In Australia there are three levels of governments, the

federal government, state governments and local governments. All

of these levels of government are necessary. This is so for number of
reasons. First, the federal government is necessary for the big things.
They keep the economy in order and look after like defense.
Similarly, the state governments look after the middle-sized things.
For example, they look after law and order, preventing things like
vandalism in school. Finally, local government look after the small
thins. They look after things like collecting rubbish, otherwise
everyone would have disease. Thus, for the reason above, we can
conclude that the three levels of the government are necessary.

There is no best way to deal with pests in agriculture.

Pesticides which are commonly used may cause many
problems. I think combining different management operations is
the most effective way to control pests.
Firstly, the chemicals in the pesticides may build up as
residues in the environment and in the soil which absorbs the
chemicals. This reduces the quality of farm product.
Secondly, pests can gradually become resistant to
pesticides. This means that newer and stronger ones have to be
developed.
Lastly, some pesticides affect non target plants and
animals such as fish and bees. This affects the ecology and
environment as well.
So, understanding of ecology of an area helps a lot in pest
control. Pesticides should be chosen and applied carefully so
that they don’t affect the ecological balance and environment.
Therefore, integrated pest management is a safe and more
effective option to fight pest in agriculture and livestock.

I strongly believe that mobile phones are necessary. My reasons

for this belief are that these phones are convenient for business people
who travel a lot, and they are handy for emergencies.
To begin with, mobile phones are necessary in the case of
emergencies. For instance, if you fall down a set of stairs in a building
and are badly injured and can’t reach a pay phone, it is handy to have
one to use. Or, if your car breaks down in the middle of the night in a
strange neighborhood, it would be dangerous to leave it in search of a
public phone booth.
My other main reason is that mobile phones are convenient for
business people. For example, if you are out of the state or even
overseas and you have to contact a client to do some important work,
it is useful to have one to use. By using a mobile phone, important
information can be received. People can’t stay in an office all day
waiting for their phone to ring. Some people have to go and do jobs or
they will go out of business. You can even send faxes or messages and
use the internet with your mobile.
In conclusion, I believe that mobile phones have now become a
necessary part of everyday life. Instant communication will ensure
that information can be passed on with a simple press of a button.
Whether this is to do with business or personal information or
emergencies, it goes to show that they are necessary in the new
millennium.

The differences of a mobile phone and a pay phone
The necessary equipments among neighbours

Being On time
Being on time is a beautiful social ethic and one of great importance,
as it creates efficiency in system and implies respect for one another.
However, it is one the many values that is not easy for our students to learn.
Inner discipline, one that comes from an understanding of the set rules
and regulation, is the highest form behavior. Most excellent schools try to
instill this with a loving environment. Why, even adults arrive late to
meeting, work, et c. Here, we do not agree that late comers should be shut
out. They can be given warnings, most of which are enough to make them
try their best to reach the school on time latter. If this fails, invite the parent
to school.
By closing the gates, the school is behaving cruelly, to which we
prefer not to expose our children. Every school has responsibility to implant
good educational principle, but it should be in appropriate ways. Good
schools create competitive students who can organize themselves effectively
in society, so that everyone gets a quality life as a result of the ethics and
values learned for as long as 12 years.
Children are precious and dependent on the adult for guidance.
Understanding them is the key, and to this end, both parents and schools
must work hand in hand without playing the blame game.
12. What should the school do if a student can’t stop his/her habit to
come late to school?
Punish him/her
Shut him/her out
Fail him/her
Talk to his/her parents
Try to understand him/her

Landslides in Indonesia

A leading geologist has explained in the media that the government should pay
attention and inform villagers of the dangers of building homes on mountain slopes. The
government should also consider geological and topographical conditions in the relevant
areas.
Indeed, the government takes its duties lightly where village conditions are
concerned. The inhabitants of villages should be informed regularly that cutting trees in and
around a village should be prohibited.
Having travelled extensively in Sumatra, Sulawesi, Kalimantan and throughout Java,
I have witnessed that in and around many villages on mountain slopes no trees are visible as
these were cut down a long time ago to be used as cooking fuel besides being used to
construct homes.
No reforestation has ever taken place and this is due to the government’s lack of
education of villagers about this important issue. Geological and topographical conditions
and the importance of reforestation are paramount.
The government also fails to inform and teach these villagers about the danger of
landslides. These mountain slopes where no tree is standing are killing zones, especially in
the rainy season, and natural disasters are bound to happen.
It is not too late to inform villagers that reforestation is a must and that studying
geological and topographical conditions in the area before constructing a home is extremely
important. Ignorant villagers cannot be blamed.

15. According to the text, the writer explicitly recommends that the
government....
Educate villagers about the importance of reforestation and special care before building homes
on mountain slopes.
Have strict rules and regulations about housing development in potentially dangerous areas
