Assembly and Placement of Reinforcements
1. BASIC INFORMATION
1.1 Objective
The objective of this document is to establish the guidelines to follow in the manufacturing,
supply and placement of reinforcing steel.
1.2 Scope
The activities for which this manual is applicable comprise the reinforcement of concrete
foundations.
This document establishes the minimum standards IBERDROLA Ingeniería y Construcción
requires from contractors responsible for the execution of the works.
These requirements must be completed with specifications and standards defined in the
contractual documentation as well as the bidding national, regional and local legal
requirements, regulations and standards that will prevail over what defined in the present
document.
The technical requirements and operations defined in this document are the minimum
requirements, but not limitative, and the contractor will be responsible to implement all
activities necessary to complete the work as defined in the contract documentation.
1.4 Definitions
- Reinforcement: Set of steel bars and/or steel grid, cut, bent, and joined to each other
with wire or welding; which form the internal structure of reinforced concrete.
- Rebar: Reinforcement structures manufactured in steel shops.
- Reinforced concrete: Concrete reinforced with steel bars that forms part of a structure
or element that supports loads and transfers them to the ground.
- Formwork: Wood or metal mold that contains and provides form to the poured concrete,
as indicated by the official construction drawings.

2. DEVELOPMENT
The CONTRACTOR must inspect that the axes, grades and geometry of the reinforcements
are according project requirements and what is defined in the applicable Technical
Specification.
Supply of Steel
Each delivery of steel reinforcing or electrically-welded mesh must arrive to the project site
with a delivery slip required to ensure its traceability.
The contractor will supply IUSA E&CD material certificates and testing report for each steel
delivery corresponding to a different batch. Contractor shall indicate in which foundation the
steel has been installed. Acceptance of certificates will be done by IUSA E&CD supervisor.
The steel reinforcing must not show surface defects, pitting, or excessive rust levels; which
may affect its adherence properties.
2.2.2 Rebar Processes
The manufacturing of reinforcement must be performed in shops that have the facilities to
perform:

- Storage of products.
- Straightening process for corrugated steel supplied in rolls.
- Cutting, welding and assembly process.
The installation of rebar must have a production control system that includes the tests and
inspections to be performed on the manufactured reinforcement according applicable
technical specification.
2.2.3 Assembly of Rebar
The assembly of rebar must be performed according to the established project dimensions to
allow the reinforcement to properly adhere to the concrete. This ensures that concrete will be
able to be properly worked around the reinforcing and the correct concrete cover will be
established.
The installation of reinforcement must be performed with tying wires or with spot welding.
The maintenance of the reinforcement during storage, placement and concrete placement
must always be inspected.
Spot welding or tying with wires may be performed through crisscross patterns or overlap.
In general, the primary reinforcement bars must be located inside of the shear reinforcement
bars.
The arrangement of the points of tying or welding shall meet the conditions defined in the
corresponding chapter of the applicable Technical Specification.
Splices of reinforcing steel must be performed in a manner that ensures the transmission of
forces from one bar to the next, and without producing flaking or any other damage to the
concrete near the area of the splice.
Bar splices may be performed by overlap or welding.
2.2.4 Supply of Assembled Reinforcement
The assembled reinforcement, and when applicable assembled rebar, must be supplied
without paint, grease or any other substance that may adversely affect the steel, the
concrete, or the adherence between them.
The reinforcement must be supplied at the work site with their corresponding labels, which
allow the clear identification and traceability of the steel, its properties, and the identification
of the component where they are to be installed.
In addition, the reinforcement must be supplied with the documentation defined in the
applicable Technical Specification.
2.2.5 Transportation and Storage
During transportation and storage, reinforcement must be properly protected against rain,
soil moisture, and any potential environmental threats.
Reinforcement shall be kept properly classified to guarantee the necessary traceability.
2.2.6 Installation of Reinforcement
Prior to the placement of reinforcement, the area for the support and placement of bar
supports must be cleaned.

The bar supports must be made of precast concrete, rigid plastic, or similar; and must
comply with:
- Resistance to the alkalinity of concrete.
- May not provoke corrosion of reinforcement.
- Must be as water-proof as the concrete.
- Resistant to chemical ambient threats.
The use of wood as a bar support is prohibited, as well as any material leftover from the
construction (bricks, concrete, etc.).
Once placed, it must be verified that the reinforcement are compliant with the cover
distances required by the drawings; from the terrain or the formwork.
When reinforcement is placed inside recent excavations, the bottom of the excavation must
be uniform and well-compacted.
When the construction process does not allow for the placement of reinforcement for a
component, the bars must be covered until they can be placed.
Welding of rebar is strictly prohibited when the rebar is inside molds or formwork.
2.2.7 Special Safeguard Measures
For special cases where the environment is considered “aggressive”, the following special
safeguard measures might be implemented:
- Protection of the reinforcement with coatings (galvanization).
- Cathodic protection of reinforcement.
- Stainless steel reinforcement.
