Created in 1979, Action contre la Faim is a non-governmental organization that fights against hunger. Its charter
of humanitarian principles - independence, neutrality, non-discrimination, free and direct access to victims,
professionalism, and transparency - has been part of its identity for more than 40 years. Its mission is to save
lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during
and after emergency situations linked to conflicts or natural disasters. Action contre la Faim focuses its actions
on 5 main areas of expertise: Nutrition and Health – Mental Health and Care Practices, Gender and
Protection - Food Security and Livelihoods – Water, Sanitation and Hygiene – Advocacy. In 2018, Action

Country: Zimbabwe
ACF has been working in Zimbabwe since 2002 and over the years, has been a key humanitarian actor in the
country. Since 2015, ACF has adopted an intervention strategy focused on localization and capacity
development through partnerships, in particular with two national organizations, NAZ (Nutrition Action
Zimbabwe) and AA (Africa AHEAD). ACF has increased the size of its mission in the course of last year to
adequately respond to the rising humanitarian needs.

WASH Deputy Program Manager

Responsibilities:

Mission 1: Ensure projects implementation, monitoring and reporting.


 Ensures all assessments are coordinated and conducted as is protocol per the project requirements;
 Masters perfectly his project (and related stakes, logical framework and indicators (LFA). Has got printed
copies of all projects contractual documents and ensures that his team is aware of them;
 Develops technical guidelines for the implementation of his project(s) and have them validated by the WASH
HOD;
 Plans the implementation of project’s activities in liaison with the Partner;
 Responsible for the implementation of the WASH Hardware component, providing full Bill of Quantities
(BOQs), technical guidance and oversight resulting in quality construction and materials supply;
 Ensure that all hardware project activities are in accordance with budgets and are being implemented on
schedule;
 Supervises the implementation of project’s activities using ACF tools (APR, budget follow-up…);
 Contributes to and promotes the monthly budget follow-up;
 Ensures Donors and ACF visibility on the working sites of his project(s);
 Responsible for the implementation in the working sites of the safety measures/rules for both ACF teams
(including daily hired) and the populations/public;
 Ensure that WASH activities are carried out in accordance with national and international quality, norms and
standards;
 Provide technical expertise and backstopping in designs and implementation of rehabilitation of WASH
infrastructure rehabilitation and construction;
 Implements transparency and accountability measures vis-à-vis the project beneficiaries, by making them
participate throughout the project cycle.

Mission 2: Ensure local ACF representation and coordination with other stakeholders within the
intervention area.
 Coordinates ACF’s action with other stakeholders working in the intervention area in liaison with the Partner;
 Coordinates ACF’s action with government and private authorities including attending relevant government
meetings while representing ACF;
 Supports capacity building of ACF WASH partners in the area of intervention;
 Promotes partnerships with local NGOs, including capacity building, at district/provincial/regional level;
 Organize needs assessments;
 Participate in internal and external coordination meetings;
 Participate in identifying structural, economic and other constraints and take these into account in future
programmes;
 Propose new programme directions.

Mission 3: Contribute to evaluation (internal and external) of project’s effect/impact.


 Contributes to the definition of external evaluations (opportunities, ToR…), supports external evaluators
(during their mission), and implements recommendations coming out from external evaluations;
 Ensure documentation of project progress is on-going and integrate sound M&E procedures in all aspects
of the project;
 Implements KAP surveys, as relevant, for all projects;
 Timely reporting, as per the project requirements, adhering to all deadlines, regarding all WASH activities;
 Check the progress of programmes by providing technical and analytical support through field visits;
 Participate in the analysis and approval of activity reports;
 Participate in drafting proposals and donor reports.

Mission 4: Contribute pro-actively to HR management (including national staff career plan development)
 Ensure implementation of capacity building for the teams covering environmental issues related to
construction and environmental management;
 Takes part actively in the recruitment and the training of subordinates, in cooperation with the administrator
or the logistics officer;
 Ensure safety of the teams, by strict adhering to all protocols;
 Identify training needs and evaluate the impact of team’s training.

Mission 5: Contribute to the mission’s capitalization and to ACF communication


 Ensures the compilation of all essential documents related to his project (s) and transmits them to the HOD.
The HOD will ensure that technically validated documents are further disseminated;
 Ensures a compilation of all relevant pictures of his project(s). These photos have to be transmitted to the
communication department during the end of mission debriefing period at the HQ;
 Contributes to the definition and implementation of capitalization/technical research topics;
 Contributes to the set-up of ACF WASH database in the mission;
 Ensure that databases and data analysis as well as activity indicators are followed up and harmonized on
each of the bases;
 Ensure continued assessment of the programmes’ follow-up methods and propose improvements.

Experience and Skills required:

 An Engineering Degree or equivalent in a field related to Water, Sanitation and Hygiene, or training/course
specific to WASH in humanitarian contexts (such as Bioforce Institute graduates).
 Minimum 2 years of work experience.
 Applied skills on Water, Sanitation and Hygiene projects management (public health, engineering…)
 Interpersonal skills (team management, communication, reporting, autonomy, pedagogy, planning and
organizational skills…)
