Directorate LESCO Service Rules

1. Preamble
These rules are being promulgated for employment in the IT Directorate in accordance with
the Contract Employment Policy.The proposed restructuring will transform IT directorate
role from conventional billing operation to a modern state of the art IT department (in-house
services, development and outsourcing under cyber security compliance) with focus on
services delivery.
In this regard, a proposed structure modifies existing 25+57* IT professionals (officer grade)
to 85 IT professionals whereas existing positions are also re-designated with the industry
specific standards and hiring of new employees on contractual basis.
*57 Positions were proposed and approved by the BOD in 2018 in its 198th meeting dated
19.10.2018 circulated vide comp. sec. LESCO letter # LESCO/CS/E-M-198-BOD/413 dated
12.12.2018. It is pertinent to mention here that the same structure was not operationalized.

2. Title
These rules shall be called IT Directorate (Service) Rules and hereinafter, in shorter
form, as the (“Service Rules”).
3. Major Functions
a. Network & Infrastructure:
This multifaceted task involves not only establishing the network architecture
but also ensuring its security through meticulous configuration. From the
installation and configuration of essential components such as infrastructure,
hardware, routers, switches, storage, and firewalls to the oversight of WAN
and LAN connections, as well as the implementation and maintenance of
critical elements like IDS/IPS, VPN Gateways, and Load Balancing, the role
demands a comprehensive approach. In addition to these foundational aspects,
there is a vital need to develop and execute a robust Disaster Recovery (DR)
plan, safeguarding the organization against potential disruptions. The goal is to
guarantee a seamless and reliable connectivity framework, underscoring the
importance of continuous efforts in maintaining a resilient and efficient
network infrastructure.
b. Governance, Risk Compliance (GRC) & Security:
GRC function will help to ensure strict adherence to cyber security regulations
and standards, such as those outlined by NEPRA/NEP or as promulgated by
the Govt. from time to time. GRC function will further help to meticulously
craft comprehensive policies and procedures to provide a robust framework
for cyber security. Implementation of rigorous quality assurance (QA)

standards and ensuring the highest standards of security are maintained.


Regular assessments are conducted to gauge the effectiveness of our cyber
security program, and recommendations for improvements. Additionally,
conduct enterprise risk assessments to identify and mitigate potential
vulnerabilities, fostering a proactive and resilient cyber security across
LESCO.
c. Enterprise Resource Planning (ERP):
The Enterprise Resource Planning (ERP) department will primarily be
responsible for streamlining the processes and integrating various functions of
HR, material management, inventory control and financial management into a
single cohesive system.
d. MIS/SIBS:
To conduct and oversee the billing operations, including the implementation
of tariffs and meticulous handling of cash transactions. This involves the
receipt, posting, and monitoring of cash scrolls, ensuring daily reconciliation
from various collection channels. Resolving problems and issues encountered
by these channels. Additionally, the department plays a pivotal role in
overseeing I.T procurement and managing the website. To maintain
transparency and efficiency, the team diligently prepares reports as required
by the Ministry and management, contributing to the smooth functioning of
financial and technological processes.
e. Advanced Metering Infrastructure (AMI):
The Directorate shall work independently, to achieve the targets in accordance
with the Job Descriptions as shall be detailed in these Service Rules or in
contract of appointment (“Employment Contract”).
4. Period of Contract
The employment in IT Directorate of LESCO shall through distinctly service
structure, as detailed hereunder:
a. The recruitment shall be on contract whose initial probationary period shall be
six (6) months. The length of service for purposes of elevation shall be
calculated after completion of six months of the initial recruitment and then
will be counted overall.
b. Unless removed, terminated or an employee resign, the contract shall continue
to exist and shall ipso facto lapse once the employee has reached the age of
sixty (60) years.

5. Organization
The IT Directorate shall be led by the Director General / Chief Information
Technology Officer (CITO) and consists of the Managers, Deputy Managers/Team
Leads, Senior Data Base Administrators, System Application Administrators,
Developers, Functional Consultants, Data Base Administrators and Assistant
Managers. They shall be allocated Scales as shown below, along with the comparable
posts in LESCO (for understanding only),

6. Types of Employment in IT Directorate of LESCO


Currently, there are four types of employees working in IT Directorate of LESCO
herein after shall be called “internal employees”:
1. “Regular Employee” means a person appointed on regular basis under Govt.
pay scale to a post in the company to do any work and eligible for pension as
per company/Govt. rules.
2. “Contract Employee” means a person appointed on contract basis under
Govt. pay scale to a post in the company to do any work but not eligible for
pension as per company/Govt. rules till his services are regularized.
3. “Lumpsum package Employee” means a person appointed on contract basis
to a post in the company on lumpsum package to do any work but not eligible
for pension neither his services are regularized at any stage.
4. “3rd party employees”, who are not on the payroll of the company, but their
services, have been engaged by the company from a vendor after its
procurement as per PPRA Rules, having minimum two years of consecutive
service with LESCO.

7. Recruitment / Promotion Rules:


For the purpose of recruitment and promotion of the employees working in IT
Directorate, following quotas and criteria shall be observed:

*All recruitment will be contractual (Open contract) i.e non pensionable and not leading to
regularization at any stage and on lump sum pay package.
**Internal employees who are selected against direct recruitment quota / open merit are required to
resign/retire from previous service in LESCO. In case of retirement, the employees are entitled for
retiring benefits as per prevailing rules.
8. Organogram
The positions in the IT Directorate, along with the internal reporting lines, shall be in
accordance with the organogram which is given as Annexure-I. The DG (IT)/CITO
shall be reporting to the Chief Executive Officer LESCO.

