DLR.BAUTISTA,TRAINING CENTER SUPERINTENDENT II RELATIVE TO AVAIL THE
UPGRADED“ARTIFICIAL INSEMINATION (A.I.)” SA BARANGAY FOR THE
KABANKALAN CITY AGRICULTURAL AND FISHERY COUNCIL(KCAFC)p
WHEREAS,thereby presented for consideration of the Kabankalan City Agricultural And
Fishery Council (KCAFC) the request for a resolution authorizing the chairman Mr.
Nestor T. Servando to enter into a Memorandum of Agreement with the Agricultural
Training Center Regional Field Office VI represented by Dr. Eden Dir.Bautista,Training
Center Superintendent II relative to avail the Upgraded “Artificial Insemination (A.I.)" sa
Barangay for the KCAFC.
WHEREAS, the MOA provides for the legal basis, rationale and objectives of the
project, the roles and responsibilities of the parties involved and other covenants
pertinent thereto;
WHEREAS, after consideration of the Agreement, the KCAFC has determined that the
project would serve the general well-being of their constituents most especially in the
City's Agricultural initiative;
WHEREAS, in order for this project to be implemented it is imperative for KCAFC to
authorize the City Mayor to sign Memorandum of agreement relative thereto;

Greetings!
We are communicating with you to express our intent to be part of the Agricultural Training
Institute's (ATI) project entitled: “Swine AI sa Barangay”.
The 5000 ㎡ lot area_is situated in ABGIC, Sitio Crossing Kanding,Barangay Camingawan, kabankalan
City,Negros Occidental.Hence,we have learned that ATI has the program for the Establishment of an
Artificial Insemination Facility for a community that could serve at least 2,000 sows. Given its challenges
and opportunities for growth and development, we are interested to apply as a cooperator for “Swine AI sa

farmers' association under the Security and Exchange Commission (SEC) with registration
number CN201435023. It is composed of 108 accredited farmers' associations. The KCAFC has
been very active in assisting and facilitating various projects and programs for the food security
Hog production in the City of Kabankalan is a prolific and booming industry.When the ASF hit the
entire country, the City remained invincible and retained its production supply of hog products. Major
products have been brought and traded to Metro Manila and other neighboring Cities. This is indeed a
However,there still needs to be done. The City should be able to sustain the demand for hog products not just
for the local consumers. So, sustainability now should be addressed.That is increasing its local production supply to

can help the swine repopulation program of the Department of Agriculture to help combat the ASF problem

just in Kabankalan but in the entire province of Negros Occidental. In doing so, making the City of
Kabankalan achieved its aspirations as one of the primer Cities in Agricultural development.

11. OBJECTIVES
In general, the project aims to establish a Swine Artificial Insemination sa Barangay in ABGIC,Sitio
semen from the quality and genctically superior boars that will be sold at a competitive price to ensure the

insemination farm. The project will have complete and modern facilities with a climate-controlled system
and biosecurity as required for a Swine Artificial Insemination Farm such as breeder animals, initial feed
supplies, ai laboratory and farm equipment,and establishment of a new housing/repair of existing housing.
The proponent will provide the land area for the project that will be located at Crossing Kanding-
management and operationalization of the project by assigning personnel and staff to manage and operate
it and provide farm supplies and facilities that could not be covered by the funding. The proponent, with the
approval of DA, will be direct beneficiaries of the production of the project as the proponent's social
The farm will start operating the project and produce boar semen that would be made available to
farmers. Thirty percent (30%) of the semen produced will be provided for free to the identified direct
beneficiary community, institution, or FCA in the first 3 years or until the DA investment cost is fully repaid
As a swine Al sa Barangay farm, the project will be operated by competent staff who can cater to
production training on the farm. Training and learning activities shall be allowed but biosecurity protocols
must be observed.
V.BUDGETARY REQUIREMENTS
Total:Php 3,950,000.00 (may be adjusted based on price differences or number of units, or
reduction of allocation in housing, if there is already an existing one. Land may be used for housing
facilities if there is already available land area. But no other components can be added)

VII. SUSTAINABILITY
The proponent shall guarantee the project's sustainability by allocating yearly funds for its operation
and assigning an adequate number of competent personnel to manage the project. Any other requirements and
needs of the farm beyond the DA funding scope shall be provided for by the proponent. Ideally, the community-
based swine farm must be self-sustaining and earns from its production to fund its continuous operations. The
proponent shall make surethat this goal is achieved, and that farm will grow and expand to provide for the needs of

to enter into this agreement through a Resolution, herein referred to as the “FARMERS
ASSOCIATION”;

