwhile, should have the recommendation of the Sangguniang
Bayan.

Requirements:
a. It should be created in a contiguous territory with a population of at least 2,000. As certified
by the NSO. If it is being created in cities and municipalities in Metro Manila, the population
should be at least 5,000.
b. The new barangay’s territorial jurisdiction shall be properly identified by meters and bounds
or by more or less permanent natural boundaries.
c. A consolidation plan for barangays should be prepared by the governor or city mayor. The
said plan shall be submitted to the Sangguniang Panlalawigan or Sangguniang Panlungsod
concerned for the appropriate action.

2. Who are the barangay elected officials, appointed barangay officials and persons in authority?

The barangay elected and appointed officials should be comprised of the following:

a. Punong Barangay
b. 7 Sangguniang Barangay Members
c. Sangguniang Kabataan Chairman
d. Barangay Secretary
e. Barangay Treasurer
f. Lupong Tagapamayapa

The persons in authority of the Barangay should include the Punong Barangay, Sangguniang
Barangay Members, and members of the Lupong Tagapamayapa.

3. Can you give functions of the Punong Barangay and Sangguniang Barangay other than those
mentioned in Section 389 and 390?

Section 420 of RA 7160 empowers the Punong Barangay to administer oaths in connection
with any matter relating to all proceedings in the implementation of the katarungan
pambarangay while Section 392 of RA 7160 lists the following other duties of Sangguniang
Barangay Members:

a. Assist the punong barangay in the discharge of his/her duties and functions.
b. Act as peace officers in the maintenance of public order and safety; and
c. Perform such other duties and functions as the punong barangay may delegate
d. They are also mandated to perform quasi-executive functions
4. If you are the Punong Barangay, who else are the other appointive officials you would like to
appoint and how are you going to justify the appointment?

As defined in section 393 of RA 7160, an elective Barangay Official shall have preference
in appointments to any government position. In this case, my choice on who would be my
barangay secretary should be crucial. Her role of keeping custody of all records pertaining to the
barangay is of extreme importance as these will be used to monitor the progress of our
barangay as well as basis for its administration.

5. How important is the barangay assembly?

The holding of barangay assemblies is a way of helping the national government attain
its goals. It is also an ideal venue for the residents to ventilate their sentiments and to propose
programs or projects for inclusion in the barangay action plan as well as being a perfect forum
for the discussion of the disaster preparedness programs and activities of the barangays. That’s
what makes it important.
