VI. Narrative Report:
The Student Election Commission began posting guidelines and a timeline on the UNC
Student Election Commission Facebook page on May 27, 2022. Following this
declaration, the Filing of Certificates of Candidacy (COC) began on May 28, 2022, and
will end on May 31, 2022. However, because only few students filed their COC, the
commission agreed to grant a two-day extension. Moving ahead, June 4, 2022, was the
day set for deliberation of the candidate's qualifications if they met the conditions
outlined in the guidelines. The next day, the Commission held an orientation for the
Commissioners and officers in preparation for the upcoming election proceedings.
Furthermore, the commission listed the eligible candidates after deliberation and made
sure to organize an orientation for them. All positions are uncontested, with candidates
from the Bugkos Party and the councils of the Colleges of Nursing and Criminal Justice
Education running as independents.
As part of the election event calendar, the validation of campaign materials began on
June 7, 2022, and continued until June 9, 2022. Before posting on social media
platforms, these should be verified by the Commission, specifically the Chairman.
Through the SEC's Facebook page, the election updates continue by publishing a
teaser, informative posters, advertising programs, and so on to generate publicity
among college students, which may aid in motivating them to vote and informing them
about the voting system and the entire election period.
The campaign period was held from June 9, 2022-June 15, 2022, through their personal
Facebook accounts, and Facebook pages. The candidates also maximize the use of
Google Meet to conduct the campaign per department.
The commission organized one of the most crucial aspects during the election period,
the Miting De Avance entitled "Kamalayan," which was a brand-new experience for
everyone because it was done face-to-face. As an alternative to debates, there are
panel interviews and fast talk segments since it was uncontested.
Finally, the day for voting was June 16, 2022 - June 17, 2022, and students may vote
online or onsite. The commission and voters suffered UVote system glitches and issues
on the first day, causing the election to be delayed. The next day, presumably the end
of the election, the Commission received a low election turnout, prompting the
Commission to declare a one-day extension of the election date after consulting with the
Adviser and the Office of Student Affairs. But still, the College of Teacher Education and
College of Engineering did not meet the 50 percent Plus 1 policy on the final date of the
regular election.
Following the announcement of Failure of Election to the following departments, the
commission convened and designed a new timeframe for the Special Election led by the
new Chairman of the Commission. The Special Election was officially announced on
June 24, 2022, followed by the conduct of orientation to the departments' interested
candidates and the posting of the special election timeline on the same day.
Everything that happened during the regular election should transpire again at the
special election. However, the period for each occurrence was limited, and the Miting de
Avance was held online. The best part is that the Commission are more proactive in
dealing with concerns that may arise during the special election, particularly
technological issues. SEC worked with the ICT Team to improve the system, and
executed a dry run and evaluated the UVote. On the other end, to increase student
participation, the commission sent out a mass email and text message to all of the EA
and Educ students for three consecutive days.
We declared the victors at the College of Teacher Education at the end of the special
election period since there was opposition running as an independent candidate. In the
instance of the College of Engineering and Architecture, low voter turnout continues to
result in election failure.
VII. SWOT Analysis of the Event
Strength. First, the Student Election Commission proclaimed the newly official elected
leaders of the University Student Government and the majority of the councils. Despite
problems throughout the elections, the Commission effectively administers the 2022
USG election. Following that, the Commission demonstrates a commitment to service
by continuing to fulfill its tasks and listening to constructive pointers that will aid in the
execution of a successful election. Furthermore, this occurrence served as a wake-up
call to aspects that needed to be improved in the Commission's administration system.
Weakness: Several critical issues need to be addressed in the annual election. The
Commission's foundation is weak, which is generating delays in the election preparation
phase. Furthermore, the UVote technology is likely to be overwhelmed by the number of
college students, resulting in problems and difficulties during the Regular Election.
Opportunities. The USG election provides officers with vital exposure that can help
them strengthen their leadership and flexibility. Furthermore, because the voting system
is technologically based and built by our very own ICT team, it may be improved,
resulting in a more smooth and more efficient voting system.
Threats: First, there is the issue of student election involvement. Few students are
engaged in student government, and even fewer participate in voting. Furthermore,
while the UVote might make voting more convenient, malfunctions can present critical
issues during the election.
