Chandy’s homes, founded in 2003 by construction and business entrepreneurs, has quickly risen
to become one of Cochin's major builders. They are well-known for their quick and high-quality
construction. In Cochin's best locations, Chandy’s homes has built 129 apartment projects in
various stages of completion, including two luxury apartment complexes in Aluva and
Tripunithura. One of their primary advantages is that they carefully pick and plan their projects in a
timely manner, and they also have the capacity to comprehend consumer requirements.

General description of the organisation

The company is open Monday through Saturday and one day off in a week. Workers are only
obliged to labour between the hours of 8 a.m. and 5:00 p.m. The National and Festival Holidays
Act is in effect.

The most significant technique of construction is the order of work to be followed in the
construction of a building. Paper work, layout marking, excavation, foundation work, column
casting, wall building, lintel, roofing, plastering work, door and window installation, electrical and

plumbing installation, tile laying, painting, and other miscellaneous work are the key construction
sequences. Surveying equipment, earth excavators, dozers, vibratory rollers, tunnelling
equipment, lifting equipment, concrete mixers, concrete pumps, concrete vibrators, and other
construction equipment are used on the job site.

The total number of workers working in the organisation is 145 including project manager, safety
officers, site manager, site supervisor, electrical engineers, painters and other general labourers
etc.
Description of the area to be included in the The risk assessment will cover the entire site which includes scaffold tower, heavy
risk assessment equipment’s, storage yards, office buildings and the work site.

provide emergency first aid.

I gathered data on past risk assessments performed on site and accident records, as well as
checking the first aid registration, sickness register, audit reports, and accident reports for the
preceding year of the company. Various other sources of information, such as safety websites,
journals, and RRC and RMS instruction books, offer additional control procedures.

Moral, general legal and financial arguments for ALL actions

Moral, general legal and financial arguments Chandy's Home has a strong moral obligation to their employees' health and safety, as well as to
provide a safe working environment on the job site. Because our employees are the backbone of
our company. No one can completely protect the worksite from dangers. On the job site, there is
always a chance of anything going wrong. Employees may suffer serious injuries such as burns,
amputations, and even death as a result of the risks. The employer's role is to identify any hidden
risks on the job site, resolve them, and make the workplace safe. Employees come in order to work
safely and avoid injury. If they are injured, it has a significant impact on both employers and
employees. It also has an impact on the employee's family, friends, co-workers, and all other
employees' dependents. Which is morally unacceptable. As a result, the management's goal is to
offer a safe working environment, sufficient supervision, and adequate training for the employees.
Chandy's Home seeks to decrease workplace accidents, and employees are also responsible for
following safety procedures to avoid mishaps.

For the efficient operation of the organisation, the Chandy's Homes adhere to all national and
international laws and rules, as well as our own safety policies on the job site. If someone does not
follow the usual norms and regulations, it may result in an accident or even death. For minimising
organisational risks, the ILO provides a collection of conventions and recommended legislation. As
a result, it is important to adhere to the ILO's laws and regulations. If the regulations are broken,
enforcement proceedings and other legal penalties will be taken.

Each and every accident will have a monetary penalty attached to it. To prevent financial difficulties,
the employer must maintain the worksite safely. The financial cost is determined by the severity of
the accident and is divided into direct and indirect costs. Direct expenses such as insurance claims,
equipment damage, proportional business loss, legal fees, sick pay, and insurance excess will be
payable if an accident happens at work. Indirect costs are difficult to quantify. If an accident occurs
frequently, staff morale suffers, as does consumer goodwill, the company's brand recognition and
credibility suffer, and labour relations deteriorate.

Justification for action 1

Action Purchasing Respiratory protection equipment (RPE) such as half masks ( Hazard category-
Hazardous substances )

Specific legal arguments ● ILO Convention C148 - Working Environment (Air Pollution, Noise and Vibration)
Convention, 1977 (No.148) of Article-3 states that the term air pollution covers all air
contaminated by substances, whatever their physical state, which are harmful to health or
otherwise dangerous.
● ILO Convention C148 - Working Environment (Air Pollution, Noise and Vibration)
Convention, 1977 (No.148) of Article-9 states that as far as possible, the working
environment shall be kept free from any hazard due to air pollution, noise or vibration.
● ILO Convention C167- Safety and Health in Construction Convention, 1988 (No.167) of
Article-28 states that :
1. Where a worker is liable to be exposed to any chemical hazard to such an extent as
is liable to be dangerous to health, appropriate preventive measures shall be taken
against such exposure.
2. The preventive measures include use of personal protective equipment and
protective clothing.
The firm must adhere to the ILO's rules and regulations, and any violations of the law will result in
government enforcement action.

