6 RESOURCE MANAGEMENT

[Project Implementation Unit - PIU, Estimated Cost for PIU, Resource Loading]

6.1 PROJECT IMPLEMENTATION UNIT - PIU):


The primary resource of the project is the human resource considered as Project
Implementation Unit abbreviated as PIU. The roles and responsibilities described below are
essential for the successful development, implementation, and adoption of the project.

6.1.1 Project Manager - PM (Superintending Engineer - SE):


a) Role: Responsible for overall project management, including planning, coordination,
and execution of tasks to ensure successful project completion within scope, time, and
budget constraints. Acts as the primary point of contact for stakeholders and manages
project communication.
b) Responsibilities: Define project objectives, develop project plan, allocate resources,
monitor progress, manage risks, and ensure adherence to project timeline and budget.

6.1.2 Business Analyst – BA (Executive Engineer - XEN):


a) Role: Engages with stakeholders to understand business requirements, translates them
into functional specifications, and documents detailed requirements for system
development. Analyzes regulatory compliance and ensures that the HMS meets all
applicable standards.
b) Responsibilities: Conduct stakeholder meetings, gather and document functional
requirements, analyze regulatory requirements, and ensure alignment between
business needs and technical solutions.

6.1.3 UI/UX Designer (Executive Engineer - XEN):


a) Role: Designs the user interface (UI) and user experience (UX) components of the
HMS, ensuring intuitive navigation and user-friendly interactions. Collaborates with
stakeholders to create wireframes, mockups, and prototypes.
b) Responsibilities: Create system architecture, design UI components, develop
prototypes, and refine designs based on user feedback and usability testing.

6.1.4 Software Developer (Executive Engineer - XEN):


a) Role: Develops the backend and frontend components of the HMS, implementing
functional requirements and ensuring system reliability, scalability, and security.
Collaborates with other team members to integrate system modules and conduct code
reviews.
b) Responsibilities: Set up development environment, implement backend functionality,
develop frontend components, integrate system modules, and ensure code quality and
adherence to coding standards.

6.1.5 Database Administrator (Executive Engineer - XEN):


a) Role: Manages the database infrastructure of the HMS, including database design,
implementation, optimization, and maintenance. Ensures data integrity, security, and
availability while optimizing database performance.

b) Responsibilities: Design and implement database schema, optimize database
performance, perform backups and recovery procedures, and ensure data security and
compliance with regulatory standards.

6.1.6 Quality Assurance Engineer (Executive Engineer - XEN):


a) Role: Conducts testing activities to ensure the quality, reliability, and performance of
the HMS. Develops test cases, performs various types of testing (unit testing,
integration testing, system testing, user acceptance testing), and reports and tracks
defects.
b) Responsibilities: Prepare test cases, perform testing activities, identify and report
defects, collaborate with developers to resolve issues, and ensure that the HMS meets
quality standards and user requirements.

6.1.7 IT Engineer (Sub-Divisional Engineer - SDE):


a) Role: Assists in the deployment and configuration of the HMS in the production
environment. Provides technical support and troubleshooting assistance during the
deployment phase. Ensures the smooth functioning of hardware and network
infrastructure.
b) Responsibilities: Deploy HMS to production environment, configure system settings,
troubleshoot technical issues, and provide ongoing technical support to ensure system
stability and performance.

6.1.8 Trainer (Assistant Engineer - AE):


a) Role: Conducts user training sessions to familiarize hospital staff with the
functionalities of the HMS. Develops training materials and documentation, delivers
training sessions, and provides ongoing support to users.
b) Responsibilities: Develop training materials, conduct user training sessions, provide
assistance and support to users, and ensure that hospital staff is proficient in using the
HMS for their respective roles.

6.2 ESTIMATED COST FOR PIU:


The cost is estimated as per standard salary structure based on the rank of the human
resources (i.e. SE, XEN, SDE, and AE).
