WHEREAS,thereby presented for consideration of the Kabankalan City Agricultural And
Fishery Council (KCAFC) the request for a resolution authorizing the chairman Mr.
Nestor T. Servando to enter into a Memorandum of Agreement with the Agricultural
Training Center Regional Field Office VI represented by Dr. Eden Dir.Bautista,Training
Center Superintendent II relative to avail the Upgraded “Artificial Insemination (A.I.)" sa
Barangay for the KCAFC.
WHEREAS, the MOA provides for the legal basis, rationale and objectives of the
project, the roles and responsibilities of the parties involved and other covenants
pertinent thereto;
WHEREAS, after consideration of the Agreement, the KCAFC has determined that the
project would serve the general well-being of their constituents most especially in the
City's Agricultural initiative;
WHEREAS, in order for this project to be implemented it is imperative for KCAFC to
authorize the City Mayor to sign Memorandum of agreement relative thereto;
NOW THEREFORE,Ms.Erlinda M. riopay made a motion, SECONDED by Mebelyn
Villarosa.CARRIED.

RESOLVED, as it is hereby resolved.


To authorize the chairman Mr.Nestor T.Servando to enter into a Memorandum of
Agreement (MOA) with the Agricultural Training Center Reglonal Field Office VI
represented by Dr. Eden Dlr. Bautista, Training Center Superintendent II relative to
avail the Upgraded “Artificial Insemination (A.I.)” sa Barangay for the KCAFC.

Institute's (ATI) project entitled: “Swine AI sa Barangay”.

The 5000 ㎡ lot area_is situated in ABGIC, Sitio Crossing Kanding,Barangay Camingawan, kabankalan

City,Negros Occidental.Hence,we have learned that ATI has the program for the Establishment of an

Artificial Insemination Facility for a community that could serve at least 2,000 sows. Given its challenges

and opportunities for growth and development, we are interested to apply as a cooperator for “Swine AI sa

Barangay”, and showcasing our best practices.

1 RATIONALE

The Kabankalan City Agricultural and Fishery Council Incorporated is a duly registered

farmers' association under the Security and Exchange Commission (SEC) with registration

number CN201435023. It is composed of 108 accredited farmers' associations. The KCAFC has

been very active in assisting and facilitating various projects and programs for the food security

program of the City of Kabankalan.

Hog production in the City of Kabankalan is a prolific and booming industry.When the ASF hit the

entire country, the City remained invincible and retained its production supply of hog products. Major

products have been brought and traded to Metro Manila and other neighboring Cities. This is indeed a

very promising livelihood option for many hog producers.

However,there still needs to be done. The City should be able to sustain the demand for hog products not just

for the local consumers. So, sustainability now should be addressed.That is increasing its local production supply to

meet the growing demand.

One way forward to address this is the “Swine Artificial Insemination sa Barangay Project".This will

guarantee quality and upgraded breeds of hogs that can counter the recent emerging problems. Also, this

can help the swine repopulation program of the Department of Agriculture to help combat the ASF problem

in the hog industry.

The realization of the project is deemed indispensable for faster recovery of the hog industry not

just in Kabankalan but in the entire province of Negros Occidental. In doing so, making the City of

Kabankalan achieved its aspirations as one of the primer Cities in Agricultural development.

11. OBJECTIVES

In general, the project aims to establish a Swine Artificial Insemination sa Barangay in ABGIC,Sitio

Crossing kanding, Barangay Camingawan, Kabankalan City to be a sustainable source of processed

semen from the quality and genctically superior boars that will be sold at a competitive price to ensure the

financial viability of the intervention

It further aims to:


1. Produce and promote quality and genetically superior processed semen in the
market,
2. Utilize the project for training extension, and learning of farmers,students,and
interested individuals;
3. Increase local swine inventory and pork supply;
4. Help hasten the calibrated repopulation and expansion of production;
5. Adopt modern facilities with climate-controlled systems and biosecurity;
6. Support DA and other government agencies' swine-based livelihood programs by
producing adequate and quality meat to supply these program's needs;and
7. Provide an additional source of food and income to the farmers.
III. PROJECT DESCRIPTION
This project will be based on the Artificial Insemination sa Barangay concept.The LGU-Kabankalan

Through the KCAFC Association, as the overall implementing entity, will establish a swine artificial

insemination farm. The project will have complete and modern facilities with a climate-controlled system

and biosecurity as required for a Swine Artificial Insemination Farm such as breeder animals, initial feed

supplies, ai laboratory and farm equipment,and establishment of a new housing/repair of existing housing.

