ACTIVITY DESIGN

SAN VICENTE YOUTH CONVERGENCE: BRIDGING DISTANCES CELEBRATING COMMON TRADITIONS

I. RATIONALE

The Annual Town Fiesta of San Vicente is celebrated on the 28 th and the 29th of April in honour of
the Great patron Saint of the Municipality; Saint Vincent Ferrer.

In order to facilitate youth engagement during this celebration the Municipal SK Federation have
prepared a 3-day set of activities which will help foster Youth linkages within the local community. These
activities aims to develop the connection of the Youth of San Vicente with and among the Local Sectors
such as but not limited to Women’s Organization, Farmer’s Organization and the likes as well as the local
public allowing for a hands-on learning experience that can help in the holistic development of the youth.

II. OBJECTIVES

Generally, these activities aim to develop youth connection within the local community and to help the
youth realize the importance of their engagement in making a better society for everyone.

Specifically, at the end of these activities, participants should be able to:

 Participate in Youth Development activities


 Attend in an Anti-illegal Drug Abuse Symposium
 Attend in First Aid Training
 Build Community linkages, and;
 Perform Cultural Activities during the Youth Night of Talents

IV. METHODOLOGY:

This event shall utilize the following methodologies to accommodate differences of the series of
activities that is going to be conducted;

A. Planning and Preparation

In order to execute an effective activity, the federation shall plan and prepare for it. A close
coordination with the Local Youth Development office shall be observed. Regular meetings to
address the agendas such as but not limited to budget preparation and committee assignment for
the upcoming event will also be conducted.

B. Committee Assignment

Accommodating such activities is a big challenge, in order to provide proficient services to the
participants; different committees were created and were assigned to designated committee
chairperson.

V. ACTIVITY MANAGEMENT AND PARTICIPANTS

The activity shall be managed the Pambayang Pederasyon ng mga Sangguniang Kabataan of San Vicente
in close coordination with the Local Youth Development Office, DILG Municipal Office of San Vicente, and the
LGU San Vicente, Northern Samar.

Participants of the event includes:

1. SK Officials per barangay


2. KK members per barangay
3. Event Staff/Secretariat
4. General Public

Responsible for the planning and development of the event. Tasks include route planning,
logistics, Public Relations and the likes.

Responsible for the supervision and order of the games and competitions. Tasks include
maintaining order and safety during the games and competitions, managing and tabulating
scores, and maintaining observance of fair play and sportsmanship.

Responsible for the preparation, crafting and release of invitations. Tasks include preparing

Responsible for the planning of the budgetary requirements of the event. Tasks include
preparing financial documents such as but not limited to; Obligation request/s, Disbursement
Voucher/s, Purchase requests, and Liquidation reports.

Responsible for record keeping. Tasks include writing letters, keeping records of participants,
creating journals, and writing post-activity reports.

Responsible for stage beautification and decoration. Tasks include skirting, stage preparation,
tables and chairs arrangement, food preparation and other likely tasks.

Mechanics and Qualifications

Cooking Completion

Qualifications:

• Must be 15-30 years old


• A bonafide resident from any of the Barangays in San Vicente

Important notes to consider:


• The representatives from each Barangays must bring their own cooking ingredients and equipment
such as but not limited to; stove, pans, ladles etc.
• The representatives must cook a meal using products found only in the Municipality.
• Must wear proper attires during the competition.

The output will be judged according to the following criteria:

Taste: 50%
Originality: 30%
Presentation: 20%

Boat Racing: Bangcarera

Qualifications:
• Engine: 16 Hp
• De-kasko
• Boat must be registered and must have a mayor's permit
• Operators must be a bonafide resident of San Vicente.

Laro ng Lahi

Like the traditional way, participants must form a group of at least 5 members and they will battle to
win the title.

