In line with the forthcoming 2024 Palarong Pambansa on July 6-17, 2024 in Cebu City and the Regional Comprehensive Sports Development Program (RCSDP) for SY 2023-2024, the Department of Education, Region V thru the Bicol Region Athletic Association (BRAA) shall conduct the 2024 Palarong Bicol from April 27, 2024 to May 4, 2024 in Legazpi City, Ligao City, Tabaco City, and Travesia, Guinobatan, Albay. 2. The objectives of the 2024 Palarong Bicol are the following: a. Promote physical education and school sports as an integral part of the curriculum and as an affirmation with the school’s commitment to the development of the full potential of the youth to become responsible and globally competitive citizens of the societ b. Instill among the pupil/ student athletes the spirit of discipline, teamwork, excellence, fair play, solidarity, gender sensitivity, care for the environment, and other values inherent in sports; and c. Develop among the participants the genuine love for sports. 3. ‘The qualifying standards for measurable sports such as Athletics, Swimming, and Archery will still be implemented as well as the Winner-Take-All (WTA) policy shall still holds true for Team Sports. However, for Sepak Takraw events there are three (3) options as follows: ‘a. Twelve players or 2 Regus coming from the champion school (WTA). b. Eight players or 2 Regus coming from a champion school and four players or 1 Regu from another school. c. Recreation 6. The DSAC and coaches shall be held responsible for any problem in the eligibility of their athletes. They are advised to be extra careful in the screening of the documents. “NO NSO/PSA issued Birth Certificate, No Play.” Policy will be strictly imposed. The cut-off year of birth for athletes in Elementary is January 1, 2011 while for Secondary is January 1, 2006 and the age specifications of the respective sports events. 7. The Technical Guidelines from the Central Office Palarong Pambansa will be observed. It is reiterated that all the requirements to ensure the safety of the athletes shall be considered before they will be allowed to play. All Meet Officials must be competent enough in officiating specially in the combative sports. 8. _A designated Event Coordinator per sports event shall be coming from the Host Divisions. The Tournament Manager in each event shall be selected by the Technical Management Committee (TMC). The list of recommended officiating officials in each event will be selected from the results of the Clustered Live-out Regional Blended Accreditation Training of Technical Officials of Different Sports to select officiating officials who possess good attitude, work ethics, skills, and expertise in their chosen sports event duly approved by their respective Schools Division Superintendents. 9. Olympic Medal System shalll be applied for this year’s Palarong Bicol pursuant to Palarong Pambansa Guidelines. Pencak Silat is the only Demo Sport. There will be a separate medal tally for Regular Sports, Special Events, and Pencak Silat. 10. All Divisions are enjoined to send their delegations comprising of the best athletes, coaches, assistant coaches and chaperons identified from their provincial/ city meets and delegation officials. All delegates and officiating officials are advised to bring with them their beddings and other things for personal needs. 11. The policy on “No Alcohol, No Smoking, and No Gambling” shall be strictly implemented for the duration of the 2024 Palarong Bicol. 12, All Divisions must adhere to the following: Department of Education. Pasig City: Department of Education, 2022 ¢ Regional Memorandum No. 66, s. 2011 Addendum to DepEd Memorandum No. 21 s. 2010 entitled Guidelines for Rating Athletes/ Campus Journalist and other participants in all DepEd Palaro, Cultural Academic Conference and Contests. 13, All TMs and winning coaches are advised to submit the list of their recommended pre-selected athletes, coaches, assistant coaches, and chaperons with their corresponding uniform/ shoe sizes to the RSAC and to the TMC Secretariat immediately after their championship games. 14. _ ‘The Selection Committee with the respective Focal Persons and TMs with the winning SDS or Representative, DSO, and coaches shall deliberate the list of pre- selected athletes, coaches, assistant coaches and chaperons at 3:00PM on May 3, 2024 at the Legazpi Sports Center, Albay CS Compound, Legazpi City. 15. The officiating officials will be accommodated in the designated billeting quarters in the respective host SDOs. The meal allowance of the officiating and technical officials shall be charged to the local funds/ MOOE/ SEF/ Division Sports funds of respective Schools Division Offices (SDOs) and other sources while the other incidental expenses of the TMC, RSAC, and officiating officials from their quarters to the playing venues during the Palaro shall be charged against their respective local funds/ MOOE subject to the usual accounting and auditing rules and regulations. 