Thermal imaging camera Ð Bid Specifications

General Requirements
The thermal imaging camera shall be a hand-held device containing an infrared sensor
and designed for firefighting applications, such as search and rescue, identifying the
seat of the fire, identifying fire extension and overhaul operations.
The housing shall be either yellow or black in color and constructed of a polymer
material, suitable for use in high-heat environments and fireground applications. The
housing shall consist of an approximately 5x5x11.25 inch compartment enclosing
the camera core and optics. The interior of the compartment shall be shielded for
protection from EMI. The cameraÕs overall size shall be 5x5x11.25 inches.

The camera head housing shall be permanently attached to an approximately 6-inch


long ergonomically designed handle, designed to house a battery pack. The handle
shall be designed for gloved-hand operation with an anti-slip grip. The base of the
handle shall consist of a threaded and gasketed cover to permit user access to the
battery compartment for the purpose of inserting or removing the battery pack. The
base of the cover shall include a molded connection point for attachment of a
neck/shoulder strap or similar device.

The complete camera, with batteries and battery pack installed, shall weigh 2.6 pounds. The overall dimensions of the camera shall be
5x5x11-1/4 inches.

Thermal Imaging Core Technology


The camera shall incorporate a vanadium oxide microbolometer core camera with a focal plane array of 160x120 and an update rate of
60 Hz. The camera shall have a dynamic range of at least 1,100 degrees, and this capability shall enable the user to see detail in another
firefighter positioned behind a bed of burning pallets. The core camera shall be protected from high heat exposure by a thermoelectric
cooler. The camera core shall include an automatic shutter that automatically re-calibrates the camera approximately once every 60
seconds.

Liquid Crystal Display (LCD)


The camera shall include a 3-1/2-inch diagonal liquid crystal display. The display shall have an exterior protective cover that is hard coated
and designed to reduce glare.

Lens and Lens Protection


The core camera shall be equipped with a germanium lens recessed into the camera head housing to minimize damage from heat and
impact. The core camera lens shall provide a minimum field of view of 54¡ horizontal and 44¡ vertical. The camera housing shall also
include an exterior germanium lens to provide additional protection to the core camera and interior components of the camera.

Camera Controls and Icons


The thermal imaging camera shall contain two gloved-hand accessible push-type control buttons to operate all camera functions. These
functions shall include on/off and activation of a standby mode to preserve battery power. The trigger button positioned for access by
the userÕs index finger shall permit instant activation of the image on the cameraÕs LCD when the camera is placed in standby. LEDs
embedded into both control buttons shall alternately flash on and off when the camera is placed in its standby mode. All buttons shall
be designed to prevent accidental shut-off.

The camera shall include on-screen icons to display the coarse temperature indicator (optional) and a gas-gauge type battery power
indicator. Additional icons shall include a ÒLow BatÓ alert, which shall alert the user to a low battery condition when approximately 20%
of battery life remains, and a high heat warning automatically activated when the internal temperature of the camera reaches 160¡ F.
(71¡ C).

Optional Temperature Indicator


The thermal imaging camera shall be available with an optional on-screen, scale-formatted temperature readout of the image being
viewed. The temperature scale shall be displayed on a bar scale in increments of 100 degrees or in a digital format. Radiometry is available
in either Fahrenheit or Celsius.

Power Source and Battery Pack
The thermal imaging camera shall be powered by a single rechargeable nickel-metal hydride battery pack or six disposable AA batteries.
Use of nickel-metal hydride batteries shall provide approximately two hours of continuous operation; use of AA batteries shall provide
approximately one hour of continuous operation. AA batteries shall be secured in a slotted battery pack fixture designed for quick and
easy insertion into the battery compartment.

Desktop Charger
The camera shall be available with a desktop charger designed for recharging the cameraÕs nickel-metal hydride. The charger shall be
capable of recharging fully depleted batteries in approximately two hours. The charger shall be capable of being connected to a 110 VAC
or 12 VDC power supply.

Carrying Case
The camera shall be made available for storage and transportation with a molded plastic carrying. The case shall include a foam insert
for protection of the camera and shall be also be capable of carrying camera accessories, such as a spare battery pack and desktop
charger.

Truck Charging System


The camera shall be available with an optional truck charging system (TCS) suitable for mounting in a vertical or horizontal position inside
an apparatus or on a wall. The TCS shall be designed to securely retain the camera when not in use and to recharge the battery inside
the camera handle.

The TCS shall be supplied with connections for either a 110 VAC or 12 VDC power supply, and shall be capable of recharging a depleted
battery pack in approximately two hours.

The TCS shall be designed in such a way that a user with gloved hands may mount or dismount a camera into the fixture.

The TCS shall be capable of satisfying the NFPA Standard for Automotive Fire Apparatus specified in NFPA 1901, Current Edition,
requiring the system to be capable of withstanding forces of 9-Gs (longitudinal) and 3-Gs (from other directions), while securely retaining
the camera.

Training Requirements
Successful bidder shall provide, at the bidderÕs own expense, a factory-trained instructor for such time as the department head shall
require for complete instruction in the operation and maintenance of the thermal imaging camera. Any exceptions to these specifications
must be detailed in a separate attachment, and failure to do so will automatically disqualify the bidder. Successful bidder must be a factory-
authorized distributor to sell the equipment specified herein.

Optional Training Requirements


The manufacturer, as an option, shall provide a formal thermal imaging training program designed to improve the safety and efficiency
of firefighters using the thermal imaging camera. This training shall focus on the thermal imaging camera as a tactical tool to achieve
strategic fireground objectives. Training shall be conducted by experienced, certified firefighters and shall include a combination of
classroom instruction and additional hands-on training in a burn building or similar structure. Classroom instruction shall include the use
of videotaped and still thermal images illustrating typical fireground scenes encountered with the application of a thermal imaging camera.
Training shall include, but not be limited to, the following general subject areas: image interpretation; thermal imaging camera limitations;
firefighter safety; and thermal imaging camera applications.
