1.0 INTRODUCTION TO THE MINISTRY OF YOUTH AND SPORTS

The journey of Malaysia's Ministry of Youth and Sports (Kementerian Belia dan Sukan
Malaysia) began in 1953. Back then, a Culture Division was formed under the Social Welfare
Department to handle youth affairs. In 1964, this Culture Division moved to the Ministry of
Information. At the same time, with youth associations becoming increasingly active, a Youth
Division was established under the relevant ministry to support and oversee their
development. Additionally, the Ministry of Information also created a sports Division.

Although National Youth Day was celebrated in 1964, the Ministry of Youth and Sports was
not officially established until then. In 1972, the ministry's name expanded to "Ministry of
Culture, Youth and Sports" with the creation of a Culture Division. This name change lasted
until 1987 when the Culture Division moved to a new ministry focused on Culture, Arts, and
Tourism. Following this transfer, the Ministry of Culture, Youth and Sports reverted to its
original, and current, name which is the Ministry of Youth and Sports.

YB Puan Hannah Yeoh Tseow Suan is a Malaysian politician and lawyer who has served as
the Minister of Youth and Sports in the Unity Government administration under Prime
Minister Anwar Ibrahim since December 2022. The Ministry of Youth and Sports (KBS) is a
powerhouse for Malaysia's future. It implements government policies designed to empower
young people through education, social engagement, and economic opportunities. KBS
tackles a wide range of issues facing youth, while also promoting sports participation at all
levels, from local communities to international competitions. In essence, KBS is the
foundation for a thriving youth and sports scene in Malaysia, contributing to the nation's
development and fostering a dynamic and inclusive society. Therefore, the program that are
proposed by this group are the youth awareness program on anti-drug forums, jointly
organized by the National Anti-Drug Agency (AADK) and the Royal Malaysia Police
(PDRM).

2.0 OVERVIEW OF THE PROGRAM

2.1 THE YOUTH AWARENESS PROGRAM ON ANTI-DRUG FORUMS

2.3 PURPOSE

The purpose of this program is to raise awareness among students about the dangers
of drug abuse. This involves engaging and fostering collaboration between university
communities and external communities in efforts to prevent drug abuse especially
about the risks associated with drug abuse, including its impact on physical and
mental health, relationships, and future opportunities. Besides that, to empower young
people with knowledge, skills, and resources to make informed decisions and resist
peer pressure to engage in drug use. Overall, the purpose of the program is to create a
supportive and informed environment that empowers young people to make positive
choices and leads to the prevention of drug abuse within their communities.

2.4 MISSION

A program that provides comprehensive education on the dangers and consequences


of drug abuse to youth through forums, workshops, and awareness campaigns and
foster collaboration and partnerships between university communities and external
stakeholders to collectively address drug abuse issues.

2.5 VISION

To create a drug-free environment by empowering youth with knowledge and


awareness to make informed decisions and resist drug abuse.

3.0 IMPACT FOR ANTI-DRUG PROGRAMME

This program is organized to provide useful information especially to individuals,


communities and society in general. Throughout the program, the program provides several
motivations to limit drug use, prevent addiction and reduce associated harm. One of the main
effects of anti-drug programs are the decrease in the prevalence of drug use in the target
population. These programs can help individuals make informed decisions and resist drug
temptations by providing education, awareness campaigns and prevention techniques.
Thus,reduced drug use can lead to better public health outcomes such as fewer drug-related
illnesses, overdoses and deaths. In addition, the Anti-Drug program focuses on early
intervention and youth education. These programs can prevent addiction from spreading by
preventing young people from becoming dependent. This program can also equip young
people with the knowledge, skills and resilience needed to resist social pressure and make
good choices and put them on the road to a drug-free future. However, the effects of anti drug
programs vary according to a number of factors, including program design, implementation,
and cultural context. This is because success requires a diversified approach that addresses
demand and supply by involving stakeholders at all levels and adapting to changes and
problems in the pharmaceutical industry. Furthermore, long-term commitment and continued
investment is needed to achieve long-term change and create a drug-free society

3.1 ISSUE FOR ANTI-DRUG PROGRAMME

The main concern throughout the program is to address various issues including the ability to
effectively avoid drug use and addiction. This includes not only educating people about the
dangers of substance use, but also treating the root causes, such as socioeconomic inequality,
mental health difficulties and environmental factors that can contribute to drug
experimentation and addiction. Furthermore, ensuring that prevention activities are inclusive
and accessible to diverse communities requires a culturally and linguistically appropriate
personal approach. Furthermore, to ensure that the program runs smoothly, political support
and cooperation from various stakeholders are needed to secure non-conflicting priorities and
limited resources. Thus, the fundamental focus in anti-drug programmes is navigating these
complex dynamics in order to implement comprehensive, evidence-based strategies that
effectively reduce drug consumption and create healthier communities.