Learner number: Learner name: Page 24 of 31

Consideration of likelihood AND severity The likelihood of occurrence of hazard from the hazardous substance is very high. Because the
major activities in the construction site is based on the cements and that contains silica dust and
other dust and workers are not using any mask for avoiding the dust. The dust particles will
accumulate in lungs by inhalation and can cause respiratory problems. The dust will arise from the
cement and sand is unavoidable in the construction site. All the workers in the construction site will
be affected including unloading and loading workers, cement mixing workers, supervisors and
manager , safety officers will be affected. The workers are working 9 hours a day including food
breaks and Tea breaks. The cement can be inhaled by the workers in the site at least 7 hours a day
and in other hours workers are going out to eat lunch. Mainly 20 workers will be affected by the
hazardous substance hazard.

When considering the severity, 4 categories

● Minimal : Nodamages or injuries occurred in the workplace.

● Minor : Injuries can be treated by first aid and damages can be negligible.
● Major : Injury requires hospital treatment and significant damage causes buildings and
equipment.
● Catastrophic : Death may happen or irreplaceable damage to building and equipment.

Acute exposure to the cement dust and silica and other dust in the construction site can cause eye
irritation, allergies, skin disease. Chronic exposure to these dust can cause cancer mainly silica
dust will cause silicosis and it accumulates by inhalation and causing inflammation and scarring.
The accumulated particles in lungs will reduce the ability of inhaling oxygen and it will result in
kidney and lung cancer and other pulmonary disease. So we can categorise the severity of the risk
as Major to Catastrophic.

controlling the risk. This should include: I recommended purchasing and using a half mask respirator that is a rubber face piece that will fit
over the mouth and nose with canisters and it contains the filter materials. The workers who are

and
● whether you think the action will fully
control the risk. I assigned the purchase manager for the task within the time scale of 1 month. Purchase manager
needs to inform the higher authorities and the financial department will provide the source and the
purchase manager will purchase the half mask respirator.

The mask will not provide complete protection. Wearing a mask for a long period can be
uncomfortable for workers. If they remove their masks it will have a high chance of occurrence of
accident. Workers who don’t wear the mask in the site will be affected. So the action will not control
the risk fully but control the risk at its greatest extent.

Justification for action 2

Action Replace the old scaffolding materials into new scaffolding materials with planking ( Hazard
category - Work at height )

Specific legal arguments

● The Work at Height Regulations of 2005 are aimed at protecting health and harm as a
result of falls from great heights. Employers must ensure that work at heights is
well-planned and supervised by qualified personnel.
● C167 - Taking preventative and protective safety actions against dangers connected with
scaffolds is defined in the 1988 Safety and Health in Construction Convention (No.
167). All scaffolds and ladders must be built and operated in compliance with national rules
and regulations, according to Article 14.

Learner number: Learner name: Page 26 of 31

● R175 - This legislation says that every scaffold shall be properly built, constructed, and
managed to prevent failure or inadvertent displacement when correctly utilised, according
to the Safety and Health in Construction Recommendation, 1988 (No. 175).
Any violation of the law will result in legal action being taken against the firm.

Consideration of likelihood AND severity

The likelihood of an accident occurring is very high. Because the employees are operating
without protection on an outdated, partially broken scaffolding. The scaffolding's planking is
likewise quite flimsy. Two cup locks of the scaffolding's lower section standard are damaged. The
scaffolding materials have no planking so there is a high chance of people and equipment falling
from height. Workers who are working on the scaffolding, supervisors, painter, engineers,
security staff and people are working near scaffolding will be affected. The workers at
height are totally 20 and some people will work under the scaffolding if an accident occurs it will
affect the 25 workers. They are working for more than 7 hours a day at this time.

In light of justification 1, I assigned a severity range of Major to Catastrophic. Lack of expertise

and training, broken scaffolding equipment, and non-compliance with safety regulations. These
elements will make a huge impact on the accident's severity. Falling from a great height can result
in deaths, comas, shattered bones, and spinal damage, amputation etc

How effective the action is likely to be in

controlling the risk. This should include: I suggested replacing the old scaffolding materials into scaffolding materials with complete planking
because the scaffolding is partially destroyed here and the damaged portions of the scaffolding
● the intended impact of the action;
must be replaced. And it will prevent collapsing of scaffold materials The scaffolding's stability and
● justification for the timescale that you
indicated in your risk assessment; support should be improved by installing new one.Workers will experience serenity and
and contentment as a result of this. The planking will help to stand on there so the people will feel safe

control the risk.

I gave this task to the project manager within the time period of 2 months. The project manager

to the scaffolding material then the purchase officer will purchase it and workers will be installed in
an appropriate position.

The action will not fully control the risk but it will reduce the risk of falling from height so the action
will control the risk at its greatest extent.

