1 GENERAL
The Design Basis Report is prepared for the Project Scope of the work for execution of 2 Nos
Rural Piped Water Supply Projects pertaining to Nabrangpur District for Structural Design
and Hydraulic Design.
Analysis and Design of structures shall be carried out using STAAD software and standard
excel sheets as per relevant Indian Standard Codes (Latest version). Hydraulic analysis will be
carried out using advanced Water Network Modelling Software like Water-GEMS.
The various design norms adopted for carrying out the hydraulic design of various system
components, have been adopted on the basis of recommendations of relevant IS Codes,
‘Manual on Water Supply and Treatment’ by Central Public Health and Environmental
Engineering Organization (CPHEEO) & Contract Agreement. The same are elaborated under
following paragraphs.

2 PROJECT SCHEME
Scope of work is Execution of Rural Piped water supply for 2 Nos individual schemes.
Scheme 1 - Mega PWS to 11 GPs of Kosagumuda block in Nabarangpur District. The source
of water supply is River Indravati to the downstream of Indravati Lake. The river is perennial
and downstream of source, hence source will get assured water supply. The type of intake
system proposed for this scheme is RCC type Intake well.
Scheme 2 - Mega PWS to 22 GPs of Nandahandi & Tentulikhunti block of Nabarangpur
District. The source of water supply is Upper Indravati Dam, is located in Nowarangpur and
Kalahandi district of Odisha. This multi-purpose dam comprises of four dams and eight dykes
to form a gross storage capacity of 2300 MCM. The type of intake system proposed for this
scheme is floating barge type raw water intake arrangement.
Raw Water Rising Mains (RWRM) will carry the raw water from the Intake Well by pumping
to proposed Water treatment Plant (WTP). Based on the survey and available land, location
of WTP will be proposed near to the corresponding Intake Wells.
Clear Water Reservoirs and Pump House are proposed at each WTP. Treated water will be
supplied to storage reservoirs (ESR/GSR) provided for each Gram Panchayat either by direct

pumping from WTP or by gravity from Break Pressure Tank (BPT). The provision of BPT will
depend on the topography and the same will be decided based on detailed survey. In case
BPT is provided, water from Pump House at WTP will be pumped to BPT. The network of
pipes that will carry the clear water to storage reservoirs in each Gram Panchayat will be
called Clear Water Rising Mains (CWRM) or Clear Water Gravity Mains (CWGM).
The location of ESRs/GSRs will be judiciously decided at higher elevations from where
maximum area of Gram Panchayat can be covered by gravity. Booster pumping will be done,
if required for local high areas.
Distribution network will be provided from ESR/GSR to each village within the Gram
Panchayat. Distribution network shall be designed such a manner that no Household shall
remain more than 20-30mtrs away from the nearest distribution pipe line.
The distribution network is design to cover 100% water supply coverage. Provision of ferrule
shall be made for each house hold to provide house connections.

3 DESIGN LOADS
All structures shall be designed for the most critical combination of dead load, live load,
equipment load, crane load, monorail load, pipe load, wind load, seismic load, stresses due
to temperature load & any other loading conditions which can occur during the design life of
the facility. Following loads shall be applied on structures as per IS provisions or actuals.

rest, i.e., K0 = 0.5
For Computation of soil loads, following values will be considered:

Weight of saturated soil = 20 KN/m3
Submerged Soil Weight = 10 KN/m3

3.2 Dead Load


This shall comprise all permanent construction including walls, floors, roofs, partitions,
stairways, fixed service equipment and other items of machinery. In estimating the loads of
process equipment all fixtures and attached piping shall be included without the contents.
The minimum Dead Loads shall be as per IS: 875 (Part 1). Unit weight of various materials
shall be as below:

3.3 Imposed Loads/Live Loads


Imposed loads in different areas shall include live loads, equipment loads, cable tray loads,
erection loads, operation/maintenance loads etc. The loads considered shall not be less than
that specified in IS: 875 (Part-II) and the values specified in the contract.

3.4 Crane, Monorail Loads

Crane girders and supporting columns shall be designed for vertical and horizontal forces
(including impact forces) as per crane vendor’s data. All lifting beams and monorails shall
have their design loads increased for impact factor as mentioned.
Impact loads for cranes, hoists & elevators shall be taken as per IS: 875 (Part-II). The
minimum impact factors to be used in design shall be as follows.