existing under the laws of the Republic of the Philippines, with postal address at City Hall
Compound,J.Y Perez Highway,Brgy. Talubangi, Kabankalan City,Negros Occidental represented
herein by its City Mayor,BENJIE M. MIRANDA,duly authorized by the Sangguniang Bayan to
represent the LGU to enter into this agreement through a resolution, herein referred to as the
“LGU”.
WITNESSETH
WHEREAS,Republic Act No. 8435 otherwise known as Agriculture and Fisheries
Modernization Act of 1997 (AFMA) sets out the Government's policies in the agriculture sector in
attaining equitable distribution of opportunities, income, and wealth, expanding productivity, and
sustaining an increase in production of goods and services thereby raising the quality of life of
the people;
WHEREAS, in the exercise of the mandate Section 7, Chapter Book IV of Executive Order No. 292 entitled:
Instituting the Administrative Code of 1987,the Secretary of the Department is empowered to promulgate rules and
regulations necessary to carry out department objectives, policies, functions, plans, programs and projects; and issue
administrative orders necessary for the efficient administration of the offices under the Secretary and for proper
execution of the laws relative thereto;

THE PROJECT
A. The Project is entitled: “SWINE AI SA BARANGAY PROJECT” and shall have the
following objectives:
B. The Project shall cover 5000 ㎡ in as much as its two project components including
extension support and training services.
SECTION III
OBLIGATION AND PARTIES CONCERNED
1. Allocate funds for the purpose of establishing the Swine AI sa Barangay Project
(SWAIB)as determined by the ATI-RTC VI;
2. Conduct site validation of the proposed site;
3. Responsible for the establishment of the Swine AI sa Barangay Project specifically:
construction of building and facilities, procurement of farm equipment and initial feeds supply,
and other necessary materials;
4. Provide capability-building intervention for the continuing enhancement of the
beneficiary;
5. Consolidate and submit quarterly monitoring report of the recipient;
6. Monitor and evaluate the project until the project is fully repaid;
7. Document and package the best practices/technologies of the project;and
8. Promotion of the project through social media or any platform;and
9. Provide transportation expenses of the AI trainee(s), to be charged against their NLP
fund subject to usual accounting rules and regulations.

management including the bill of quantities for the facility construction,
2. ITCPH shall procure the breeder animals and the Al laboratory equipment,
3. ITCPH located at Marawoy,Lipa City,Batangas will provide training on swine
artificial insemination;and
4. Provide guidance and supervision on the program implementation to all
concerned;
SECTION V
OTHER PROVISIONS
1. The National Livestock Program (NLP), In coordination with the International
Training Center on Pig Husbandry (ITCPH) and the Bureau of Agriculture and
Fishery Equipment (BAFE) shall recommend a final facility/building design, program
of works, project proposals, and other related documents submitted by the
FARMERS ASSOCIATION prior to the implementation and conduct of bidding,
2. The National Livestock Program shall provide the overall direction in the
implementation of the PROJECT and exercise evaluation, monitoring, and
supervision relative to the implementation of the PROJECT; in partnership with the
ATI-RTC to ascertain progress of implementation and compliance to scope of works
and specifications, determine issues and concerns as well as in coming up with
appropriate recommendations.
SECTION VI
PENALTY CLAUSE
In the event of non-compliance of the FARMERS ASSOCIATION with the responsibilities in the
MOA such, as but not limited to, non-submission of liquidation reports and failure to return
unutilized funds within the period prescribed herein, will deem the FARMERS ASSOCIATION
ineligible for any intervention/project/program of the DA until such time that all the
responsibilities in this project, especially on financial obligations, are fully complied and cleared.
Further,that in the event that one party neglects, fails or refuses to comply with the conditions set forth in
this Agreement, or fails to perform any material obligation, the aggrieved party may recover actual
damages and other damages that the court deemed it proper if ever there is a case filed and/or shall be
entitled to terminate this Agreement.
SECTION IV
EFFECTIVITY AND DURATION
This agreement shall take effect upon its signing and shall be in foree for a period of three(3)years from the
date ofrelease of the fund, unless otherwise expressly extended in writing by the parties herein. The
approval of the documents that aim toextend the life of the MOA shall be undertaken before the expiration
of the original MOA.
Non-completion of the project responsibilities afler the period of MOA has lapsed will
mean suspension from any interventions, programs or projects of the DA until such
time that all responsibilities and obligations are compiled and cleared.
Further,The Project shall remain the property of the DA until the provision on repayment has been
complied with.

in the foregoing instrument.They further acknowledged to me that they voluntarily affixed their respective
signatures on this instrument for the purpose stated therein.Furthermore, they declared to me that they

instrumentality of Government herein represented and that they have the authority to sign for and in behalf
of their respective principals.
This instrument refers to a Memorandum of Agreement for the transfer of funds to implement the
SWINE ARTIFICIAL INSEMINATION SA BARANGAY PROJECT whereon this acknowledgment is printed
and has been signed by the parties and their instrumental witnesses on every page hereof.
