TASK FORCE BANGON MARAWI

During what seemed like a normal afternoon in Marawi City


on May 23, 2017, a firefight erupted between the military
and an undetermined number of men, later identifying
themselves as the Maute group.

The crossfire resulted in thousands of Maranaos fleeing to


relatives, friends or evacuation centers in nearby areas. The
chaos and destruction caused by these terrorists prompted
President Duterte to declare Martial Law in Mindanao, and
to create a body that would help Marawi rise again when the
war is over.

Thus, the Duterte administration issued Administrative


Order No. 3, and Task Force Bangon Marawi was born. It is
composed of various government agencies working together
towards the recovery, reconstruction and rehabilitation of
the conflict-stricken city.

THE SUBCOMMITTEES

The inter-agency Task Force for the Recovery, Reconstruc on, and Rehabilita on
of Marawi City is headed by Chairperson Eduardo Del Rosario from Housing and

Urban Development Coordina ng Council with the assistance of Office of Civil


Defense as the Secretariat.

TFBM is composed of different subcommi ees and support groups to ensure that
all concerns related to the city’s development process are appropriately
addressed. All the subcommi ees are working in close partnership with the local
governments of ARMM, Lanao del Sur and Marawi.

SUBCOMMITTEE ON RECONSTRUCTION

Headed by the Department of Public Works and Highways, this subcommi ee


spearheads the immediate repair, rehabilita on and reconstruc on of public
schools, na onal roads and bridges, and government buildings.

SUBCOMMITTEE ON HOUSING

The Office of the Cabinet Secretary helms the subcommi ee responsible for the
immediate rehabilita on of temporary or permanent shelters, and the restora on
of water, electricity and other public u li es therein.

SUBCOMMITTEE FOR PEACE AND ORDER

Headed by the Department of Interior and the Department of Na onal Defense,


this subcommi ee is responsible for the restora on and maintenance of peace and
order, and the con nuity of public services in the city.

SUBCOMMITTEE ON HEALTH AND SOCIAL 


WELFARE

This subcommi ee, headed by both the Department of Health and the
Department of Social Welfare and Development, is taking measures to provide
sanita on and health facili es, medical supplies, food, potable water and other
basic necessi es. They also provide nutri on and psychosocial support to internally
displaced persons (IDPs) distressed by their predicament.

This subcommi ee, chaired by the Department of Trade and


Industry, is implemen ng an ac ve campaign for the immediate
revival of businesses and livelihood projects in the city.

SUBCOMMITTEE ON LAND RESOURCE


MANAGEMENT

The Department of Environment and Natural Resources, with the help of the city
and provincial government, heads the ini a ve to survey and iden fy land for use
in the construc on of transi onal and permanent housing.

THE SUPPORT GROUPS

INFORMATION MANAGEMENT AND


STRATEGIC COMMUNICATIONS
Headed by PCOO and PIA, this group manages how
informa on is cascaded between agencies, fully
informs the public and affected communi es, and guarantees that all rebuilding
narra ves are consistent and genuine.

FINANCE AND RESOURCE MOBILIZATION


Led by the Department of Finance, this group
handles all funding and financial aspects of the Task
Force. They also manage and liaise with interna onal

nongovernment organiza ons, civil society organiza ons, and the private sector
to converge relief and rehabilita on efforts.

COMPREHENSIVE REHABILITATION AND


RECOVERY PLANNING
Headed by the Na onal Economic and Development
Authority, this support group steers all ac vi es on
the prepara on of the rehabilita on and recovery
program. They ensure the internal consistency and harmony across sectoral
programs and projects.

LEGAL
This group handles legal issues and legal
requirements involved in rebuilding Marawi and
affected areas.