The proponent will provide the land area for the project that will be located at Crossing Kanding-

CPSU,Barangay Camingawan,Kabankalan City,Negros Occidental. It will also be in charge of the

management and operationalization of the project by assigning personnel and staff to manage and operate

it and provide farm supplies and facilities that could not be covered by the funding. The proponent, with the

approval of DA, will be direct beneficiaries of the production of the project as the proponent's social

responsibility and ensure the attainment of its goals.

The farm will start operating the project and produce boar semen that would be made available to

farmers. Thirty percent (30%) of the semen produced will be provided for free to the identified direct

beneficiary community, institution, or FCA in the first 3 years or until the DA investment cost is fully repaid

in the value of animals/ products provided as the livelihood.The

beneficiaries of the animals produced shall be provided by the proponent with
technical assistance to help the project succeed and ensure sustainability.

As a swine Al sa Barangay farm, the project will be operated by competent staff who can cater to
production training on the farm. Training and learning activities shall be allowed but biosecurity protocols
must be observed.

IV. PROJECT COMPONENTS


A. Breeder Component-The Swine AI sa Barangay Project will raise 6-heads of Grand Parent(GP)
Senior Boars and 4 heads of GP Junior Boar as breeders.Through these,the farm will produce quality
processed semen that will be made available in the respective locality.
B. Supplies Component- The projectwill allocate the costs of feeds for the starting operation needs of
the farm to be established. The subsequent needs for supplies shall be provided by the proponent as
a counterpart to ensure sustainability.
C. Housing and Facilities Component- This includes the establishment/ enhancement of farm
building/housing, farm office, Al business center, feed storage, biosecurity area,and waste
management facility.
D. Equipment- This includes the machinery and equipment such as a 500kgcapacity digital weighing
scale, Farm equipment, and AI equipment and apparatus.

V.BUDGETARY REQUIREMENTS
Total:Php 3,950,000.00 (may be adjusted based on price differences or number of units, or
reduction of allocation in housing, if there is already an existing one. Land may be used for housing
facilities if there is already available land area. But no other components can be added)

VII. SUSTAINABILITY
The proponent shall guarantee the project's sustainability by allocating yearly funds for its operation

and assigning an adequate number of competent personnel to manage the project. Any other requirements and

needs of the farm beyond the DA funding scope shall be provided for by the proponent. Ideally, the community-

based swine farm must be self-sustaining and earns from its production to fund its continuous operations. The

proponent shall make surethat this goal is achieved, and that farm will grow and expand to provide for the needs of

the local market.

Since the project mainly aimed at clustering and consolidating small hold farmers, the repayment

scheme is in kind given that the farm shall continually produce and sell 1,164 heads of finishers in 3 years starting

from the investment year (see appendix 4 and 5).

MEMORANDUM OF AGREEMENT

KNOW ALL MEN BY THESE PRESENT:


This Memorandum of Agreement is made and entered into and executed by and between:

The AGRICULTURAL TRAINING INSTITUTE-INTERNATIONAL TRAINING CENTER ON PIG


HUSBANDRY,a government agency created and existing under the laws of the Republic of the
Philippines,with address at Marawoy,Lipa City represented by its Center Director,herein referred to as the
“ATI-RTC VI".

-and-
The Kabankalan City Agricultural and Fishery Council (KCAFC),a registered and
accredited farmers' association with office address at City hall Compound, J.Y Perez Highway,
Brgy. Talubangi, Kabankalan City,Negros Occidental represented herein by its President,
NESTOR T. SERVANDO, duly authorized by the Board of Directors to represent the Association
to enter into this agreement through a Resolution, herein referred to as the “FARMERS
ASSOCIATION”;
-and-
The LOCAL GOVERNMENT UNIT OF KABANKALAN,a government unit created and
existing under the laws of the Republic of the Philippines, with postal address at City Hall
Compound,J.Y Perez Highway,Brgy. Talubangi, Kabankalan City,Negros Occidental represented
herein by its City Mayor,BENJIE M. MIRANDA,duly authorized by the Sangguniang Bayan to
represent the LGU to enter into this agreement through a resolution, herein referred to as the
“LGU”.

