Executive Summary

The internship report is on Pakistan Electronic Media Regulatory Authority (PEMRA)


Islamabad. I have completed my Internship in Pakistan Electronic Media Regulatory Authority
(PEMRA) of 7 weeks (49) days. It is a full Learning and discussion of the accounts department
work done during the internship duration of 49 days along with the structure and general
discussion of the esteemed organization. The first part is introductory part of the organization
including company’s background, objectives, structure, products, or services offered. PEMRA
is a regulatory authority that manages the licensing and distribution of electronic media and
ensures that the content is according to standards. The second part is SWOT analysis of the
organization based on the internship experience and general description of the organization.

As I interned in the Head Office of PEMRA, we received financial reports and dealings of all
the regional offices that PEMRA has From Bookkeeping to creating sanctions from scratch, I
learned every little work at PEMRA’s financial wing had to offer. This internship gave me a
wide perspective of how the real world works and what can be implemented to the corporate
side by utilizing our knowledge from our accounting and finance degree. The third part is
learning and experience. This part contains detail description of selection to work experience
during each week of internship duration. The fourth part is conclusion and recommendation.
This report provides information on PEMRA and the Finance Wing, where I was assigned to
work. Along with my duties and the work I completed, this report also highlights the lessons I
learned and the experiences I had while working at PEMRA. Finally, acknowledgment, and
references are added

1. INTRODUCTION

The Pakistan Electronic Media Regulatory Authority (PEMRA) was founded on March 1,
2002, with its primary goal being the facilitation and regulation of electronic media. Its
inception can be traced back to the year 2000 during President Musharraf's administration, with
the intention of enhancing educational, informational, and entertainment standards. PEMRA's
core mandate revolves around overseeing the establishment and operations of all forms of
broadcast media, including Satellite TV and FM radio, as well as distribution services like
Cable TV, DTH, IPTV, and Mobile TV throughout Pakistan. This comprehensive regulatory
framework was put in place to ensure that Pakistani media excels across a broad spectrum,
encompassing news, current affairs, religious education, cultural and artistic expression,
scientific and technological advancements, economic and social development, as well as the
domains of music, sports, and drama. Since creation PEMRA has been acting as a regulatory
authority unphased by any political biases and generating its own revenue and does not depend
on the yearly budget.

1.1. Company Background (History)


Since 1947, the broadcasting landscape in Pakistan was primarily under the control of state-
run media entities. Up until 1964, Radio Pakistan stood as the sole source of information and
entertainment for the general public. In 1964, Pakistan Television (PTV) entered the scene.
This state dominance over the media sector persisted until 2002 when the government made
the pivotal decision to open up the airwaves and invite private investors to participate. Starting
from around 1995, a series of experiments and developments eventually culminated in the
promulgation of the PEMRA Ordinance in March 2002. This ordinance had a clear mandate:
to facilitate the growth of the private sector electronic media industry within Pakistan.
Nevertheless, there existed a pressing need to extend the reach of the Pakistani voice onto the
global stage and counteract the negative narratives perpetuated by neighboring media outlets.

In 2007, the PEMRA Ordinance underwent significant amendments and was officially passed
as an Act of Parliament, known as the "PEMRA (Amendment) Act 2007." Since 2002, PEMRA
has primarily operated under the administrative oversight of the Ministry of Information &
Broadcasting. However, there were intermittent periods when PEMRA fell under the
administrative control of the Cabinet Division in both 2005 and 2008.

1.2. Goals and Objectives.


 The main objective of PEMRA is to regulate the operation and establishment of all
broadcasting and distribution services in Pakistan for international, national,
provincial, district and special target group purposes.
 They Establish the freedom and independence of the media
 Facilitate a free, fair and diverse media environment
 Promote ethical media content
 To protect the interests of the public
 They Ensure compliance with laws and regulations
 Promotion of media literacy and awareness:
 To promote technological advancement in the media industry
 Strengthen industrial self-regulation
 Addressing public grievances and complaints
 They Collaborate with stakeholders.

To evolve and promote a dynamic, objective and responsible electronic media free from
influences and biases that uphold national integrity, sovereignty and ensure transparency,
equity, accountability and fair play, promotes equality, cultural diversity, freedom and access
to information.

ensure diversity and plurality, empowering audience and enhancing the maximum outreach of
electronic media to nooks and corners of country thus offering healthy education, information

Organizational Design

"Developing and Restructuring Organization" Good design identifies all functions,


functions, and business goals and begins with workstation organization and processing;
departments and individuals to best and most effectively achieve this goal. Plans are
often presented through flowcharts that help actors in the organization understand the
project. PEMRA's Organizational Design process involves deciding on six elements:

1.4. Product and Services


PEMRA offers a variety of different products and services.

1.4.1. Products
PEMRA (Pakistan Electronic Media Regulatory Authority) is a regulatory body and does not
produce or offer traditional products in the sense that a commercial company does.

1.4.2. Services
PEMRA offer different type of Services but some Function take as services.

Following are some of the many services that are being offered by PEMRA:

1. Licensing and Regulation:

One of the main services of PEMRA is to license manufacturers of electronic equipment,


including radio and television, radio stations and radio stations. Licensing is given to the
TV channels or networks which enables them a spot in the list of channels that can be
viewed by the general public. Now these licenses differ from technology that is to be used.
For Example; Direct to Home licensing is the most common form as it is as its name
suggests, coverage directly to your home through a regular Television. These licenses
include Satellite TV, Landing rights, Cable TV, Internet Protocol etc.

2. Content Standards:

PEMRA develops and maintains standards to protect the quality and suitability of
electronic content. Monitors and reviews television programs, commercials, and other
media content to ensure they comply with established guidelines. This includes preventing
the dissemination of malicious, disruptive or malicious material.

