Resolution Adopting the Barangay Agenda for Governance and Development

(BAGAD) of Barangay ____________, Zone _________, District ________, City of Manila

WHEREAS, under the Local Government Code (LGC) of 1991, barangays serve
as the primary planning and implementing unit of government policies, plans, and
programs in the community, and as a forum wherein collective views of the people
may be expressed and where disputes may be amicably settled;
WHEREAS, with the effect of the Mandanas-Garcia Supreme Court Ruling,
LGUs are expected to fully assume the functions devolved to them under the LGC of
1991 and other pertinent laws;
WHEREAS, DILG Memorandum Circular No. 2024-008 outlines the guidelines
on the implementation of the Barangay Newly Elected Officials (BNEO) towards
Grassroots Renewal and Empowerment for Accountable and Transparent (GREAT)
Barangays Program 2023-2025;
WHEREAS, DILG-City of Manila Field Office in collaboration with the Liga ng
mga Barangay-Manila Chapter and other concerned offices, conducted the first phase
of the BNEO-GREAT Barangay Program 2023-2025 last ___________________;
WHEREAS, presented for adoption is the Barangay Agenda for Governance
and Development (BAGAD) output during the said BNEO-GREAT program orientation,
which outlines the governance thrust or campaign promises or commitments of
barangay officials:
 NOW THEREFORE, on motion of Member _______ duly seconded by Member
________ and with the unanimous accord by all members present, be it RESOLVED AS IT
IS HEREBY RESOLVED TO adopt as it is hereby adopted the foregoing Resolution
Adopting the Barangay Agenda for Governance and Development of Sangguniang
