promoted by professional builders with over 40 years of experience in construction field.
The company has extensive experience in building of bridges, Airports infrastructure,
Roads, Dams, Marine Structures and Hydro Projects. Ongoing project of the company
are national highway 66 extension and Trivandrum airport renovation.

The current project I have selected for risk assessment is a highway extension in
Kazhakuttom – Attingal. In this National Highway 66 Extension, many activities are

ongoing in the site such as Excavation work, Piling work, Construction of Service road,
Construction of fly over, Drainage works, Electrical work ... Etc. In this activity they are
used equipment like Road Roller, Loaders, MEWPs, Forklifts, Backhoe Loader, Mobile
Cranes, Semi Trucks, Excavators, Tower cranes, Concrete mixers, Power tools...Etc.

The work will normally shift bases, 2 shifts are in this project 8am to 6pm and 8pm to
6am, 9hrs duty and 1hr break, Weekly six days are working, Normally Sundays and
national Holidays are off duty for workers and staffs.

Outline how the risk assessment was carried Before starting the risk assessment I got it the information from external sources like

Then I visit the worksite and visually inspect the whole worksite. After my inspection,
some good practices and some unsafe actions were noticed. Then I have interviewed
with the Project Manager and after that, I interacted with the HSE Supervisor, Site
Supervisors and finally the Workers, then I understood they have only little knowledge
about health and safety in the worksite.

However, noticed some hazards and risks at the workplace, which need to immediate
action to avoid accidents and need to put control measures against those hazards& risk.
After that my inspection in the workplace, there are already some control measures are
provided to control the risk but I find some drawbacks of those control measures and I
have decide to provide future control measures to control the hazards in the workplace.

Moral, general legal and financial RDX Private Limited has a moral duty to prevent accidents and ensure the health and
arguments safety of all workers in the work place. Workers come to work in the company to move their
lives forward in a good way, as well as to take good care of their family and dependents. At
the same time, workplace accidents and ill health issues can negatively affect the workers
life, their family members and those who around them. Mental health of worker is also a
major factor, since long-term injury or illness issues can make the worker mentally weak.
Also, if any accident occurs in that company, it affects not only the person who is in danger
but also the witness who see. This tarnishes the morality of the workers. Therefore, RDX
Project Limited has the moral duty to provide a safe work environment in the workplace.
According to the International Labour Organisation convention C155 and recommendation
R164 RDX Project Limited, have legal requirements to protect its workers. Company shall
provide the legal standards such as provide safe equipment and machineries, safe work
environment, Suitable training...Etc. In case, company failed to comply with the legal
standard may leads to enforcement action by the legal authorities or prosecution.
However, the company only partially follows the legal standards. Possible enforcement
action faces RDX Project Limited such as criminal fines, court proceedings, stop memos,
blacklisting, imprisonments...Etc. Therefore, the company has a legal responsibility to
maintain good health and safety at work site.
In case of an accident, the company RDX Project Limited will be financially affected in two

ways, Direct cost and In direct cost. There are many situations where accidents happen at
the workplace. Such as, Fall from height, Vehicle collision...Etc. In the case of direct
costs, almost all of it is covered under insurance such as medical treatment cost, Replace
or damaged equipment expenses, compensation paid to worker...Etc. In case of indirect
cost, all are Uninsured, such as company reputation, lost production time, sick pay of
injured worker, time for hiring and training new employees...Etc. To avoid these types of
costs, the company needs to maintain Health and Safety in the workplace.

Specific legal arguments As per the ILO the Article 16, Convention C167 Safety and Health in Construction
Convention,1988 (No.167) mentioned, on all construction sites vehicles, earth moving
equipment or materials-handling are used must be:-
 Safe and suitable access ways shall be provided for them,
 Traffic shall be so organised and controlled as to secure their safe operation.
As per the Preventive and protection on ILO Recommendation R175 Safety and Health in
construction recommendation 1988(No.175) mentioned:-
 The drivers and operators of vehicles and earth-moving or materials-handling
equipment should be persons trained and tested as required by national laws or
regulations.
 Adequate signaling or other control arrangements or devices should be provided.
Construct service roads and pedestrian walkways for temporary public and vehicle
movement to avoid collision between pedestrians and vehicles, it is a legal duty of the
employer. If employer not follow or implement these control measures will leads to
accidents and they will face the legal actions from the legal authorities like Huge fines,