3.4.1 Crane Loads

As per IS: 875 (Part-II) - 1987


a. For vertical force, an impact factor of 25% of the maximum static loads.
b. A lateral crane surge of 10% of the weight of the crab plus lifted load applied at the
top of the crane rail acting on any one crane track rail. For frame analysis, this force
shall be applied on one side of the frame at a time in either direction.
c. A longitudinal surge of 5% of the maximum static wheel loads of the crane applied at
the top of the rail.

3.4.2 Monorail Loads

As per IS 875 (Part-II) - 1987


a. Impact factor of 10% of lifted load in case of hand operated chain pulley block.
b. Impact factor of 25% of lifted load of electrical pulley and support design.

3.5 Wind Load


Wind load will be adopted as per IS 875 Part III - 2015

structure, aspect ratio, exposure conditions etc.

3.6 Seismic Loads

3.6.1 Buildings

Seismic forces shall be as per IS: 1893 (Part 1) - 2002 for Zone-II
1. Zone factor = 0.10
2. Importance Factor shall be as per Table 6 of IS: 1893 (Part 1) - 2002
3. Response reduction factor (R) = Response Reduction Factor shall be as per Table 7 of
IS: 1893 (Part 1) - 2002 based on the type of building structure
4. Damping Ratio = 0.05

3.6.2 Liquid Retaining Structures (Ground Supported)

Seismic forces shall be calculated as per IS: 1893 (Part 2) - 2014 for Zone-II
1. Zone factor = 0.10
2. Importance Factor shall be as per Table 1 of IS: 1893 (Part 2) - 2014.
3. Response reduction factor (R) = Response Reduction Factor shall be as per Table 3 of
IS: 1893 (Part 2) - 2014
4. Damping Ratio = 0.05
5. Convective and Impulsive forces will be calculated and applied in STAAD.

3.6.3 Elevated Storage Reservoir (ESR)

Seismic forces shall be calculated as per IS: 1893 (Part 2) - 2014 for Zone-II
1. Zone factor = 0.10
2. Importance Factor shall be as per Table 1 of IS: 1893 (Part 2) - 2014.
3. Response reduction factor (R) = Response Reduction Factor shall be as per Table 2 of
IS: 1893 (Part 2) - 2014
4. Damping Ratio = 0.05
5. Tank will be analyzed with single degree of freedom with its mass concentrated at CG of
Tank. Mass of the tank will be considered as Mass of empty container + one third mass of
staging height.

3.7 Earth Pressure Load

Earth pressure for all underground structures shall be calculated using coefficients of earth
pressure at rest and / or active / Passive depending on supporting conditions of structures.

3.8 Dynamic Load


Dynamic loads due to working of items such as pumps, blowers, compressors, switch gears,
travelling cranes, etc. shall be considered in the design of structures as per manufacturer’s
data.

3.9 Design Water Table


Structures shall be designed for uplift in empty conditions with no live load with the water
table as well as per Soil Investigation Report.

3.10 Load Combination


3.10.1 Buildings
The individual members of the frame shall be designed for the worst combination of forces
such as bending moment, axial force, shear force and torsion etc. resulting from the most

critical combinations of loads as specified below. Permissible stresses for different load
combinations shall be taken as per relevant IS codes.

3.10.2 Partly/Fully Underground Structures


Following loading conditions shall be considered in addition to the loading from super
structure for the design of substructure of pump house, channels, sumps, tanks, reservoirs,
trenches and other underground structures.
I. Liquid depth up to full height of wall and free board: no relief due to lateral soil
pressure from outside to be considered;
II. Reservoir empty (i.e. no liquid or any material inside the storage area). Full lateral
earth pressure at rest due to surrounding saturated soil and surcharge pressure as
applicable, shall be considered;
III. Partition wall between dry sump and wet sump to be designed for full liquid depth up
to full height of wall.
IV. Partition wall between two compartments to be designed as one compartment empty
and other full.
V. Structures shall be designed for uplift in empty conditions considering the depth of the
highest water table recorded in the area.
VI. Walls shall be designed under operating conditions to resist earthquake forces
developed due to mobilization of earth and dynamic liquid loads.
VII. Underground or partially underground structures shall also be checked against stresses
developed due to any combination of full and empty compartments with appropriate
ground/uplift pressures on the base slab. A minimum factor of 1.2 shall be ensured
against uplift or floatation.

