SUBJECT : Endorsement for PCE re: Absent During Accounting of

RSSF Personnel for BSKE 2023

1. References:
a. Memorandum from ACRS, NCRPO with subject: Order to Explain
dated November 3, 2023; and

b. NAPOLCOM Memorandum Circular No. 2016-002.

2. This pertains to the PNP personnel who were absent during the physical
accounting conducted for the detailed RSSF personnel for BSKE 2023 held from
October 28, 2023 to October 30, 2023 at the NCRPO Grandstand, Camp Bagong
Diwa, Bicutan, Taguig City, as indicated in the consolidated attendance sheets,
namely;

3. Relatedly, on November 3, 2023, the mentioned PNP personnel were

directed to submit their written explanation through an Order to Explain signed by
ACRS, NCRPO. After they were given ample time to submit the same to refute their
absences they incurred, all of them submitted their explanations stating their reasons
why they were unable to attend the accounting.

4. Meanwhile, this unit was tasked to file the administrative case against
the mentioned PNP personnel with the assistance of the duty RHQ OD who
executed the Affidavit of Complaint and Certificate of Non-Forum Shopping.

5. Further, based on the available documents at hand needed in the filing

of administrative case, this unit respectfully recommends for the conduct of Pre-
Charge Evaluation and Investigation to the involved PNP personnel.
