The Indira Gandhi National Open University (IGNOU), established by an Act of
Parliament in 1985, has continuously striven to build an inclusive knowledge society through inclusive education. The university began by offering two academic programmes in 1987. Today, it serves the educational aspirations of over 4 million students in India and 36 other countries through 21 schools of studies and a network of 67 regional centers, around 3000 learner support centers and 67 overseas centers. The university offers about 490 certificate, diploma, degree and doctoral programmes, with a total strength of nearly 420 faculty members councellors from conventional institutions of higher learning professional organizations, and industry, among others. As a world leader in distance education, it has been conferred with awards of excellence by the Commonwealth of Learning (COL), Canada, several times. In January 2010, it was listed 12th in the webometric ranking of Indian universities, based on the caliber of its presence on the Internet. The University is committed to quality in teaching, research, training and extension activities, and acts as a national resource centre for expertise and infrastructure in the ODL system. The University has established the centre of Extension Education National Centre for Disability Studies and National Centre for Innovation in Distance Education, to focus on specific learner groups and enrich the distance learning system. The Distance Education Council of the university helps in regulating and maintaining the ODL system in the country. With the launch of Edusat (a satellite dedicated only to education) on 20th September, 2004 and establishment of the Inter- University Consortium, the university has ushered in a new era of technology enabled education in the country. Today, there are 134 active two-way video conferring centers. All the regional centers and high enrollment study centers have been provided with network connectivity, which had made it possible to transact interactive digital content. It encourages and funds to participation of its faculty in international conference and seminars and recognizes several international conferences too. Free of cost education is provided to all jail inmates across the country. Students seeking admission have to apply at the regional centre and after taking admission, to study centre take care till the students completes his/her study. Study centre performs different kinds of activities like induction (welcome) meeting for freshly admitted students, distribution of study material and identity cards, conducting theory and practical counseling sessions, assignment submission, evaluation and return of assignments, conducting theory, practical and entrance examination and many more. IGNOU provided its own study material to all students, which is helpful for self learning. Theory counseling sessions of IGNOU study centers, M.T.B Arts College, are generally conducted on Sunday between 9:00a.m to 3:00p.m for different programmes like MBA, MCA, BCA, BA, B.COM, BPP, M.COM, MA etc. Professors from various colleges and departments of VNSGU and SVNIT are invited from South Gujarat region to conduct theory and practical counseling sessions. Sometimes expert faculties from Bardoli, Navsari, Bharuch and Baroda are invited to conduct the counseling sessions. Practical sessions are specially arranged for the students of computer science for whom practical work is compulsory part of their studies. These sessions provide them an opportunity to improve their ability of practical implementation of theorical enhancement of their knowledge and better performances in examination. An Edusat is provided for audio visual learning. Live lectures of experts from various disciplines are broadcast from headquarters and can be received and displayed on the TV, Screen, Moreover, students sitting at study centers can also interact with the expert to solve their doubts. Round the year, IGNOU study centre remains busy in its academic activities. Dr. B.A. Parikh, former vice chancellor of Veer Narmad South Gujarat University, Surat was the first co-coordinator of the study centre. After him, Dr.P.C.Joshi, Dr.R.G.Oza, Prin. G.P.Sanadhya and Dr.B.K.Bhatt shouldered responsibility of the center as co-ordinators. M.T.B Arts College is recognized study center of Indira Gandhi National Open University which is an internationally known university of India in the field of Open University, functioning through its Regional centers and study centers across the country and in the foreign lands also. Ahmedabad Regional Center was established on 12th march, 1988. The study center was established in 1987 at M.T.B Arts College and this is the oldest center having a large number of students studying for various courses.