4.0 ACTIVITY OF THE PROGRAM

FORUM AND EXHIBITION


-this program involves the cooperation of the National Anti-Drug Agency which is with the
main invitation of Mr. Timothy Adam Andrew bin Abdullah from (AADK) and the Royal
Malaysian Police which is with the main invitation from the Officer of the Narcotics Crime
Investigation Department and the VIP from the Student Affairs Department of UiTM Kota
Kinabalu Sabah which is the deputy rector of student affairs Datin Dr . Rafidah@ Melissa
binti Datuk Haji Salleh. The objectives of the program are to raise awareness among the
students about the dangers of drug abuse including. Around 2000 were involved in this
program that was held in Dewan Al-Bukhari UiTM Kota Kinabalu Sabah. The activity of this
program includes a forum from Mr Timothy Adam Andrew bin Abdullah from AADK who
talk about the effects of drug abuse among the students and talk from the PDRM Officer of
the Narcotics Crime Investigation Department about what punishments and consequences
will be faced by the people who involved with the use of drugs. This forum is to ensure that
the students will be aware of drug abuse and to ensure they will live healthy without being
influenced by drugs thus it will create a community that is embedded with integrity within
themselves and criminal cases of drug abuse among the students will decrease. The program
for this forum also includes an exhibition of drugs and their effect of each drug and the type
of punishment that will be faced by the criminals of the drugs that will be displayed to the
students will make much more awareness for the students of drug abuse and they will be
afraid to do drug abuse because by doing it so it does not give anything beneficial for them.
The youth must live in a healthy community and have a healthy mindset because the youth
that we have nowadays are the ones who will develop the country so we need to ensure that
they are not influenced by any criminal cases and have active and healthy mindset so that
they will create a better future for the country. The program starts from 9.00 morning to
12.30 afternoon and lasts for about 3 hours and 30 minutes. Thus the objectives of the
program have been achieved as the information has been delivered to the students and many
students have joined in the program.

6.0 OUTCOME-BASED BUDGETING SYSTEM (OBBS)

The Outcome-Based Budgeting System (OBBS) is the most optimal approach for the
Ministry of Youth and Sports to plan its budget effectively. This system enables the allocation
of funds in a manner that prioritizes expenditures on activities with the highest likelihood of
attaining the desired outcomes. In the case of the Ministry's specific program, namely The
Youth Awareness Program on Anti-Drug Forums, OBBS would be particularly advantageous
in ensuring that resources are directed towards achieving the intended objectives. The
utilization of this system enables the government to uphold accountability as the various
departments are held liable for the achievement of the outcomes that they have committed to
accomplish and are obligated to provide updates on their advancements consistently.

In addition, it provides transparency in budget allocation by outlining the desired outcomes


and the utilization of public funds to attain them. By fostering trust among stakeholders and
the public, this can contribute to the development of strong relationships and positive
perceptions. Furthermore, the budget will be determined by the results of a program that will
be executed later. As a result, there will be no resource waste or budget mismanagement
because each item is specified explicitly for its intended use. The program will be discussed
with greater precision and thoroughness during the OBSS implementation phase, which
includes outcome-based planning, budget creation, monitoring and evaluation, and reporting
of results

6.1 OUTCOME-BASED PLANNING

Starting the planning process involves the development of an outcome framework, which sets
forth mutually agreed-upon and anticipated results that will form the foundation for
determining the allocated funding. Hence, it is essential to establish a 5-year planning
framework that aligns with the anticipated outcomes of the program. It is necessary that the
upper levels of management actively participate in the process of planning and engaging in
consultations. The reason for this is that the planning process requires a desired result, and it
is crucial to consider every perspective from all angles. Consequently, this has the potential to
enhance the communication channels between budget providers and the general public,
leading to improved governance of governmental organizations, more informed budgetary
decisions, and elevated levels of transparency and accountability.

