िं न की दृष्टि से मध्य यग
ु को कुछ लेखकों द्िारा
‘अिंध युग’ (Dark Age) माना जािा है । बाककर इस युग के
वि ारकों को राजनीनिक च न्िकों की श्रेणी में सष्ममललि नहीिं
करिा, क्योंकक इस युग के वि ारक स्ििन्र मौललक च न्िन के
बजाय पाठ्य पुस्िकीय ज्ञान का ही प्रदशकन करिे रहे हैं। उनके
च न्िन का कोई क्रमबद्ध विषय नहीिं था। कुछ च न्िक
‘बाइबबल’ (Bible) को िो कुछ अरस्िू िथा उसकी पस्
ु िक
‘पॉललटिकस(Politics) को अपना प्रेरणा स्रोि मानकर उनके आधार
पर अपने राजनीनिक लसद्धान्िों की र ना करिे रहे । फलिः
राजनीनिक च न्िन के क्षेर में ककसी प्रकार की स्पटििा नहीिं
थी। इस यग
ु में स्िििंर मौललक च न्िन बहुि कम हुआ।

From the point of view of political thought, the Middle Ages are
considered by some thinkers as the ‘Dark Age’. Barker does not
include the thinkers of this era in the category of political
thinkers, because the thinkers of this era have been exhibiting
textbook knowledge instead of independent original thinking.
There was no systematic subject of his thinking. Some thinkers
considered ‘Bible’, some Aristotle and his book ‘Politics’ as their
source of inspiration and continued to compose their political
theories on the basis of them. As a result, there was no clarity
in the field of political thought. There was very little
independent original thinking in this era. In fact, this era was
not of original thinking.
मध्य यग
ु में वििेक के स्थान पर धमक की प्रधानिा थी, अिः
इसे ‘श्रद्धा या आस्था का युग’ (Age of Faith) भी कहा जािा है ।
इस युग के च न्िन और आकािंक्षाओिं का केन्र बबन्द ु धालमकक
आदशक थे और इसमें आस्था िथा विश्िास की प्रबलिा थी।
रोमनों के राजनीनिक उत्तराचधकारी बबकर जमकनों में बाहुबल,
शष्क्ि और उत्साह की िो प्रबलिा थी, ककन्िु इनमें प्रा ीन
यन
ू ाननयों जैसी बौद्चधक प्रखरिा और प्रा ीन रोमनों जैसी
कानूनी िथा प्रशासननक योग्यिा का अभाि था। In the Middle
Ages, religion had the primacy in place of conscience, so it is
also called the 'Age of Faith'. Religious ideals were the focal
point of the thinking and aspirations of this era and there was a
predominance of faith and belief. The barbarian Germans, the
political successors of the Romans, had the predominance of
physical power, strength and enthusiasm, but they lacked the
intellectual acuity of the ancient Greeks and the legal and
administrative abilities of the ancient Romans.
लेककन मध्य यग
ु को ‘राजनीनिक च न्िन से शून्य’ या ‘मूलिः
अराजनीनिक’ कहना सत्य नहीिं है । प्रथमिः, मध्य यग
ु पाुँ िीिं
सिी से लेकर पन्रहिीिं सदी के उत्तराधक िक माना जा सकिा है ।
मध्य युग का दो भागों में विभाजन हो जािा है । इनमें प्रथम
भाग िेरहिीिं शिाब्दी िक का है और द्वििीय भाग ौदहिीिं
िथा पन्रहिीिं सदी का है । इसके केिल प्रथम भाग में ही
धालमकक च न्िन की प्रधानिा थी और द्वििीय भाग में िो
राजनीनिक सिंस्थाओिं के महत्त्ि को स्पटि करने िाले राजनीनिक
च न्िन का प्रनिपादन हुआ। प्रथम यग
ु में क की सिोच् िा के
लसद्धान्ि का प्रनिपादन ककया गया | But it is not true to call
the Middle Ages ‘empty from political thought’ or ‘basically
apolitical’. First, the Middle Ages can be considered from the
fifth century to the late fifteenth century. The Middle Ages split
into two parts. Of these, the first part dates to the thirteenth
century and the second part is from the fourteenth and
fifteenth centuries. Only in the first part, religious thought had
the primacy and in the second part, political thought which
made clear the importance of political institutions was
rendered. The doctrine of the supremacy of the Church was
propounded in the First Age.