WITNESSETH
WHEREAS,Republic Act No. 8435 otherwise known as Agriculture and Fisheries
Modernization Act of 1997 (AFMA) sets out the Government's policies in the agriculture sector in
attaining equitable distribution of opportunities, income, and wealth, expanding productivity, and
sustaining an increase in production of goods and services thereby raising the quality of life of
the people;
WHEREAS, in the exercise of the mandate Section 7, Chapter Book IV of Executive Order No. 292 entitled:
Instituting the Administrative Code of 1987,the Secretary of the Department is empowered to promulgate rules and
regulations necessary to carry out department objectives, policies, functions, plans, programs and projects; and issue
administrative orders necessary for the efficient administration of the offices under the Secretary and for proper
execution of the laws relative thereto;

WHEREAS,the Department launched the Integrated National Swine Production Initiatives


for Recovery and Expansion Program (INSPIRE) to implement calibrated repopulation and
enhancement of the local swine industry to recover the sector's capacity to locally produce
sufficient supply of hogs and pork;
WHEREAS,the Swine Artificial Insemination (AI) sa Barangay Project will complement the
Component 2 of the INSPIRE Program, which is the establishment of Swine Multiplier and Technodemo
Farms, aims to build, restore and recover the breeder base to support the gradual restocking and
repopulation of the swine industry by providing genetically good quality semen;
WHEREAS,the DA shall identify potential partners, Local Government Units (LGUs), government-
accredited Farmers' Cooperative or Associations (FCAs) and ATI accredited
that has the capacity and willingness to implement the program, maintain the operations and
produce the targeted result;
WHEREAS,the Kabankalan City Agricultural and Fishery Couneil is a registered and accredited
farmers' association and is located in City Hall Compound, J.Y Perez Highway, Brgy.Talubangi,Kabankalan
City;
WHEREAS,the Kabankalan City Agricultural and Fishery Council was assessed and evaluated to
be eligible and qualified to receive housing facilities,breeder animals,equipment, and initial inputs for the
establishment of a “Swine Al sa Barangay Project" under the INSPIRE Program;
WHEREAS,COA Circular No. 2007-001 dated October 25,2007,COA Circular No. 2009-
007 dated September 25,2009,and Government Procurement Policy Board(GPPB) Resolution
No.12-2007 dated June 29,2007, prescribed the guidelines in the granting,utilization, and
accounting of funds released to Non-Government Organizations (NGOs)/ People's
Organizations(POs);
WHEREAS, pursuant to the Honorable Secretary's intention, the ATI-RTC VI and the Kabankalan
City Agricultural and Fishery Council jointly pledge to extend full support and cooperation for the successful
implementation of the project entitled “Swine AI sa Barangay Project";
NOW,THEREFORE, for and in consideration of the above-premises and their
mutual covenant herein set forth, the parties hereby agree on the following.

SECTIONI
COVERAGE OF THE MOA

1. This Memorandum of Agreement covers the construction of bio-secured/climate-


controlled housing and facilities, provision of breeder animals and equipment and initial
inputs for the investment year by the ATI-RTC_to the (NAME OF FCA) for the
implementation of the SWINE AI SA BARANGAY PROJECT in (AREA/LOCATION OF
PROJECT).

SECTION II
THE PROJECT
A. The Project is entitled: “SWINE AI SA BARANGAY PROJECT” and shall have the
following objectives:

1. To contribute to the supply of genetically good quality semen in AI Center, at ABGIC


Crossing Kanding, Brgy. Camingawan through the production and marketing of 31,680
semen doses and repayment in-kind through passing the gift of 2,635 semen doses of
GP boar semen to Swine Multiplier and Techno Farm Projects, Farmer Associations
members, and nearby swine raisers within a 3-year period;
2. Provide an additional source of food and income to the farmer members and/or
community;
3. To promote Artificial Insemination among small hold swine raisers;
4. To adopt modern facilities with climate-controlled system and
biosecurity;
5. Provide a venue for trainings, extension, and learning of farmers,
students, and
6. Support DA and other government agencies' swine-based livelihood programs by
producing adequate and quality hogs to supply these programs' needs.

B. The Project shall cover 5000 ㎡ in as much as its two project components including
extension support and training services.

SECTION III
OBLIGATION AND PARTIES CONCERNED

A.The ATI-RTC shall:

1. Allocate funds for the purpose of establishing the Swine AI sa Barangay Project
(SWAIB)as determined by the ATI-RTC VI;
2. Conduct site validation of the proposed site;
3. Responsible for the establishment of the Swine AI sa Barangay Project specifically:
construction of building and facilities, procurement of farm equipment and initial feeds supply,
and other necessary materials;
4. Provide capability-building intervention for the continuing enhancement of the
beneficiary;
5. Consolidate and submit quarterly monitoring report of the recipient;
6. Monitor and evaluate the project until the project is fully repaid;
7. Document and package the best practices/technologies of the project;and
8. Promotion of the project through social media or any platform;and
9. Provide transportation expenses of the AI trainee(s), to be charged against their NLP
fund subject to usual accounting rules and regulations.