The following laro will be competed upon:


- Longest Line
- Sack Race
- Pig Hunting

Solo Singing Competition

A SOLO category singing contest for the Youth of San Vicente. One representative from each of the 7
Barangays of the Municipality will duel to win the title.

They will be judge using the rubric of criteria below

Folk Dance Competition

Representatives from each Barangays must be composed of 5 members minimum and 10 members
maximum. They must prepare a folk dance performance which will be judged as follows:

•Choreography: 40%
•Costume: 30%
•Harmony: 20%
• Audience Impact: 10%

Amazing Race
Representative teams from the 7 Barangays will race to win. During the race, they must overcome 8
different challenges which will be placed on different stations scattered throughout the poblacion of
Destacado Island. Stamps will be given to the teams after they have completed the challenge in every
stations.

Below are the following stations and its corresponding challenges;

1. STATION 1: Pass the Balloon


- Team members must pass 10 balloons using only their knees, if the balloon falls or pops they must
do it all over again from the beginning.

2. STATION 2: Bridge of Sorrow


- Team members must pass through a faux bridge with fake thumbtacks. This is to challenge their
trust towards the organizers. If they fail to accomplish the challenge they will not receive the stamp
that need to win.

3. STATION 3: First Aid Test


- Team members must pass a first aid test which will be given in accordance to the concluded First
Aid Training which will be conducted before the amazing race activity. They will only be given three
trials to accomplish the challenge. Failure to pass the challenge means that the team will not receive
the stamp.

with the MDRRMO.

4. STATION 4: ENERGY SOURCING


- Teams members will be asked to spit in a paper cup, afterwards they will be challenged to drink
from the cup but instead of the saliva of the team members, egg whites will be used for the
challenges. Failure to pass the challenge means that the team will not receive the stamp.

5. STATION 5: ADAC Quiz


- Teams will answer a quiz regarding anti-illegal drugs abuse prepared by the PNP San Vicente. They
must acquire a passing score in order to receive the stamp.

Person Responsible: Bonie Baybayon and his team members in close coordination with the PNP San
Vicente.

6. STATION 6: TIN TOWERS


- Teams will be challenged to build a 10 meters tower that is resistance to outside conditions such as
the wind for 1 minute using only FOIL wrappers. Failure to pass the challenge means that the team
will not receive the stamp.

7. STATION 7: THREE-LEGGED RACE


- Teams members will be paired by twos and their legs will be tied; they will then be challenged to
accomplish an obstacle course. All pairs must pass through the obstacle course to complete the
challenge. Failure to pass the challenge means that the team will not receive the stamp.

8. STATION 8: AMBI ANG CUPS


- Teams members will be challenged to fill a bucket with 1 litter of water that they source from the
other side of the area using only cups with holes in it. Failure to pass the challenge means that the
team will not receive the stamp.

The first team to accomplish all of the stamps will be deemed as the winner, succeeding completers will
be the 1st runner up, 2nd runner up and 3rd runner up.

Color Run: Traffic Management Plan


To kick start the 3-day Pagbagat Youth Convergence with the theme “BRIDGING DISTANCES
CELEBRATING COMMON TRADITIONS” a color run will be held in the Municipal Poblacion, Destacado island,
San Vicente, Northern Samar.

Participants include;
- The Youth
- Teachers
- LGU Personnel
- Elected Officials
- LDYC and;

In order to manage the flow of the said event, a traffic management plan will be utilized. Below is the Proposed
Traffic Flow Plan.

Contingency and Crisis Management

Event Risk Assessment Team (ERAT)


The assigned ERATs for the 1 st Pagbagat Youth Convergence is consist of PPSK of san Vicente,
the Local Youth Development office, law enforcement personnel or the PNP, emergency responders
(MDRRMO, and medical personnel (RHU) that responds to particular occurrence of risks. The Head of
this team is from the Local Youth Development Office namely; Sir Bonie T. Baybayon who holds all of
the contact information of the team members, in case of emergency it is his duties to contact the
appropriate team member to respond to the incident.