1.सािकभौलमकिा या समपण
ू क मानि समाज की एक इकाई के रूप
मे कल्पना universalism or the conception of the whole of
human society as a unit - बाककर ने कहा है कक “मध्य युग के
च न्िन का सार उसका सािकभौलमकिािाद है ”। चगयकक के
अनुसार, “मध्य युग की सभी शिाष्ब्दयों में ईसाई जनिा को
मानि जानि से अलभन्न एक सािकभौम समाज के रूप में माना
जािा रहा और यह विश्िास था कक इसकी स्थापना िथा शासन
भगिान द्िारा होिा है ”। मध्य यग
ु मे समस्ि ईसाई जगि एक
ईसाई राज्य समझा जािा था, ष्जसमें क का सदस्य होना और
नागररक होना एक ही बाि थी। इस समाज के दो प्रधान थे-
पोप िथा सम्राि | सम्राि लौककक विषयों का और पोप
आध्याष्त्मक विषयों का सिंरक्षक था। इस प्रकार के दो प्रधान
होिे हुए भी इस सािकभौलमक समाज में धमक की इिनी अचधक
प्रधानिा थी कक कोई भी व्यष्क्ि बबना ईसाई हुए राज्य का
नागररक नहीिं हो सकिा था और धमक-बटहटकृि व्यष्क्ि को कोई
राजनीनिक या कानूनी अचधकार प्राप्ि नहीिं होिे थे। क ने
जीिन के धालमकक, सामाष्जक, राजनीनिक, आटद सभी क्षेरों में
ईसाइयि के लसद्धान्ि लागू कर इन्हें एक सर
ू में बाुँधने का
कायक ककया। विलभन्न दे शों और जानियों के व्यष्क्ियों पर
ईसाइयि ने एकसमान धालमकक और कानूनी व्यिस्था लागू कर
उन्हें एक सािकभौम समाज का अग बनाया और एकत्ि के
लसद्धान्ि पर बल टदया।
Barker has said that “the essence of the thought of the Middle
Ages is its universalism.” According to Gierke, “Throughout all
the centuries of the Middle Ages, the Christian people were
regarded as a universal society integral to the human race and
believed that its establishment and governance are done by
God. In the Middle Ages the whole of Christendom was
considered a Christian state, in which being a member of the
church and being a citizen were one and the same thing. There
were two heads of this society – Pope and Emperor. The
emperor was the patron of temporal matters and the pope was
the patron of spiritual matters. Despite having such two heads,
religion was so dominant in this universal society that no
person could be a citizen of the state without being a Christian
and the excommunicated did not get any political or legal
rights. The church implemented the principles of Christianity in
all areas of life, religious, social, political, etc., and did the work
of binding them together. Christianity imposed a common
religious and legal system on the people of different countries
and castes, made them a part of a universal society and
emphasized the principle of unity.
3.राजििंर को मान्यिा-
(4) सामन्ििाद-
मध्य युग में एकत्ि के प्रिीक राजिन्र को अिश्य ही अपनाया
गया था लेककन इसके साथ ही सत्ता विकेन्रीकरण था और इस
विकेन्रीकरण के प्रिीक के रूप में सामन्ििाद (Feudalism) को
अपनाया गया था। सामन्ििाद के दो प्रकार अथिा रूपिं हैं- एक,
राजनीनिक और दस
ू रा, आचथकक। राजनीनिक और आचथकक दोनों
ही रूप में सामन्ििाद का अथक है ‘सत्ता का विकेष्न्रि होना। यह
एक ऐसा पदसोपानात्मक सिंगठन होिा है ष्जसमें सिोच् लशखर
पर राजा होिा है , उसके नी े प्रमख
ु सामन्ि, उसके नी े उप-
सामन्ि, उसके नी े और छोिे दजे के उप-सामन्ि हो सकिे हैं
और सबसे नी े के स्िर पर जनिा । इसमें से प्रत्येक अपने से
िुरन्ि ऊपर िाले स्िामी के अधीन होिा है , जो स्ियिं अपने से
उच् िर स्िालमयों के अधीन होिे हैं। आचथकक क्षेर से सामन्ििाद
का अथक, भूलम अचधग्रहण की एक ऐसी प्रणाली से है ष्जसमें
राजा से सामन्ि, सामन्ि से उप-सामन्ि और उप-सामन्िों से िे
व्यष्क्ि भलू म प्राप्ि करिे हैं, जो िास्िि में भलू म जोििे हैं। इस
प्रकार सामन्ि में ‘नागररकिा शब्द का सारा अथक ही समाप्ि हो
जािा है और इसके स्थान पर स्िामी िथा सेिको के समबन्धों
का जन्म होिा है । सामन्ििाद एक सिंक्रमणकालीन व्यिस्था ही
थी और राटरीय राज्यों के उदय के साथ ही इसका अष्स्ित्ि
समाप्ि गया।
Feudalism-
In the Middle Ages, monarchy was certainly adopted as a
symbol of unity, but at the same time there was
decentralization of power and Feudalism was adopted as a
symbol of this decentralization. There are two types or forms
of feudalism – one, political and the other, economic.