3.10.3 Factor of Safety


Against sliding >= 1.4
In this case, only 0.9 times the characteristics dead load shall be taken into account.
Against Overturning
Restoring Moment >= (1.2x max. overturning moment due to DL and 1.4x max. overturning
moment due to LL)

In those cases where Dead load provides the restoring moment, only 0.9 times the
characteristic dead load shall be considered. Restoring moment due to imposed loads shall
be ignored.
Against uplift >= 1.2

4 DESIGN FOR FOUNDATIONS

4.1 General
All Structures, building foundations, machines / equipment foundations, water retaining
structures, trenches, pits etc. shall be designed as per contract & relevant IS codes
I. The minimum depth of foundation for all structures, building and frame foundations and
load bearing walls shall be conforming to IS: 1904. Minimum depth of foundation has
been given in 1.80 m for ESRs and 1.00 m for other structures in DNIT.
II. Care shall be taken to avoid the foundations of adjacent buildings or structure
foundations, either existing or not within the scope of this Contract. Suitable
adjustments in depth, location and sizes shall be done depending on site conditions.
III. Where there is level difference between the natural/ existing ground level and the
foundations of structure or floor slabs, this difference shall be filled up in the following
ways:
a. In case of non-liquid retaining structures the natural top soil shall be removed till a
firm stratum is reached (minimum depth of soil removed shall be 500 mm) and the
level difference shall be made up by compacted backfill as per specifications.
However, the thickness of each layer of the backfill shall not exceed 150 mm. The
area of backfilling for floor slabs shall be confined to prevent soil from slipping out
during compaction.
b. In case of liquid retaining structures, the natural top soil shall be removed as
described above and the level difference shall be made up with Plain Cement
Concrete.

4.2 Increase in Bearing Capacity


Bearing capacity of soil shall be allowed to increase as per clause 6.3.5.2 of IS 1893 (Part 1) -
2002 and IS: 875, under seismic/wind load condition.

4.3 Soil Bearing Capacity


Net safe bearing capacity of soil shall be considered as per recommendation of soil report.

4.4 Type of Foundation


Type of foundation to be adopted shall be as per site conditions and structural design.

5 DESIGN METHODOLODY

5.1 Buildings
All materials shall be best of their kind and shall conform to the relevant latest Indian
Standard Code. All materials shall be of approved quality as per samples and from origins
approved by the Engineer in Charge. A set of specimen samples of all approved materials
shall be kept in sealed container or otherwise at site, cost of which is to be borne by the
contractor.

5.2 Liquid Retaining Structure


RCC water retaining structures like storage tanks shall be designed in limit state method as
per IS 3370:2009 considering limiting crack width of 0.2 mm
Following limit states shall be considered for design of liquid retaining structures as per
clause 4.4 of IS 3370 (Part 2) – 2009.
Limit State of Collapse: The recommendations given in IS 456 shall be followed. In addition,
the strain in the tension reinforcement is limited to 0.8 fy/Es and the stress in the concrete is
limited to 0.45 fcu as stated in Appendix B of IS 3370 (Part 2) - 2009.
Limit State of Serviceability: The maximum calculated crack width at the surface shall be
limited to 0.2 mm at service condition.

5.3 Elevated Service Reservoir (ESR)


STAAD Model for the tank will be prepared. All loads including dead load, live load, water
load, wind load and seismic load will be calculated and applied on STAAD Model.

Crack width will be checked for Structure in contact with water. Design of other components
like Staircase will be designed using Standard Excel Sheets.

Stability calculations will be done for overturning moments due to wind and earthquake.

5.4 Reinforced Cement Concrete


All RCC work shall be of the grade M25 and M30 as per IS: 456: 2000 and as given in
specifications. The materials will be measured when dry.
The stone chips should be thoroughly washed in clean water and stacked. Suitable type of
vibrator will be used for all RCC and PCC work. The aggregate shall consist of stone ballast of
quality approved by Engineer-in-charge and shall consist of graded size 20 mm and
downwards as per specification. Cube (crushing) test of concrete will be carried out at the
frequency as mentioned in relevant IS code of practice and record of such test will be
preserved for future reference.

5.5 Concrete Mix


The following minimum grades of concrete as per IS: 456 shall generally be used for the type
of structures noted against each grade.
M10 - Blinding & Levelling concrete of 100mm thick below all foundations for buildings &
liquid retaining structures, trenches, underground structures.
M25 - RCC grade for non-liquid retaining structures & framed buildings. Minimum cement
content shall be as per IS: 456 and IS: 3370
M30 - RCC grade for liquid retaining structures. Minimum cement content shall be as per
IS: 456 and IS: 3370
In Mix design, the water cement ratio should not exceed 0.45. The exposure condition to be
considered “Severe” for liquid retaining structures.