9. Creation/abolition of positions
The IT Directorate shall be independent of all other formations of LESCO wherein
any further creation or abolition of the positions as required by DG IT shall be made
with the approval of the Board of Directors (BOD) LESCO on the justified
recommendations of CEO through HR Directorate.
10. Support Staff
The support staff, including the peon, office assistant, personal assistant etc. of the IT
Directorate shall be provided by the HR Directorate of LESCO from amongst the
general employees on whom these Service Rules shall not apply.
11. Principles for Induction/ Recruitment

a. The recruitment shall be made in strict compliance of these Service Rules and
applicable provisions of the law.
b. The recruitment shall be made on basis of the Job Profiles as well as such
other conditions as may be prescribed, from time to time.
c. For direct recruitment, the positions shall be advertised in newspaper having
nationwide circulation besides the websites of the LESCO/ National Job
Portal. The advertisement shall prescribe all relevant details and shall not have
any discriminatory criteria or unlawful requirement.
12. Selection Process
a. The selection of appropriate incumbent for each of the prescribed Position
shall be made after assessment and interview, which shall be as follows:
i. For selection in a BPS-17 (S-4) Position, the selection shall be based
on written assessment (to be conducted by 3rd party)& interview.
An objective type written test shall be conducted by testing agency as
per following breakup: -
Weight of Assessment of Job Specific Knowledge = 50%
Weight of general IT Knowledge = 30%
General Knowledge = 10%
Current Affairs = 10%

For Masters or Equivalent (16-years of education) Degrees

ii. For induction/ selection in a BPS-20(S-1), BPS-19(S-2) and BPS-18
(S-3)Positions, the selection shall be based on assessment through
interview only.
b. The process for recruitment/selection shall be conducted by the Selection
Committee, to be constituted by the Chief Executive Officer with concurrence
of the HR Committee of the BOD LESCO.
c. The merit lists shall be prepared on the basis of following criteria:

For BPS-17 (S-4):


Academic qualifications = 40%
Written Test = 40%
Interview = 20%
For BPS-18 (S-3), BPS-19 (S-2) & BPS-20 (S-1):
Relevant Education = 15%
Relevant Experience (Core knowledge & professional skills) =55%
Leadership Skills Personality Traits by interview assessment = 30%
d. Notwithstanding the above, LESCO may opt for outsourcing of the
recruitment process through a human resource consultant firm duly selected in
accordance with the directions of the BOD LESCO.
13. Monthly Compensation & Benefits (Perks)
a. The employee of the IT Directorate shall be entitled to the Perks, including the
salary and other benefits, which are within the range fixed/ re-fixed by the HR
Committee of the BOD LESCO and detailed in Annexure-II of these Service
Rules.
b. The Perks shall be fixed on the basis of Job Profile and market based
competitive packages.
14. Job Profiles
Job Profiles which include prescribed qualifications, experience and job descriptions
for each of the position shall be in accordance with Annexure– III.

15. Performance
a. Performance of each employee of IT Directorate shall be assessed on basis of
the Job Description (those shall be provided as integral part of the
“Employment Contract”) and the Key Performance Indicators (KPIs).
b. The KPIs may be revised, from time to time, in consultation with the line
management under supervision of the DG (IT). The KPIs shall be kept
SMART i.e., specific, measurable, achievable, realistic and time bound.
c. The Performance of each employee shall be evaluated annually on the basis of
achievements against certain goals as reflected in their KPIs. The DG (IT)
shall make sure completion of the Performance Evaluation Report (PER) of
each employee as per LESCO policy.
d. The PER of DG (IT) shall be reviewed by HR Committee against the agreed
performances standards/ bench marks.
e. The PER of all other officers will be evaluated as per prevailing rules.
16. Performance Based Increment (PBI)
Performance Based Increments to the employees on lump sum package will be
awarded based on performance rating, based on numbers earned for meeting with the
KPIs as prevailing rules.
17. Confidentiality
a. Employees are supposed to ensure confidentiality of the information &
process.
b. In case of breach of confidentiality, LESCO shall be in rights to terminate the
Employment Contract and recover damages for the loss it assesses or initiate
any other legal proceedings.
18. Damages
For a breach of the preceding clauses or any other provision of the Employment
Contract, LESCO shall be entitled to recover damages equivalent to the actual loss.
19. Amendment/Interpretation
Any interpretation of these rules will be explained by HR Directorate and amendment
in the rules shall be incorporated after approval of the BODs.
20. Notification
These Service Rules, along with any amendment thereto, shall be notified to every
employee of the IT Directorate at the time of joining.

Compensation & Benefits
1. Monthly Salaryisfixed on the basis of competitive market package to ensure
the availability of best of the best to LESCO.
2. Perks are calculated after considering that there would be neither pension nor
allowance (except those expressly given) including housing facility etc.; but it
subsumes all the allowances admissible for the position.
3. Calculation of Perks is based on assumption that these would be long term
contract and that employees should be treated in light of the service & labor
standards adopted by the government and wherever feasible (for purposes of
calculation) their status should be similar to regular.
4. The Board of Directors or, if authorized, the HR Committee, may fix the
package of each scale for the employees hired on lump sum package. An
indicative chart, showing minimum slab, is given below for consideration,
however, maximum side can be negotiable at the time of induction of the
incumbent based on his qualification, skills LESCO needs and last drawn
salary from previous employer.
