Sub: Representation With Regard To Transfer of Post to
Tiruvannamalai District - Reg

1. I was initially appointed as Consultant in the System of Ayuvedha in


Government Primary Health Centre, Perilovanpatti Village,
Thoothukudi District, in and by reference No.911/E1/2/2011 dated
25.02.2011 of the Commissioner of Indian Medicine and Homeopathy,
having been sponsored by the Professional and Executive Employment
Exchange, Chennai, (Regn. No.CHN 2014F00027816) under the
National Rural Health Mission (NRHM) Scheme in the newly
sanctioned post in G.O. Ms.No.265, Health & Family Welfare
Department dated 01.09.2009 and G.O.Ms.No.337 Health & Family
Welfare Department dated 01.12.2010. I was initially paid hiring
charges of Rs.1000/- per session of 6 hrs duration for 38 weeks (3
sessions per week). The days of working are on alternative days or
continuous in every week, which will be decided by the District Siddah
Medical Officer concerned. I joined the service on 04.03.2011. I was
thereafter transferred to Government Primary Health Centre,
Punavasal, Tiruvarur District (vide reference No. 15388/E1/2/2011
dated 22.07.2013 of the Commissioner of Indian Medicine &
Homeopathy Chennai-106). I joined duty at Government Primary
Health Centre, Punavasal, Tiruvarur District, on 20.08.2013. I was
directed to serve on diversion of duty in the District Head Quarters
Siddah Hospital, Nagapattinam, on Tuesday and Thursday every
week. I was designated as Assistant Medical Officer. Though, I have
been serving as such for the past nearly 12½ years as Part Time
Medical Officer with unblemished service records. I have not been
brought to regular Establishment and on regular time scale of pay.
2. The Government in G.O. D No.848 Health & Family Welfare (IM2/1)
Department, dated 28.8.2014 has passed orders on the basis of
proposals submitted by the Commissioner of Indian Medicine &
Homeopathy, Chennai, as follows:
“…(i) To absorb the consultants, Therapeutic Assistants and
multi-purpose workers working under the National Rural
Health Mission (NRHM) Scheme for the Yoga and
Naturopathy Life Style Clinics instead of obtaining fresh list
from the Employment Exchange on temporary basis, till the
regular candidates are recruited through the Tamil Nadu
Public Service Commission/ Medical Services Recruitment
Board, pending framing of ad-hoc Rules.

(ii) To fill up the resultant vacancies in National Rural Health


Mission with candidates sponsored through Employment
seniority by following communal rotation as done earlier.

(iii) To fill up the remaining regular vacancies in the above


Clinics in time scale of pay posts, if any, (after absorption of
the Consultants, therapeutic Assistant and Multipurpose
working under the NRHM Scheme) through Medical Services
recruitment Board as per the Employment Exchange
Seniority. …”

3. The above Government Order has come to be issued pursuant to


the announcement made by the Hon’ble Chief Minister under Rule
110 of the Legislative Assembly Rules in the Tamil Nadu Legislative
Assembly for the establishment of Yoga and Naturopathy Life Style
Clinics. In G.O.Ms.No.257 Health & Family Welfare Department
dated 05.11.2013, the Government have sanctioned a sum of
Rs.9.60 crore for the establishment of the above Clinics at all
District Headquarters Hospitals and modern Medical College
Hospitals. In all, 49 Assistant Medical Officers and 147 allied staff
in the time scale of pay have been proposed to be appointed and in
the above G.O. dated 20.8.2014, guidelines have been issued for
appointment of Assistant Medical Officers in the Clinics.
4. I am eligible to be absorbed as Assistant Medical Officer in one of
the 49 Clinics proposed to be established.
5. My husband Tr.C.Krishnamurthi is serving in Indian Postal
Department, Ministry of Communications, Government of India, in
Tirupathi Circle, Andhra Pradesh. My husband is now serving at
Alappakkam Post Office in Andhra Pradesh. My son Teja Krishna
is studying in RMK Engineering College and my daughter Pakshini
Krishna is studying in RMK Matriculation Higher Secondary
School, Kavarapettai. My mother aged 60 years has been suffering
from heart ailment. My father is suffering for a long time due to
fits. There is no other person except myself to look after my family
members as abovementioned.
6. In order to get myself relieved from the services of NRHM Wing and
to be appointed in regular Ayuvedha Wing, I am raising my request
through this representation, requesting you to transfer me to
Government Primary Health Centre at Adamangalam Puthur in
Tiruvannamalai District, so as to enable me to go to my native
place in Uthukkottai, Tiruvallur District, during weekly holidays to
look after my children who are studying there and to look after my
aged parents, who are suffering from fits and heart ailments. I am
also requesting that in view of the fact that there are no vacancies
at present in Tiruvallur District, I may be transferred to
Tiruvannamalai District considering my family circumstances and
whenever vacancy arises in Tiruvallur District and I may be
transferred to any one of the Government Primary Health Centers
in Tiruvannamalai District on preferential basis.
7. Owing to my current crisis and present location which is located far
away from my spouse and family and non-absorption to regular
establishment, I humbly request you to transfer me to
Tiruvannamalai district failing which I will be put to a great
hardship, irreparable loss and severe mental agony.

In the above circumstances I humbly request you to consider my


claim with regard to my transfer to Tiruvannamalai District and for my
regular absorption as Assistant Medical Officer, Ayurvedha and pass
suitable orders thereon within a limited time frame.