B.The FARMERS ASSOCIATION shall:


1. Apply and comply with the requirements;
2. Provide counterpart for the establishment and maintenance of the Swine AI
Center such as land,manpower, utilities, consumables and veterinary drugs for
animal welfare for the operation of the AI center;
3. Be responsible for the licenses, permits and other legal requirements for the
construction of animal housing/facilities (if there is aninfra component);
4. Be responsible for any other expenses not covered by the ATI-RTC VI funding,
5. Prepare and submit monthly report of processed boar semen and AI services to
ATI for three (3) years or until the project is fully paid in kind;
6. Operate the farm following good animal husbandry practices, observance of
animal health and welfare principles, and implement sound biosecurity protocols to
ensure that the project is sustainable and productive and attains its objectives;
7. Must pay the insurance premium for all the boars to PCIC; and
8. Ensure the organizational integrity of the FCA and its members.

C.The Local Government Unit shall:


1. Provide technical assistance in the site validation,construction, and inspection of
Swine AI Center;
2. Must provide veterinary health services (i.e. deworming, drug administration);
3. Assist the recipient in the preparation and submission of necessary requirements
for the establishment of the Swine AI center (i.e. Environmental Compliance
Certificate(ECC),Discharge Permit,Building Permit,Business Permit,Sanitary
Permit);
4. Provide and certify in case of disease outbreak and mortality necropsy and
mortality report with photos as proof and;
5. Promotion of the Swine Al Center.
D. The International Training Center on Pig Husbandry (ITCPH)

1. Provide the facility design including animal house, laboratory and waste
management including the bill of quantities for the facility construction,
2. ITCPH shall procure the breeder animals and the Al laboratory equipment,
3. ITCPH located at Marawoy,Lipa City,Batangas will provide training on swine
artificial insemination;and
4. Provide guidance and supervision on the program implementation to all
concerned;

E. DA Regional Field Office


1. Provide technical assistance (RAED and NLP Livestock Coordinator) in the site
validation, monitoring of construction,and inspection;
2. Must prioritize in the provision of veterinary drugs and biologics to the recipient,
3. Prioritization on the adoption of biosecurity measures for the project,
4. Provide veterinary health services (i.e.deworming, drug administration);and
5. Promotion of the project through social media or any platform.

F. DA-National Livestock Program -the NLP shall:


1. Provide overall guidance and supervision on the program implementation to all
concerned;
2. Provide funding for the establishment of the project;
3. Conduct monitoring and impact evaluation of the project;and
4. Promotion of the project through social media or any platform.

SECTION V
OTHER PROVISIONS
1. The National Livestock Program (NLP), In coordination with the International
Training Center on Pig Husbandry (ITCPH) and the Bureau of Agriculture and
Fishery Equipment (BAFE) shall recommend a final facility/building design, program
of works, project proposals, and other related documents submitted by the
FARMERS ASSOCIATION prior to the implementation and conduct of bidding,
2. The National Livestock Program shall provide the overall direction in the
implementation of the PROJECT and exercise evaluation, monitoring, and
supervision relative to the implementation of the PROJECT; in partnership with the
ATI-RTC to ascertain progress of implementation and compliance to scope of works
and specifications, determine issues and concerns as well as in coming up with
appropriate recommendations.

SECTION VI
PENALTY CLAUSE
In the event of non-compliance of the FARMERS ASSOCIATION with the responsibilities in the
MOA such, as but not limited to, non-submission of liquidation reports and failure to return
unutilized funds within the period prescribed herein, will deem the FARMERS ASSOCIATION
ineligible for any intervention/project/program of the DA until such time that all the
responsibilities in this project, especially on financial obligations, are fully complied and cleared.

Further,that in the event that one party neglects, fails or refuses to comply with the conditions set forth in
this Agreement, or fails to perform any material obligation, the aggrieved party may recover actual
damages and other damages that the court deemed it proper if ever there is a case filed and/or shall be
entitled to terminate this Agreement.
SECTION IV
EFFECTIVITY AND DURATION
This agreement shall take effect upon its signing and shall be in foree for a period of three(3)years from the
date ofrelease of the fund, unless otherwise expressly extended in writing by the parties herein. The
approval of the documents that aim toextend the life of the MOA shall be undertaken before the expiration
of the original MOA.
Non-completion of the project responsibilities afler the period of MOA has lapsed will
mean suspension from any interventions, programs or projects of the DA until such
time that all responsibilities and obligations are compiled and cleared.
Further,The Project shall remain the property of the DA until the provision on repayment has been
complied with.