Responsibilities
 Risk Assessment: The primary role of an ERAT is to assess the potential risks associated with an
event. This includes identifying potential hazards, security threats, health and safety concerns,
and other factors that could impact the event.
 Mitigation Planning: Once risks are identified, the team develops strategies and plans to
mitigate these risks. This may involve enhancing security measures, implementing safety
protocols, and coordinating emergency response procedures.
 Communication: ERATs are responsible for establishing clear communication channels among
team members and with event organizers. They often work closely with event organizers to
ensure that risk mitigation measures are implemented effectively.
 Emergency Response: In the event of an emergency or crisis during the event, the ERAT may be
tasked with coordinating emergency response efforts, such as medical assistance, evacuation
plans, or security interventions.

Risk Mitigation Strategies

 Low probability-low impact– Risks are low & can easily be solved and may sometimes be
ignored.
 High probability-Low impact– Risks are moderate. If things happen, the risk management team
can cope with them & move on. Nonetheless, efforts should be made to reduce likelihood of
occurrence
 Low probability-High impact– Risks are high if they do occur, but are very unlikely to happen.
Nonetheless, efforts must be made to reduce the impact they will cause if they occur. Contingency
plans must be in place. Even though the probability is low, when a high impact event comes
along, the impact is significant.
 High probability-High impact– Risks are critical. These are top priorities & must be attended to
immediately.

Risk Prioritization
High-impact and high-probability risks are always on top of the priority list and actions must be
implemented in occurrence of these risks.

Contingency Plan
For each high-priority risk, the following step-by-step instructions on how to respond if the risk
materializes will be executed.

1. Activate the Emergency Response Team


Immediately inform the designated emergency response team or point person about the risk.
2. Ensure Safety
The safety of attendees, staff, and performers is the top priority. If necessary, initiate an evacuation or
shelter-in-place procedure.
Public address systems or other communication channels will be used to relay safety instructions.
3. Contact Relevant Authorities
If the risk involves public safety or requires external assistance (such as, fire, medical emergencies,
security threats), Contact the appropriate authorities (police, fire department, medical services).
4. Communication
Keep attendees and staff informed through regular and clear communication channels. Provide updates
on the situation, safety measures, and any changes to the event schedule.
A spokesperson will be designated to address the media and provide accurate information.
5. Attend to Medical Emergencies
If there are injuries or medical emergencies, provide immediate medical assistance. The medical
personnel will be on hand or can be quickly summoned.
6. Coordinate with Venue and Local Authorities
Collaborate closely with the venue management and local authorities to ensure a coordinated response.
Their guidance and instructions will be followed, as they may have expertise and resources to manage
certain risks.
7. Document the Incident
Someone will be assigned to document the incident, including the timeline of events, actions taken, and
individuals involved.
This documentation is crucial for post-event analysis and potential insurance claims.
8. Re-evaluate the Situation
The situation will continuously be assessed to determine if the risk is evolving or if additional measures
are needed.
Adjust the response plan as necessary based on real-time information.
9. Recovery Phase
Once the immediate risk is mitigated, focus on the recovery phase. This may involve resuming the event,
providing support to affected individuals, and addressing any logistical issues that arose during the
incident.
10. Post-Incident Evaluation
After the event, a thorough post-incident evaluation will be conducted to assess the effectiveness of the
response and identify areas for improvement in the contingency plan.
11. Communications after the Event
Maintain communication with attendees and stakeholders to provide updates on the event's status and
any follow-up actions that may be necessary.

VI. DURATION AND VENUE

The activity will be conducted on a three (3) day schedule on April 25-27, 2024 at San Vicente Covered
Court, San Vicente Northern Samar.

A total amount of Two hundred Thirty Thousand Pesos (Php 230,000.00) will be allocated for the
activity charged to Youth Development Fund to cover the meals, supplies/materials and equipment,
documentation and other related contingencies.