3. Distribution:

Distribution is given to cable operators by the courtesy of PEMRA to install cable networks
in parts of the country to ensure that coverage is maximum. This distribution is kept in
check and is made sure that no one uses it without knowledge of PEMRA itself.

4. Complaints Handling:

The authority provides a platform for viewers, customers and stakeholders to complain
about objectionable or inappropriate content. PEMRA will investigate these complaints and
take necessary action against violators.

5. Media Ethics:

PEMRA promotes PEMRA supports media ethics and media ethics. Media are encouraged
to adhere to professional standards, avoid surprises and report accurate and honest
information.

6. Public Awareness:

PEMRA conducts public awareness programs to educate the public about their rights and
responsibilities regarding the use of electronic media. This includes educating the public
on curriculum, child education, and other issues.

7. Broadcast Diversity:

PEMRA encourages diversity and the expression of different cultures, languages and
perspectives by promoting diversity and pluralism in publishing. It strives to ensure that
news content reflects the rich cultural mosaic of Pakistan.

8. Research and Development:

The authority conducts research to assess the situation electronically, analyze the impact of
policies and identify areas for improvement. This helps PEMRA make informed decisions
and adapt its policies to changing advertising.

2. SWOT ANALYSIS

SWOT Analysis is used to for Strengths, Weaknesses, Opportunities, and Threats that a
business contain. The Strengths and Weaknesses are the internal factors whereas
Opportunities and Threats are external factors. A SWOT analysis offers a comprehensive
assessment of a company's well-being and serves as a valuable tool for shaping strategies
and strategic objectives. It plays a crucial role in defining a company's mission. SWOT
analyses are employed to capitalize on strengths, address weaknesses, and leverage
opportunities while also mitigating threats. PEMRA gives a its SWOT analysis and after
research and finding, following are its Strength, weaknesses, opportunities and threats.

3. LEARNING AND EXPERIENCE

3.1. Internship Duration and Rationale for Selection


The duration of my internship was of 07 weeks, starting from July 10, 2023 until August 31,
2023.which is around 49 days excluding 1 holyday of Muharram and Independence Day.
The purpose of doing an internship is to grasp industrial knowledge and experience of field.
PEMRA (Pakistan Electronic Media Regulatory Authority) primarily deals with the
regulation and oversight of the electronic media sector in Pakistan. PEMRA likely has a
Finance Department responsible for managing its financial operations. This department
handles Estimated budgeting, financial planning, accounting, and financial reporting,
Auditing and Compliance, Financial Analysis for Media Industry, Investment and Asset
Management. So, its offered internship related to my field of study which is why I choose
PEMRA for internship.

3.2. Details of Training department wise/Tasks performed/Personal learning

3.2.1. WEEK 1
The first week as an internee was quite tough because it was the start of a new experience but
I was ready to implement the concepts that I had learned from my studies. Following are the
duties that I performed in the first week.

 They explained the basic things it does, like giving licenses to media companies and
making sure their content is distributed properly.
 I also learned about the rules and laws PEMRA follows.
 PEMRA doesn't get its money from the government's budget like most organizations.
 PEMRA generate its own Revenue to run its operations. This helps PEMRA stay
independent and do its job fairly.

The first two weeks mainly focused on the introduction of PEMRA and Finance wing. It was
time to use my knowledge and training of first two weeks in the third week. I was given several
works by the Finance Wing for this week which are as follows:

3.2.6. WEEK 6
Week 6 was basically the extension of week 5 which was very crucial and very similar with
week 5 as it involved training, it included the following activities:

 I Learnt about Ad hoc allowance: is an allowance that is provided when Inflation


reaches a high and this relief is provided to the employees on their basic salary.
 Making CP fund of Pemra employee list in Excel
 The task was given to me enter the entries of expenses of Head Quarters for the year of
2012 to 2013.
 I enter the August, September, March, April May and April month in 4 days whose
almost 1000 entries.
 This task takes my whole Week.
 Also, I learnt what is TPA?
 A Temporary Advance is a type of advance that is available to employees of Pemra
who hold higher job scales. This advance only allows eligible employees to have
certain amount of money before their regular payment date. To manage this process,
the Pemra creates a record known as a sanction of readjustment to account for the
advance.

 When an employee receives a Temporary Advance, the organization keeps the


amount provided through this sanction. The advance is repaid by the employee
within a specified time period. If an employee fails to repay the advanced amount,
the outstanding balance is deducted from their future salary payments.

3.2.7. WEEK 7
In week 7 the task was given to me that I performed and learned in week 3,4, 5 & 6 using Sidat
Hyder-suite (Software)and also, I learnt new things. The tasks that I performed include the
following:

4. Conclusion

ALLHUMDULLIAH! It was good to be decisions for me to select Pakistan Electronic Media


Regulatory Authority (PEMRA). The PEMRA provided me a good friendly and peace full
environment they also help me in polishing my professional skills. This 7-week experience in
Finance wing of PEMRA help me in learning a lot of new things. This internship has been
really beneficial to me because it has helped me prepare for my future profession in Accounts
and Financial work. I learned accountability, teamwork, and problem-solving skills through
the experience. As an intern, my duties were rather straightforward, but I still learned about
real life. Overall, I had a terrific internship experience. This report provides information on
PEMRA and the Finance Wing, where I was assigned to work. Along with my duties and the
work I completed, this report also highlights the lessons I learned and the experiences I had
while working at PEMRA.

Recommendations

 Hiring of staff that are up to date with current market software’s.


 Keeping a check on employee work hours as most of them go for breaks longer than
allowed.
 Space provided for the internee is enough.
