Question 1
Ministry of Education (MOE) has approved a development of new hostels for all schools in
Pahang. All the design and constructing team have been appointed and the construction has
begun since April 2020 and need to be completed in November 2024. Since the beginning of
the construction, there are a few challenges that MOE and the contractor have to face and
overcome all the issues encountered. The challenges are as follow.

GROUP 4 & 10 - One block had collapsed, and it caused injuries to 10 workers due to
contractor's negligence (Group 4) or due to land slide (Group 10). Unfortunately, 2 of the
workers were confirmed drug addicts and 4 of them are illegal immigrants.