The Youth Awareness Program on Anti-Drug, as part of the Ministry of Youth and Sports
initiative, seeks to enhance the awareness of young individuals, particularly university
students, regarding the potential hazards associated with drug abuse. The program aims to
promote a wholesome way of life by discouraging any involvement with substances that can
inflict harm, not only on the physical and mental well-being but also on one's overall
existence.

In addition, the exhibition enhances awareness regarding the different types of drugs and their
associated side effects. Thus, it is a proactive measure for students, enabling them to identify
and avoid engaging with such substances.

On top of that, this program will unconsciously foster a community deeply rooted in integrity,
as it provides education on strategies that prevent individuals from engaging in criminal
activities. Consequently, it will undoubtedly significantly influence the nation, as it
effectively minimizes the crime rate.

6.2 MONITORING AND EVALUATION

Monitoring is a crucial aspect that characterizes the ongoing observation and assessment
carried out during the initial phases of a project. It involves the continuous tracking of
resource allocation, the execution of different strategies, and the accomplishment of tasks.
The process of evaluation is employed to critically analyse the long-term impacts of the
project. .

The primary objective of the Monitoring & Evaluation (M&E) report is to function as a
comprehensive tool for the ministry, facilitating the supervision and evaluation of The Youth
Awareness Program on Anti-Drug program. The methodology employs a diverse range of
methodologies, including participant surveys, feedback systems, and regular progress
assessments, in order to gather quantitative data on participant experiences and levels of
satisfaction. Furthermore, the implementation of a sophisticated and efficient QR code
attendance monitoring system will be incorporated. Upon registration, attendees will be
provided with individualized QR codes, which they can scan in order to gain access. Upon

data while simultaneously optimizing the process of monitoring attendance. QR code
technology enables the collection of real-time data, offering prompt insights into participant
demographics and attendance.

6.3 RESULT REPORTING

This comprehensive report allows the Ministry of Youth and Sports to highlight the
significant insights derived from the Outcome-Based Budgeting System (OBBS) data.
Furthermore, this system offers an extensive and meticulous perspective on financial
transactions. The comprehensive calculation of the budget allocation, amounting to RM
73,684, thoroughly outlines the purpose of the funds, ultimately offering transparency and
preventing the misappropriation of funds.

6.4 BUDGET PREPARATION

Comprehending the implemented program's objectives is crucial for budget preparation. This
requires in-depth consideration of all aspects, such as program details, resource allocation,
and approval. Hence, adequately preparing for an entire fiscal year requires significant time.
Furthermore, a budget framework is formulated employing a bottom-up methodology, which
will ascertain all resource streams. Consequently, using financial and human resources will be
rational and integrated.

The Youth Awareness Program on Anti-Drug Forums will attract approximately 2000
participants, divided into 24 committees and five distinguished guests. After a comprehensive
calculation, it has been determined that the total government expenditures allocated to this
program amount to RM 73,684.

The budget allocation is categorized into various sections, encompassing expenses for
breakfast and lunch, explicitly amounting to RM20,464. Furthermore, the cost of the hall
equipment, including chairs, tables, and a couch, amounts to RM30,620. One set of sound
systems is priced at RM5000. The cost of the flyers is RM1000. The roll-up stand banner
costs RM1000, while the audience certification costs RM1600. The materials required for the
program consist of A4 paper, a pen, a pencil, and a certificate frame. The total cost for these
materials amounts to RM6600. The honorarium for the five guests amounts to a total of
RM3000. Lastly, we allocated a budget of RM400 for venue decorations and the rental venue
that cost up to RM 4000.

7.0 CONCLUSION

In conclusion, the implementation of anti-drug awareness programs stands as a critical


cornerstone in our collective efforts to combat substance abuse and its detrimental effects on
individuals, families, and communities. Through targeted education, advocacy, and support,
these initiatives play a vital role in fostering a culture of prevention and intervention. By
raising awareness about the dangers of drug abuse, dispelling myths, and providing resources
for those in need, such programs empower individuals to make informed choices and seek
assistance when faced with substance-related challenges. Furthermore, anti-drug awareness
programs serve as catalysts for broader societal change, challenging stigmas and fostering
empathy for those struggling with addiction. As we continue to navigate the complexities of
substance abuse, it is imperative that we prioritize the expansion and sustenance of these
initiatives, recognizing their invaluable contribution to the health and well-being of our
communities. Together, let us remain steadfast in our commitment to building a future where
the devastating impact of drugs is mitigated, and where every individual has the opportunity
to lead a fulfilling and drug-free life.