5.6 Reinforcing Steel


Steel reinforcement shall be high strength deformed bars as per IS: 1786 -1979 of Fe-500
grade.

5.7 Structural Steel


All structural steel will be as per IS: 2062. Design of Structural steel will be as per IS: 800 -
2007 Code of Practice for General Construction.
For connections in general, welding joints will be adopted. Bolted joints may be adopted as
per specific requirement.

6 SPECIFIC REQUIREMENTS

6.1 General
a) Capacity of the container of the tank shall be the volume of the water it can store
between the designed full supply level and the lowest supply level without considering
water in Dead Storage level.
b) Free Board is the indication of space provided above full supply level and shall be
measured at a vertical distance above FSL up to soffit of beam supporting the roof slabs.
c) The walls of container shall be designed for free board full condition.
d) The tank foundation and other members of the structure shall also be designed for free
board full condition.
e) Parts of the tank in contact with stored water and enclosing water vapor above FSL shall
be in concrete grade M-30.

6.2 Minimum Cover to Main Reinforcement


Nominal cover to meet durability requirement shall correspond to be severe condition for
liquid retaining structure and mild condition for other structure as per the requirement of IS
456-2000. Nominal cover as given in the following table also takes into account 2 hours of
fire resistance as specified in Table 16A of IS 456-2000.

6.3 Minimum percentage of Steel


The minimum percentage of steel as given in contract is as per previous version of IS code.
Minimum percentage of steel as given below shall be followed:
I. For buildings : As per IS: 456-2000 , Clause 26.5
II. For liquid retaining structure :
The minimum reinforcements in walls, floors and roofs of liquid retaining structures in each
of two directions at right angles shall be 0.35% or 0.24% HYSD Bars depending on the
dimensions of the structure as per IS: 3370 - 2009.

6.4 Crack Width due to Temperature and Joints in Liquid Retaining Structures
Refer Clause 10.3 of IS 3370 - 2009 (Part I). Three options have been given for spacing of
movement joints

Option 2 - Design for Partial restraint


Option 3 - Design for freedom of movement
We will go in for Option 1 and therefore no contraction or expansion joints will be provided
for liquid retaining structures. Crack widths and spacing of cracks will be controlled by
provision of reinforcement. Temperatures will be considered as below:
Fall in temperature between hydration peak and ambient for concreting, T 1 = 25° C
Minimum temperature at the site = 12° C
Further fall in temperature wrt ambient temp, T2 = 18° C

Direct Tensile Strength for immature concrete, fct for M 30 = 1.3 N/mm 2

Critical steel ratio (expressed as %) crit = fct /fy = 0.26%

6.5 Construction Joints


Construction joints shall be provided, where directed approved by the Engineer-in-charge.
Such joints shall be kept in minimum and shall be right angles to the direction of main
reinforcement. In case of column and walls the joint shall be horizontal and 8 to 15 cm below
the bottom of the beam or slab running into the column or wall head.
Vertical Joints
At the end of any days work or run of concrete, the concrete should be finished off against
temporary shutter stop, which should be vertical and securely fixed. This stop should be
removed as early as weather permits.
Horizontal Joints
Horizontal joints should be washed down two hours after a casting in the manner described
above for vertical joints. If the concrete has been allowed to hard excessively, the surface

shall be chipped over its whole surface to depth of at least 10 mm and there after
thoroughly washed.
Before fresh concrete is added on the other side of a construction joints, the surface of the
old concrete will be thoroughly wetted then covered with a thin layer of cement mortar
(1:2).
All the construction joints in all concrete structure having contact with water or soil shall be
provided with approved PVC water stops on both side with hot asphalt or approved metallic
strips.

6.7 Plinth Protection


All the building shall be provided with 1000 mm wide plinth protection of concrete
chequered tiles over 100 mm thick CC 1:2:4.
Plinth Level of all buildings shall be 750 mm above FGL.

6.9 Curing
Curing is the process of preventing the loss of moisture from the concrete whilst maintaining
a satisfactory temperature regime. Exposed surfaces of concrete shall be kept continuously
in a damp or wet condition by ponding or by covering within a layer of sacking, canvas,
hessian or similar materials and kept constantly wet for at least 7 days from the date of
placing concrete in case of ordinary Portland cement and at least 10 days where admixtures
are used.
Also, the period of curing shall not be less than 10 days for concrete exposed to dry and hot
weather conditions.