16. The conduct of all competitions leading to and including the culminating Palarong Pambansa such as the lower meets (intramurals, division, regional, and pre-national qualifying shall be guided by the enclosed guidelines on the following: a. Enclosure No. 1: Guidelines on the Eligibility of Athletes; and b. Enclosure No. 2: Guidelines on the Health and Safety Protocols, Learner Rights and Protection, and Disaster Risk Reduction Management Relative to the Conduct of the 2024 Palarong Pambansa 17. The list of Tournament Managers, Event Coordinators and Technical Officials by sports event shall be issued in a separate memorandum after the classification of ‘Technical Officials in the different sports discipline. 18. The technical guidelines of all sports to be played in the Palarong Pambansa as provided in Section 27, Rule VI of the IRR of RA 10588, shall likewise be issued in a separate memorandum. 19. Consistent with the existing Policies and Guidelines in resolving protest on game technicalities of any sports events and protest on eligibility complaints should be in written form, duly signed by the coach and noted by the Head of the Delegation. A complaint shall be accompanied by an affidavit of witnesses and/or evidence to support the same and shall be filed before the start of the second game of the concerned team. 20. Immediate dissemination of this Memorandum is desired. sum Qe Regional Director Encls: As stated ‘To be indicated in the Perpetual Index under the following subjects: 2024 Palarong Bicol ESSD-SPORTS/del 3/22/2024 Republic of the Philippines Department of Education REGION V - BICOL COMPREHENSIVE REGIONAL SPORTS DEVELOPMENT PROGRAM (CRSDP) 8/¥ 2023-2024 INTRODUCTION: The sports sector was greatly affected when COVID-19 pandemic struck our country as social distancing was strictly enforced and huge gatherings were not allowed in compliance to the health and safety protocols imposed by the government. ‘The Palarong Pambansa which is an annual multi-sport scholastic ‘competition participated by public and private elementary and secondary student- athletes from 17 region of the Philippines was last held in Davao City last 2019. For three successive years 2020, 2021 and 2022, there was no conduct of the Palarong Pambansa, from 2019 up to the latter part of 2021, there were no sports activities or if there were some competitions, it was done virtually or utilizing other innovative scheme. In DepEd Bicol, trainings from Central Office-School Sports Division were cascaded in an Invitational Limited Face-to-Face scheme were very few participants were invited from the respective Schools Division Offices. Then, those who had attended served as the trainers in their SDOs. Last year staging of 2023 Palarong Pambansa held in Marikina, Manila exhibited so many modifications like the Modified Palarong Bicol, the Palaro National Qualifying Meet (PNQM) and the qualifying standard for measurable sports. There were also many modifications in the downloading of funds which was done partially. This affected the procurement process and the concentration training days of delegates bound to Palarong Pambansa 2023. Bicol Region Athletic Association landed in Rank 10 however we were adjudged as the Cleanest and Greenest Delegation for the 2n¢ time around, a similar award last Palarong Pambansa 2019. L LEVELS OF COMPETITION A. School Level ‘The road to Palarong Pambansa commences at the school level wherein it conducts its intramurals participated by elementary and secondary students. It is in this level where a school identity, select and train its athletes to form a school team in order to participate in the next level of competition which is Division Meet. B. Division Level ‘The Schools Division Meet, sometimes referred to as Provincial or City meet, is a competition among schools that are located within the jurisdiction of a geopolitical subdivision. Schools which are geographically large and/or have so may schools sometimes conduct district/unit or clustered meet as a qualifying meet before going up to Division meet. Deh WY fonal Center Site, Rawis, Legazpi City 4500 © corona @ regonsoepat gone Republic of the Philippines Department of Education REGION V - BICOL At this stage, the Schools Division Office (SDO) through its Schools Division Athletic Association shall have the discretion to whether or not conduct a multi-sports competition or adopt a new system of competition, ‘The Schools Division Athletic Association shall formulate or develop its implementing policies, guidelines, rules, and regulation that shall govern its school sports program and activities such as conduct of schools intramurals, leagues, mects or tournament, and other sporting activities. Such implementing policies and guidelines however, should be in accordance with the policies set forth by the Palarong Pambansa Board and/or the Regional Athletic Association. C. Palarong Bicol At this level, the Regional Athletic Associations shall manage the conduct of their respective Regional Meets. Participants at this level are the winning school teams of the respective Division Meets under the jurisdiction of the DepEd Regional Athletic Association, The Regional Athletic Association shall formulate its implementing