STEEL FOR REINFORCEMENT

1. DEFINITION

1.1 The steel bars / wire meshes, or any other steel material used to reinforce concrete
shall be within the purview of this section. All such material shall be referred to as
reinforcement or rebar. The structural steel material encased in concrete shall not
be deemed to have been included in this section.

2. REFERENCE STANDARDS

2.1. All rebar shall conform to the following. As per the Indonesian code PBI
1971 Grades U-24 or U-39
3. MATERIAL

3.1 The yield strengths of rebar shall be as follows. For U-24 : 2400 Kg/cm2 For
U-39 : 3900 Kg/cm2
3.2. When the rebar is to be supplied by the Contractor ; the Contractor shall produce a
certificate along with the laboratory test results before cutting, bending or using the
material in any way. All such certificates shall include the batch number as well as
the Contractor’s invoice number & the date of purchase or any other documentary
proof to the satisfaction of the Engineer. In case such documents are not produced,
the Contractor shall not be paid for the material.
3.3. The rebars shall be free of oil, dirt or any other undesirable material. If the rebar is
not free of the undesirable material, the Contractor shall at his own expense
arrange to clean the material by a suitable method specified by the Engineer.
3.4. The Contractor shall ensure that rebar is workable, ductile & shall not rupture
during the cutting / bending operations. If the material is not workable or is getting
damaged during cutting / bending, the Contractor shall bring it to the notice of the
Engineer, who may direct him on the further course of action.
3.5. The Contractor along with the Engineer shall inspect the material and any variation
from the nominal diameter or a variation from the standard weight / unit length
shall be noted for that particular lot. All such variations shall be recorded jointly.
In absence of such a record it will be assumed that the material is as per the
standard sizes and weights.

4. CUTTING/BENDING & PLACING THE REINFORCEMENT

4.1. The Contractor shall provide approved equipment & the necessary skilled
manpower to carry out the cutting / bending, tying & placing rebar in position as
shown on the drawings.
4.2. The rebar shall be cut & bent using a rebar cutting / bending machine as per the
lengths & numbers required by the drawing. All lengths cut shall include the
necessary allowance for bends, laps and kinks. All bending shall be done in smooth
even motion. Any bar showing signs of crack or rupture shall be rejected.

4.3. For straightening the bar cold working methods shall be used as far as possible. In
case of large diameter bars; heating of bars is allowed but only in case of mild steel
round bars. The mild steel bars heated for straightening shall not be quenched by
pouring water or by any other method. No deformed bars shall be heated for
bending and / or cutting or for any other purpose.
4.4. Rebars shall be positioned as shown in the drawing and shall be tied by 16 G, steel
annealed wire. In case of slabs or footings at least every alternate junction shall be
tied in both directions.
4.5. Laps shall be provided as follows :
Mild Steel - 50 times diameter at least.
Deformed steel - 40 times diameter. ( Preferable 50 times dia meter )
B.R.C. Mesh - 150 mm on all sides.
All such laps shall be jointly recorded before concrete is poured. All laps shall be
tied adequately with 16 G annealed steel wire. The joint record of laps shall be
used for reconciliation purpose only.
4.6. No deformed bar shall be welded to another deformed bar or a mild steel bar unless
approved by the Engineer. Welding can be carried out by using proper electrodes
specified for such welding.
4.7. When two layers of reinforcement are to be placed in concrete in the same
direction, the distance between two layers shall be maintained by using spacers,
chairs etc. The spacers shall be of at least the same diameter as the main
reinforcement. The chairs shall be such that they shall prevent any sagging of
reinforcement during construction. All such spacers, chairs etc. shall not be
measured for payment but their length and diameter shall be jointly recorded by the
Engineer & the Contractor for reconciliation. All such spacers and chairs shall be
cut from the wastage.
4.8. The cover for reinforcement shall be as under, for various elements of structures.
These shall be achieved by means of ready made cover blocks of the quality
approved by the Engineer or shall be made on site as required. Any cover blocks
damaged during placing the rebar shall be immediately replaced. All labor for
fabrication of cover blocks of all sizes and erecting them shall be in the
Contractor's scope.

4.9. The rebar detail shown on standard PECTECH drawings or other relevant
drawings shall be followed for construction joints and / or expansion joints.
Temporary supports shall be provided for reinforcement projecting from concrete
during the course of construction.
4.10. All rebar shall be cleaned with a wire brush & water before erecting the form work
for the next stage of construction.

4.11. Any sagging of rebar placed in position by the Contractor during the course of
construction shall be corrected by the Contractor as directed by the Engineer at no
extra cost to the owner.

5. STORAGE OF REBAR

5.1. Rebar shall be stored in a place protected from soil, attack from chemicals and any
other undesirable material. Excessive corrosion of rebar if noted by the Engineer,
shall result in rejecting the rebar. If any appreciable number of rebar is found to be
corroded by the Engineer due to the carelessness of Contractor, the rebars will be
treated as that of lower diameter & weight for payment but the cost of rebar shall
be deducted as per the original nominal diameter & weight.
5.2. The rebar pieces which are more than 1.0 m length but can not be used as a
reinforcement anywhere shall be separately stored and used for making spacer
bars, chairs etc. The cost of straightening if required shall be to the Contractor's
account.
5.3. The rebar pieces which are recovered from the cutting / bending machine or from
site which are 1.0 m and less than 1.0 m length shall be stored separately and shall
be returned to the owner as scrap material or shall be used as directed by the
Engineer.

6. MEASUREMENT

6.1. The rebar shall be measured and paid for on the basis of on the net weight actually
placed in accordance with the drawing or site instruction.
6.2. The progress payment for rebar shall be made for the part concreted or based on
the quantity placed in case the concreting has been delayed for no fault of the
Contractor.
6.3. No payment shall be made for laps, chairs, spacers however all such rebar lengths
shall be jointly recorded & shall be re conciliated for quantities.
6.4. The Contractor shall attach a settlement for steel reconciliation at the end of each
progress payment period in the format specified by the Engineer. If no such
statement is attached the payment for reinforcement shall be withheld.
6.5. The percentage of wastage permitted in rebar shall be discussed and at the time of
finalization of the contract. Any wastage beyond the agreed percentage shall be
back charged to the Contractor at issue price + 10% overheads charges.
6.6. All scrap generated shall be owner's property.

7. UNIT OF MEASUREMENT
Unit of measurement shall be metric tons.

8. PAYMENT
The unit price paid for reinforcement works shall be full compensation for furnishing all
labor, material, tools, equipment incidentals & for the fulfillment of work involved for
rebar work as shown on the drawings and directed by the Engineer.