Feudalism in both political and economic terms means ‘the
decentralization of power. It is a hierarchical organization in
which the king is at the top, the chief feudal lord below him,
the sub-feudal below him, the sub-feudal may be below him
and the sub-feudal at the lowest level, and the people at the
bottom. Each of these is subordinate to a master immediately
above himself, who is himself subordinate to a master higher
than himself. Feudalism, in the economic sphere, refers to a
system of land acquisition in which the feudal lords from the
king, the sub-feudal from the feudal lords and those who
actually tilled the land get the land from the sub-feudal. In this
way the whole meaning of the word ‘citizenship’ is lost in the
feudal lord and in its place the relations of master and servants
are born. Feudalism was only a transitional system and it
ceased to exist with the rise of national states.
(7) लोकप्रभस
ु त्ता की धारणा-
मध्य यग
ु में जहाुँ एक और राजा में दे ित्ि का आरोपण ककया
जािा था, िहाुँ दस
ू री ओर जनिा के भी कुछ दै िी अचधकार माने
जािे थे, ष्जनके आधार पर कालान्िर में लोकवप्रय प्रभुसत्ता की
धारणा का विकास हुआ। मध्य युग में इस रोमन वि ार को
माना जािा रहा कक प्रभुशष्क्ि जनिा में ही विद्यमान है और
जनिा को शासक न
ु ने का अचधकार है । इस धारणा का समथकन
िामस एक्िीनास के वि ारों में पाया जािाहै । मालसकललयों ने इस
वि ार को और आगे विकलसि करिे हुए कहा कक ‘कानून
ननमाकिा ही प्रभुसत्ता समपन्न होिा है और कानून ननमाकण का
अचधकार जनिा को ही है । ननकोलस के द्िारा इस धारणा को
और बल प्रदान ककया गया। समस्ि मध्य यग

मान्यिा प्राप्ि रही कक कानन
ू का उद्दे श्य समाज टहि है और
इसका ननमाकण समस्ि समाज की स्िीकृनि से होना ाटहए।
राजा केिल उस कानून को लागू करने िाला अलभकिाक मार है
और उसकी ष्स्थनि ककसी भी रूप में कानून से ऊपर नहीिं है ।
ििकमान यग
ु में लोकवप्रय प्रभुसत्ता की धारणा का जो रूप है , उस
पर मध्य यग
ु के च न्िन का पयाकप्ि प्रभाि है ।
Concept of Popular sovereignty-
In the Middle Ages, where divinity was imposed on another
king, on the other hand some divine rights of the people were
also considered, on the basis of which the concept of popular
sovereignty developed over time. In the Middle Ages, this
Roman idea continued to be believed that sovereignty existed
in the people and that the people had the right to choose the
ruler. Support for this notion is found in the views of Thomas
Aquinas. The Marseilles further developed this idea by saying
that ‘the law maker is sovereign and the public has the right to
make laws. This notion was further strengthened by Nicholas.
Throughout the Middle Ages, the idea was recognized that the
object of law is the interest of society and that it should be
made with the approval of the whole society. The king is
merely an agent to enforce that law and his position is not
above the law in any way. The form of the notion of
sovereignty that is popular in the present era has a substantial
influence on the thinking of the Middle Ages.
