MINUTES OF THE REGULAR SESSION OF THE SANGGUNIANG BARANGAY


MEMBERS OF RICARTE SUR, DIFFUN, QUIRINO HELD ON April 19, 2024, AT
THE RICARTE SUR SESSION HALL.

The session started at 8:40 am.

The presiding officer declared the presence of the quorum.

Kagawad Evelyn Qeutulio led the prayer followed by singing the National Anthem
conducted by Barangay Kagawad wendy F. Lopez.

AGENDA:
1. To discuss the payment of Mutual Aid.
2. Financial Share for the Provincial meet in the Municipality of Diffun, Province
of Quriino:

The following agenda are the issues and concerns that the Sanguniang barangay
discussed and tackled for today’s 2nd regular session April 19, 2024.

1. To discuss the payment of Mutual Aid.


According to Mendez (2022) In order to satisfy our neighbors' urgent
needs, mutual aid builds networks of compassion and generosity. Along with
addressing the underlying roots of the problems we confront, it also calls for
radical transformation.
Concerns: we need to pay urgent the Mutual Aid
Solution: two Hundred pesos only (200) would be deducted to
barangay officials Honorarium of the month of April.

2. Financial Share for the Provincial meet in the Municipality of Diffun, Province of
Quriino:
Concern:
It is said that the Sanguaniang kabataan will shoulder the Share for
the provincial meet 2024
Solution/resolved:
That the barangay Sanguniang kabataan Chairman already paid the
said contribution amount with a total of Four Thousand and fifty-one
centavos pesos only (4, 000. 51).

3. To tackled the upcoming training of Barangay Tanod


The preceding paragraph presented the discussion of barangay councils about
the upcoming training of barangay tanod.
a) The training is expected to happen at the end of the month of MAY
2024
b) Preparation: The barangay council will notify there barangay tanod
ahead of the time and/or before the training.
c) They are all required to attend including some of the barangay kagawad.
d) The barangay Secretary as much as possible to attend training as an
observant to create other mitigation plan and or to have an accurate
file/records on the duty and responsibility of the concerned Baranagay
tanod.
4. Disaster Risk Reduction Council Planning
The preceding paragraph/information presented the discussion of barangay
council with the lead of Barangay Secretary and Barangay treasurer about the
Training of Disaster Risk Reduction Planning on April 17, 2024 at Desadeco
function hall.
a) Provided copy for the MDRRMC and discussed the discussion for the
April, 17 training at DESADECO with a theme Disaster Risk
Reduction Council Planning.

RESPONSIBILITIES AND ACTIVITIES OF THE BDRRMC


The Barangay Disaster Risk Reduction Management Committee
(BDRRMC), under the Barangay Development Council (BDC), is tasked to
do the following responsibilities, without bias (Alertandready.ph
sumarrization):
 Set the overall direction, development, reform and coordination of the
barangay’s programs on Disaster Risk Reduction and Management
(DRRM);

 Ensure that all programs, design, and coordination work in the Disaster
Risk Reduction Management (DRRM) adheres to the rules and
regulations of the National Disaster Risk Reduction and Management
Council (NDRRMC);
 Manage and support risk assessment at contingency planning activities;
 Gather local information related to natural hazards or risks,
vulnerabilities or weaknesses, and develop and maintain risk maps in
the barangay;
 Organize and conduct training and orientations related to DRRM to
members of the community;
 Assign a Focal Person per thematic area (prevention and mitigation,
preparedness, response and recovery and rehabilitation), who will
ensure that all approved programs and activities are duly implemented;
 Ensure that there is a representative from the Barangay Council for the
Protection of Children (BCPC), as well as a focal point for the
barangay violence against women and children desk; 8. Conduct and
implement a comprehensive and unified local plan, based on the
instructions of the NDRRMC;
 Develop and submit the Barangay Disaster Risk Reduction and
Management Plan (BDRRMP) to the Sangguniang Barangay, through
the Barangay Development Council (BDC).
 Prepare and submit the annual budget of the BDRRMP and
programming of the BDRRM Fund to the Sangguniang Barangay,
through the BDC; and
 Ensure that all used and damaged supplies are replenished or replaced
in preparation for any impending calamity or emergency.
 Organize, train and strengthen the capacities of emergency response
teams and volunteers;
 Organize, train and strengthen the capacities of Barangay Health
Emergency Response Teams (BHERTs), which are comprised of:
Executive Officer, Barangay Tanod, and two
 Barangay Health Workers (it is preferred that at least one of them is a
nurse o midwife) for every 5,000 persons in the barangay;
 In the event of a health emergency (epidemic/pandemic), the following
shall be the responsibilities of the BDRRMC, according to Section
VIII, Letter G of JMC 2020-01 of the DILG, DOH, NEDA at DICT:
 a. Ensure that residents have a Philhealth Identification Number;
 b. Conduct community programs or activities related to prevention,
monitoring and first-line response;
 c. Partner with NGOs, CSOs, and other institutions in the
implementation of appropriate and approved strategies to control
and contain the epidemic/pandemic; and
 d. Support the following activities:
 i. Implement preventive measures through the BHERTs
 ii. First response to be led by the BHERTs
 iii. Assist in the conduct of contact tracing, as assigned by
the City or Municipal Health Officer; and iv. Assist in
transporting patients. e. Other activities and tasks stated in
the JMC.
5. Resolution for poultry farming
RESOLUTION THAT THE SAID POULTRY PROJECT OF THE CARNO IN PUROK 1,
BARANGAY RICARTE SUR, DIFFUN, DOES NOT OBSTRUCT THE INTEREST AND
WELFARE OF THE BARANGAY COMMUNITY.

