REPORT OF THE VISIT OF CABINET SUB-COMMITTEE TO HOLENPHAI

VILLAGE oN 26-03-2023 TO oVERSEE THE ARRANGEMENTS FOR THE


ONGOING SPECIAL DRIVE OF VERIFICATION AND CHECKING OF TLLEGAL
IMMIGRANTS AND TO INSPECT THE SPOT PROPOSED FOR SETTING UP OF
SHELTER HOMES FOR TEMPORARY SUPPORT TO THE ILLEGAL IMMIGRANTS
Whereas, keeping in view of the apprehension of the General Public on the issues
of influx ofillegal immigrants across Indo- Myanmar Border which warrants the State
Government to take up immediate steps for proper identification and preventing them
from naturalization amongst the native population, the State Government has
constituted a Cabinet Sub Committee comprising of the following composition:

immigrants, the Cabinet sub-Committee had visited Holenphai Village of Tengnoupal
District on 26-03-2023.

4. At around 11:20 am, there was a preliminary meeting of all the team members
at Hotel Ellora at Moreh Town. Discussion was held regarding issue of the notification
by the District Magistrate appealing to general public regarding the exercise to be taken
up and to seek their support. A format drafted by Home Department had been shared
to the District Magistrate for translating into Iocal dialects and to issue the samefor
wide publicity (Notification format given at ANNEXURE-A).

5. At around 11:45 am, the visiting team reached Holenphai village. An interaction
programme was held at the Community Hall of the village with the Village Chief, villagers

and the illegal immigrants found living there. Shri Ranjan Yumnam, DC/ TPL has
welcomed the Cabinet Sub-Committee visiting Holenphai and presented on the key
points of the visit.

6. Thereafter, Shri Letpao Haokip, Chairman explained in local dialect about the
details of the exercise of the special verification drive for illegal immigrants and on the
upcoming temporary shelter homes to be set up by the State Government for temporary
accommodation, shelter and basic amenities to be provided to the identified illegal
immigrants purely on humanitarian grounds.

expressed their gratitude to the measures taken up and to be taken up by the State
Government and committed to abide by the rules and regulations prescribed and also
to return back after the issue in Myanmar is over/ settled. He pointed out that due to
Military Junta in their Country, they have come to Manipur being the nearest State of
the world's largest Democratic Country expecting humanitarian support to them at this
juncture when civilians cannot stay in Myanmar out of the issue. He appeals to the
State Government to provide identification card and to allow/ facilitate to earn
Livelihood. He also asserted that they will go back once the issue in Myanmar is settled.
He also appeals for allowing the detenu as illegal migrants earlier detained to be
transferred to the proposed shelter homes. He also further appeals that they may not
be treated as illegal immigrants and to give them support at the moment and to consider
to allow them to return back to their Country with intervention of the Government of
India. The Civilians are being killed in Myanmar and as such they may be protected
from being persecuted by the Junta. The visit during such moment of extreme suffering
is welcomed

8. Shri Th. Basanta Kumar Singh also appeals to all illegal immigrants

)To donate the trees for construction of the shelter home and
fencing of the premises to regulate movements.
g) To explore option to provide basic education by the teachers from
amongst themselves.
h) To strengthen the VDF strength in OP. SP/TPL shall submit the
details
)To propose for Mini-Health Sub-Centre by CMO within the premises.
j)To access the details of ration allocation by the CAF & PD.

i. To explore the scope of expansion of the premises by DC/ TPL.


iii. To complete all construction works on war footing deploying staff on Roster
is without stopping.
iv. To start action on ground by tomorrow.
V. To designate one dedicated Nodal Officer to oversee the exercise by
DC/Tengnoupal.
vi. To suggest the modality for entry/exit or movement regulation by DC
Tengnoupal.
vii. To propose for additional fund llocation, if any keeping in view of the number
of illegal immigrants which are likely to identified during the verification drive.

No. : Whereas, it has been brought to the notice of the State
Government about the apprehension of the General Public on the issues of influx of illegal
immigrants across Indo- Myanmar Border which warrants the State Government to take
up immediate steps for proper identification and preventing them from naturalization
amongst the native population;

2. Therefore, as a part of the special drive of verification and checking of ilegal


immigrants taken up by the State Government, followings are notified for information of
all concerned thereof:

i. THAT, a special drive of verification and checking of illegal immigrants taken up


by the State Government is going on in the district;
ii. THAT, the general public are directed to report to the respective Police Stations
law enforcing agencies/ Security agencies in the district in case if any one identified
or suspected to be a Myanmar national is detected or found
living in your
respective villages;
i. THAT, facilities for providing temporary accommodation, food, safety, and medical
helps are being developed by the Government at . . .
IV. THAT, Such illegal immigrants will not be arrested or detained. They will be
extended all humanitarian assistance temporarily till they are properly
being
deported or any further decision as regard to them is taken up by the Competent
Central and State Government Authorities
V. In the event of any such case found, they should be
reported without fail. Anyone
or any Village Authority found harbouring/providing accommodation / Shelter
without the permission of the Government, Stringent legal action as deemed fit
shall be taken up as per law of the land and prosecuted.