policies, guidelines, rules, and regulation in the conduct of its Regional Meets but shall conform with the policies, guidelines, rules and regulations issued by the National Palarong Pambansa Board The selection of venues for the Modified Palarong Bicol shall consider the most efficient and economical to the participating SDOs as well as the availability of the sports facilities. D. National Palarong Pambansa The National Palarong Pambansa is the culminating activity of this multi-sport scholastic competition. At this level, it is expected that the number of members of each regional delegations shall be reduced because of the pre- national qualifying meets. In addition, qualifying standards (time, distance, or targets) for measurable sports such as Athletics, Swimming, and Archery shall be established. Only those student-athletes whi have met these qualifying standards shall be eligible to advance the National Level. (Source: Concept Paper on the Proposed 2023 Palarong Pambansa). 1. Establishing a Qualifying Time, Distance or Targets for Measurable Sports (Athletics, Swimming and Archery) Setting a qualifying time, distance, or target for measurable sports would limit the number of participants. Only those student-athletes whose performance meet the qualifying time shall be allowed to compete in the event. For example, in Athletics, the qualifying time limit for 100m event D + at aaa nal Center Site, Rawis, Legazpl City 4500 DepED if © nme MATATAG O—rnene Republic of the Philippines Bepartment of Coucation REGION V - BICOL is set on 13 seconds, hence only those student-athletes who finished within the 13-second qualifying time shall be allowed to compete in the next level of competition. ‘The qualifying standards shall set by DepEd, in consultation with the Palarong Pambansa tournament managers, during the Planning Conference to be conducted prior to the staging of the 2023 edition of the national sports competition. (Source: Concept Paper on the Proposed 2023 Palarong Pambansa) 2, Selection on the Sports Events to be played in lower Level Meets In RA 10588, there are 15 and 21 sports discipline being played in elementary and secondary, respectively. There are two ways to select and decide on the number of sports to be featured in the Palarong Pambansa. First, giving the Schools Division Athletic Association the discretion on choosing the sports discipline that it wanted to participate in elementary as well as in the secondary. In this case, the Schools Division shall assess or evaluate its capability and its performances on what particular sport/s they would excel at. L. Adopting the Most Appropriate Format of Tournament There are several factors a sports event organizer should take into consideration in holding a sports tournament or competition. These are availability of venue, availability of technical officials, duration of the competition, number of participating team athletic delegation, sports supplies, current Alert level status of the locality, existing DepEd policies and guidelines, and among others and most importantly budget. Assessing the right environment and sports events organizers, especially the sports director or sports manager may determine the most applicable format of tournament such as knock out or single elimination, double elimination, round robin, extended or the ladder type of elimination, challenge or variants or combination of these formats. An invitational type of tournament may also be used. In this case, only select teams shall be invited to participate in the tournament. ‘The Organizer shall send invitation only to those athletic delegation or school team or school club that met the criteria established by the Organizer. Conduct of Try-outs (Recruit+ identified-Select-Train) In case the Regional Athletic Association or the Schools Division Athletic Association decides not to conduct its meet due to compelling Regional CenterSite, Rawis, Legazpi City 4500 DepED ana MATATAG Sg Republic of the Philippines Bepartment of Education REGION V - BICOL tL. reasons or unavoidable circumstances, conducting try-outs is the last method they may resort to. ‘The Regional Athletic Association or the Schools Division Athletic Association shall designate coaches or trainers of a particular sport discipline who will be responsible in recruiting, identifying, and selecting potential athletes and provide scientific training and represent the delegation to the Regional or Division Meet. (Source: Concept Paper on the Proposed 2023 Palarong Pambansa) HOSTING OF THE 2024 PALARONG BICOL Putting into considerations efficiency and economy in holding said activities as well as the presence of sports facilities, Legazpi SDO, Ligao SDO, and ‘Tabaco SDO are possible Hosts to the respective clustered events. A. Conduct of BRAA Planning Conference on the Staging of Palarong Bicol 2024 to be participated in by the RD, ARD, RSO, SDSs, DSOs and selected Key Personnel on February 14, 2024. 2. Designation of the Tournament Managers for the respective Sports Events. 3. Administration of the Technical Conferences on March 2-3, 9-10, 2024 at the indicative venues. 4.