Concerns and the solution:

a) Who sponsored the said project of the Carino?


According from what Ms. Folariano stated during her visit to
the barangay she said that the project was sponsored and
funded by the Magnolia Incorporation.
b) Sanitation issue
Agreed upon by the branagay council that once the project
become the source of health issues due to not properly taken care off. The
barangay council of Ricate Sur, Diffun, Quirino will take a proper
action to address the concern. And once the concerned issue was not
address properly. The barangay Council of any administrative will have
the power to close the said business since it threatens the welfare of the
people.
c) Pest and other insects concern.
It is agreed upon by the barangay council of Ricarte Sur, Diffun,
Quirino that creating an agreement with the owner to always checked
and monitor the cleanliness and sanitation of there area to avoid
infestation.
d) Is it a big project or small?
The barangay council is not yet inform if how big or how small the
project is, however a proper talk would be follow to address the
said concern, since the sponsor of this project is Magnolia, the
barangay council is afraid of the possibility that the said project will
affect the framers in its surroundings.
e) Does the location of the project appropriate?
The location of the project is in Purok 1 and the area located for
the project is far from many residents since the nearest neighbor
more or less one thousand meter
f) Who will monitor the project to avoid infestation and secure its
sanitation?
It is agreed upon by the barangay council that the committee on health
and sanitation together with other barangay kagawad on duty to
monitor, assess, and evaluate every month the said project.
g) Votation
Disagreed:
It is seen that Kagawad Julita Pallay the Comiittee of
Education does not agree to allow the project for its
manifestation her concerns are about, health
issues, infestation, and the owner of the said
project is not a bonafide resident of Ricarte Sur,
Diffun, Quirino
Agreed:
The rest of the committee together with the IPMR and SK
Chairman agreed for the manifestation of the said project
of Carino. According to Kagawad Bauzon, that the creation
of this project is highly beneficial to the community and
proper agreement should be made to restrict other concerns
and issues that might arise during the operation of the said
project.
h) Notice of appearance

The barangay council will set another date together with


the concern party to discussed the agreement and
settle the responsibilities of the owner of the said
project as well as to settle the mitigation of barangay
council to monitor the said project.
6. Readings and Approval of the other Barangay Resolution
a) Resolution Respectfully Requesting To The Office Of Hon. Midy N.
Cua, Congresswomen Of Lone District Of Quirino, And Hon. Dakila
Carlo E. Cua The Governor Of Quirino Province, To Allocate Fund For
The 600 Meters Road Concreting In Purok 7, Ricarte Sur, Diffun,
Quirino.

b) Resolution Respectfully Requesting To The Office Of Hon. Midy N.


Cua, Congresswomen Of Lone District Of Quirino, And Hon. Dakila
Carlo E. Cua The Governor Of Quirino Province, To Allocate Fund
For The 600 Meters Road Concreting In Purok 4, Ricarte Sur, Diffun,
Quirino.

c) Resolution Respectfully Requesting To The Office Of Hon. Dakila


Carlo E. Cua The Governor Of Quirino Province, To Allocate Fund
With A Total Amount Of Thirty Thousand Pesos (30, 000) For The
Fuel, Oil Lubricant And Tires Of Ricarte Sur, Diffun, Quirino Bdrrm
(Trycycle) And L300.

d) Resolution Respectfully Requesting To The Office Of Hon. Dakila


Carlo E. Cua The Governor Of Quirino Province, To Allocate Fund
With A Total Amount Of Twenty-Five Thousand Pesos (25, 000) For
The Representation Expense Of Barangay Ricarte Sur, Diffun, Quirino.

e) Resolution Respectfully Requesting To The Office Of Hon. Dakila


Carlo E. Cua The Governor Of Quirino Province, To Allocate Fund
With A Total Amount Of Fifteen Thousand Pesos (15, 000) For The
Electricity Expense Of Barangay Ricarte Sur, Diffun, Quirino.

7. Other matters

Comelect re activation of voters account

Solution:

Each Barangay Kagawad was assigned to notify the residents under


their purok to reactivate or cancel the account of those dead residents,
OFW and other residents that is now residing in other places.

The Regular session of Barangay Ricarte Sur, Diffun, Quirino was adjourned at
exactly 11: 45 am.
