Is there a reason you're wanting pdf's, specifically? Are you married to that format?
First thought would just be to go through and print each page as a pdf. The formatting might be off a bit,
especially if they use print styles. Another alternative, to more preserve the layout, would be to just do it
as a screenshot. If you pull up the page in inspector within developer tools (F12), you can generally get a
pretty good image by right clicking the html tag and taking a screenshot of the node. Process varies
depending on the browser.
A quick Google search might pull up something too, like this site which creates a pdf of a webpage. I just
did a quick test and wasn't thrilled with the results, but I'm not sure what you're trying to accomplish.
There are a hundred ways to skin this cat, though, so it all kind of depends on your technical level and
what software you're using.

You sort of can.. You can take screenshots, place the screens into an adobe illustrator file in separate
artboards and then save the file as .pdf. You can make links/text dynamic in illustrator as well so you can
link to pages in your pdf.

Acrobat Pro says it will archive from a URL but the results suck - full of missing images and server-side
code no workie.
Save Page Now at Internet Archive (WayBack Machine) is the best solution I have been able to find - it is a
fine little server behind the scenes and PHP scripts run etc. (options)
Save outlinks
Save error pages (HTTP Status=4xx, 5xx)
Save screen shot
Save also in my web archive

This is interesting. Maybe start with the static WordPress plugin. This coverts the entire site into static
HTML pages. That's where I would start. Then if you want to convert those into pdfs. That might be easier
with a little bit of code. But taking a live website and doing that could be a challenge. Maybe the static
WordPress plugin could be re-engineered to produce pdfs instead? Might take a little work. If we felt that
there was a greater need we may have taken this on, but I don't think there is. As another person
mentioned, you could just take screen prints of each page.
