Message from the
Chief Election Commissioner of India
The National Voters’ Day (NVD) is celebrated all over the country
on January 25 every year since 2011 to mark the Foundation day
of Election Commission of India, which was established on this
day in the year 1950. The main purpose of the NVD celebration is
to encourage, facilitate and maximize enrollment, especially for
the new voters. New electors are felicitated with Electors Photo
Identity Card (EPIC) and a badge with its logo ‘Proud to be a
voter-Ready to Vote’. Dedicated to the voters of the country, the
Day is utilized to spread awareness among voters for promoting
informed and ethical participation in the electoral process through
a Pledge. SVEEP provides the celebration and efficient and
effective connect with over 95 Cr voters of the country. The annual
celebration reinforces Commission’s commitment and resolve
to make elections more and more inclusive, accessible, safe
and participative. The celebration extends to the vast expanse
of the country down to the remotest of polling station areas.
This institutionalization of the NVD makes it the largest annual
celebration of democracy in the world.
The publication ’Pledging to Vote-A Decadal Journey of the National Voters’ Day in
India’ captures a vivid account, both the pictorial and narrative, from its inception to
date. It is bound to serve as a reference document for all Stakeholders.

On the occasion of our 5th National Voters’ Day, indeed it gives me great pleasure to
congratulate all citizens, specially the newly enrolled voters, on the auspicious occasion
of s” National Voters’ Day. The National Voters’ Day is dedicated to the Constitutional
Rights of adult suffrage granted to every Indian citizen, irrespective of religion, race, caste,
community, language, region or socio-economic considerations.
First and foremost, I take this opportunity to thank all the citizens who made the Lok
Sabha Elections 2014 the biggest ever participatory exercise in the world with more than
55 crore of you turning up at the polling station to exercise your valuable franchise. The
women of India deserve a special mention, with a record breaking participation of more
than 26 crore Indian women voters of the country who cast their vote in these elections.
Citizen’s participation in democratic elections starts with the registration and gets
completed with voting on the polling day. Through consistent efforts, we have achieved an
electoral roll of around 84 crore voters following the recently concluded Roll Revision.
In our pursuit of not just greater participation but complete participation, we strive to
guarantee registration of all eligible persons and facilitate voting by all who are enrolled.
The theme for the year 2015 is Easy Registration, Easy Correction. Thus the entire
process of registration and correction of the details on the roll shall be made easier for the
citizens. I, on behalf of the Election Commission of India, urge/appeal every citizen of this
country on this day to rise to this shared responsibility. The Pledge that we all would be
taking today is a reaffirmation of our faith in ourselves, our country and our democracy.
I once again convey my best wishes to every Indian citizen on this happy occasion of

voters, on the 3rd National Voters’ Day. The National Voters’ Day is dedicated to the
Constitutional Rights of adult suffrage granted to every Indian citizen, irrespective of
religion, race, caste, community, language, region or socio- economic considerations.
Today is also a day to remember the precious gift that founders of Indian Constitution
made to the people of India by the name of Election Commission of India, 63 years ago.
The Commission has delivered credible elections to the Indian people each and every
time it was called upon to do so.
Citizen’s participation in democratic elections starts with the registration and gets
completed with voting on the polling day. Through consistent efforts, we have achieved
an electoral roll of around 76 crore voters following the recently concluded Roll Revision
exercise.
We know that a certain number of eligible people are still uncovered, unreached and
unmotivated. Our Endeavour is to ensure that everyone eligible should he enrolled and
all those enrolled should participate in the elections. Besides, this participation of citizens
needs to be informed and ethical, if we like our democracy to be meaningful. The Pledge
that we all would be taking today is a reaffirmation of our faith in ourselves, our country
and our democracy.