Justification for action 3

Action Purchase one more electrical forklift for material shifting. ( Hazard category - Manual handling )

Specific legal arguments ● C 167 – health and safety in

construction
● C 148 – working environment
This law represents the fixing of weight limits in the manual handling.
● ILO C127 – maximum weight convention, 1967 – in article 3, No worker shall be forced or
authorised to manually transport a load that is likely to jeopardise his or her health or safety
due to its weight. In article 6, Suitable technological equipment should be utilised as much as
feasible to restrict or ease the manual transfer of goods.
● ILO R128 - Prior to being assigned to regular manual load transfer, each worker should get
appropriate training or education in working practices in order to protect their health and
avoid accidents. Lifting, carrying, putting down, unloading, and stacking of various sorts of
loads should be included in such training or instruction, which should be provided by
appropriately trained individuals or organisations.

Consideration of likelihood AND severity

In a construction site, manual handling is quite common. The risk of injury caused by manual
handling is likewise quite significant. Manual handling is a simple way to complete a task. The
workers are forced to lift the steel and cement packet, concrete and hollow blocks, and soil from
excavations. Only one diesel forklift and two pallet trucks are provided by the company. So, by
performing these activities by manual handling should be make Severe injuries. So, the likelihood
of manual handling accident in this site is very likely. There are 18 workers are allocated for the

loading and unloading works. They are working for more than 7 hours a day. At this time the
likelihood of an accident is very likely.Workers who work in the loading and unloading department,
general labourers. in the construction site will be affected.

As justification 1, the severity of manual handling is classified as Minor to Major. By performing

improper lifting processes will lead to the most intensive hospital care. Continuous manual
handling can result in musculoskeletal disorders, back discomfort, numbness, sprains and strains,
muscle weakness, and tissue damage, among other things

How effective the action is likely to be in All manual handling chores and accidents on the job site will be totally eliminated by purchasing an
controlling the risk. This should include: additional forklift. This device allows workers to save time and effort when conducting manual
● the intended impact of the action; handling tasks. As a result, all manual handling activities may be completed while utilising all lifting
● justification for the timescale that you equipment. As an outcome, which will assist them in remaining healthy at all times while totally
indicated in your risk assessment; avoiding any hazards.
and
● whether you think the action will fully
control the risk. Because the finest brand is chosen, purchasing new electrical forklifts will take 2 months and cost
a lot of money. One more forklift is required. As a result, the time allotted for acquiring the forklift is
ideal, and I assign the Purchase manager for this task within a time period of 2 months.

By purchasing the manual handling equipment, the severity of manual handling hazard should be
reduced after providing the lifting equipment. So the risk should also be reduced. But in some
areas workers need to unload the materials on their own without lifting equipment so the action will
not fully control the risks but it will reduce the risk at its greatest extent.

Part 4: Review, communicate and check

Suggested word counts for each section:
● Planned review date or period and reasoning for this: 50 - 100 words
● How the risk assessment findings will be communicated and who needs to know the information: 100 - 150 words
● Follow up on the risk assessment: 100 - 150 words.

Learner number: Learner name: Page 29 of 31

Planned review date/period with reasoning The most recent risk assessment took place on (04/10/2021) And, in accordance with the
company's health and safety regulations, will be conducted every 12 months. As a consequence,
on (03/10/2022), I intend to do the risk assessment and review. I will make sure that the risk
assessment mat have to be conducted before the assigned date because of the some expected
conditions such as :

● Any new machines or procedures introduced.

● If any near misses, ill-health, accidents occurred.
● If any changes in legislation or policy that the company followed.
● As a result of recommendation from the enforcement agency.

How the risk assessment findings will be I'll call a meeting with the senior officials, including managers, finance managers, purchasing
communicated AND who you need to tell managers, supervisors, and engineers, when the risk assessment is completed. Every danger, as
well as its incidence and mitigation strategies, will be covered. I'll inform the supervisor and
engineer of my observations and request that the control measures be included in the toolbox
discussion. The risk assessment's final findings will be posted on the notice board so that everyone
is aware of the company's present status. One-on-one meetings are held with each employee to
inform them on the dangers in the workplace and the controls in place to mitigate them. Workers
will be trained to manage stressful situations in the event of an emergency as part of the
programme. The results of my risk assessment and the steps available to minimise the risks are
communicated via the corporate intranet, which anybody in the organisation may access from
anywhere at any time, and I will guarantee that the information I gave is understood by the
recipients.

How you will follow up on the risk I will ensure that the required control measures are executed within the given timeframe during the
assessment to check that the actions have checking process. If I see that the activities are not achieving their deadlines, I will investigate why,
been carried out
and I will meet with the concerned person one-on-one to offer him a better understanding of the
problem. I will offer a checklist that categorises the risk as high, moderate, or low, and I will ensure
that the supervisors are correctly managing the checklist. Managers are advised to adhere to the
procedure and establish adequate planning as well. If there is still a delay in taking action, I will