8 DESIGN CRITERIA FOR HYDRAULIC DESIGN

8.1 Design Period


Water supply projects are designed normally to meet the requirement over a thirty-year
period after their commissioning. The time lag between design and completion should also
be considered; it should not ordinarily exceed two years and five years even in exceptional
circumstances. The design period for each component shall be as per CPHEEO manual/ as
per DNIT. Design Years considered for this Project are:

8.2 Supply Hours for Pumping


All pumping main related infrastructures are designed considering 20 hours of electrical
supply. The pumps, rising main & WTP is design considering 20 hours of supply.

8.3 Head Loss in Pipelines


All pipe networks for Nabrangpur district (Scheme-1 & Scheme -2) will be designed using

8.6 Distribution System & House Service Connection


For all the distribution system, HDPE pipes shall be used as per latest relevant IS
specification. Distribution network shall be designed such a manner that no Household shall
remain more than 20-30mtrs away from the nearest distribution pipe line. Provision of
ferrule shall be made for each house hold to provide house connections.
Distribution network system of the villages should be provided with tapping facilities.
Tapping point means provision of stand post in each distribution network system within the
habitation network of the village. At least 2 stand post/tapping points should be provided in
each habitation so as to enable the consumer to collect the water.

8.7 Pressure Requirement


The transmission system will be been designed with a residual pressure of 3 m at the
location of reservoir / sump.
The distribution systems from various reservoirs have been designed with a residual
pressure of 7 m at ferrule point.

8.9 Pipe Appurtenances


8.9.1 Sluice Valves
Sluice valves will be used at major points of the pipelines as Isolation Valves to isolate the
pipe section during repair and maintenance. However exact locations will be determined at
site at the time of detailed Engineering and execution at site. Sluice valve are to be provided
along the pipe line at 1 km intervals for rising mains to serve as Isolation valve. Dismantling
joints shall be installed with the valves to facilitate replacement of damaged valves.

The size of valves for pipe dia. up to 300 mm shall be same as that of pipe dia. The size of
valves for higher dia. pipes shall be 2/3rd of the diameter of the pipe.
8.9.2 Scour Valves
The size of scour valves will be decided such that, the concerned section of pipeline network
to be dewatered within a period of 3 to 4 hours. The location of scour valves should be
between two isolation valves for facility of operation and maintenance of the transmission
main.
8.9.3 Air Valves
DI tamper proof double orifice kinetic air valve fitted with isolation valves should be
provided at all peaks and at every 0.5 Km for rising mains. For below ground pipelines, the
valve shall be mounted on pipe shafts covered with RCC protection chambers for the shafts.
Each air valve should be provided with isolation valve. The size of the air valve should be as

9.2 Water Treatment Plan (WTP)


The water treatment plant will be designed based on Conventional Treatment Technology
for treatment of water, prescribed in CPHEEO manual so as to get the detail water quality as
per IS: 10500/2012 and its latest amendments if any.
The raw water from the source will be tested for all drinking water parameters including test
for pesticides, heavy metal such, lead, cadmium, mercury, etc. If any parameter including
pesticides & heavy metals are not satisfying to IS specification, then appropriate treatment
process in WTP will be made in order to provide safe drinking water as per IS: 10500/2012
with latest amendments.
The proposed WTP of required capacity shall consist of the following units:

 Raw Water Channel with Parshall flume and Flash Mixer
 Clariflocculators (2 Nos)
 Rapid Gravity Filter and Annexe Building

9.3 Clear Water Pump House


The treated water after disinfection shall be conveyed to clear water reservoir. The reservoir
shall be in two compartments and pump house shall be attached to the same. The treated
water shall be pumped to propose ESRs / GSRs / BPT through Clear Water Rising Mains
Network.

9.4 Storage Reservoirs (ESR/GSR)


The location of service reservoirs is of importance for regulation of pressures in the
distributions system as well as for coping up with fluctuating demands. In a zone fed by a
single reservoir, the ideal location is a central place in the distribution system, which effects
maximum economy on pipe sizes. However, availability of public (Government) land may not
be possible inside the core areas of the village for sitting the GSRs/ESRs.
The elevation of a service reservoir should be such as to maintain the minimum residual
pressure in the distribution system consistent with its cost effectiveness.
In order to maintain the minimum residual pressure in the distribution system, the elevation
of the LWL of the storage reservoir should be fixed consistent with the provision of
economic sizes of pipes in the distribution network.
The Storage Reservoir (ESR/GSR) shall be design as per CPHEEO Manual.
