PURPOSE AND SCOPE


The purpose of this procedure is to provide the minimum standards for occupational health and medical services
within the NS2 Project. This procedure shall be applied to all of NS2 Project.

DEFINITIONS

First Aid
A person who has been trained and a first aid qualification recognised by DVN.

CONSORTIUM Health and Medical Facilities


Site Medical Facilities refers to locations designated by DVN, where occupational health services including but
not limited to the following, are provided:
- Medical Consultation
- Advice on matters of Occupational Health
- First Aid Treatment
- Transport of injured and ill person that requires immediate medical treatment and further assessment by the
hospital

Site Occupational Health Personnel


The Site Occupational Health Personnel shall mean Qualified / Certified First Aider(s); and Professional Site
Doctor / Physician and Nurse duly licensed as per Local Law; assigned by the Project to provide occupational
health services in the site.

First Aid Cases


First Aid Cases are generally defined as any one-time treatment, and any follow- up visit for the purpose of
observation, of minor scratches, cuts, burns, splinters, and so forth, which do not ordinarily require medical care.

Medical Treatment
Medical Treatment means the management and care of a patient to combat disease or disorder – it does not
include:
- Visits to a physician or other licensed health care professional solely for observation or counselling;
- The conduct of diagnostic procedures, such as x-rays and blood tests, including the administration of
prescription medications used solely for diagnostic purposes (e.g. eye drops to dilate pupils)

PROCEDURE

1.0 GUIDELINES FOR HEALTH AND MEDICAL SERVICES


DVM and its SUBCONTRACTOR will submit their Pre- Employment Medical and Physical Examination Records
to DVN EHS department, before they can take the EHS induction or work on site.
All heavy equipment operators and crane operator must undergo a special physical examination before they can
operate their equipment.
Employees over the age of 50, and employees that are working at heights, and employees whose activity
requires a respirator; will undergo a semi-annual physical.
DVN EHS department will conduct quarterly audits on the DVN and its SUBCONTRACTORS to ensure that all
employees’ medical and physical examination results meet the health requirements. If an employee was found
to have health issues or “red flag” stipulated below, the employer of that employee shall monitor his/her condition
on a weekly basis until the condition is back to normal limits.

• Palpitations / Irregular heart beats
• High Blood pressure

Note:
*Mechanisms that restore satisfactory blood glucose levels after extreme hypoglycemia (below 40
mg/dL must be quick and effective to prevent extremely serious consequences of insufficient glucose:
confusion or unsteadiness and, in the extreme (below 15 mg/dL) loss of consciousness and seizures.

DVN and its SUBCONTRACTORS are responsible for assessing the medical conditions of his employees in
accordance with local legislation and shall be ready to submit all necessary documents related with medical
assessments of its employees. CLIENT will ensure within DVN and its SUBCONTRACTOR’s proposed system
of audit and review that spot checks are conducted to verify compliance with this requirement.
DVN and its SUBCONTRACTORS shall screen all their and their lower tiers site personnel before starting work
on site for any medical conditions that may affect their work, safety or the safety of others.
No one suffering from a transmittable disease will be allowed to work on the project. Employees using
medication, which could influence their performance, will report this to the medical staff.

2.0 Site Medical Facilities


DVN will establish a Site Medical Facility staffed by a professional nurse, medic or doctor based on risk
assessment and Applicable Vietnam Laws.
The provision and maintenance of a Site Medical Facility by DVN does not relieve by DVN and its
SUBCONTRACTOR from their obligation to ensure appropriate first-aid coverage for their personnel in the
workplaces in accordance with local regulation
Other than Site Medical Facility, the DVN and its SUBCONTRACTOR shall arrange its first aid provisions per
local regulation
DVN and its SUBCONTRACTOR shall provide a minimum of one first aider for up to 50 employees and then on
for every 50, or part thereof, employees thereafter.
First-aiders shall hold an accredited first-aid certification equivalent to St. John's Ambulance, Red Cross or other
nationally recognized workplace first-aid qualification.
DVN and its SUBCONTRACTOR shall include the names of its first-aid and/or medical personnel along with
their certifications in its record keeping.
All Site first aid personnel shall be provided with identification, e.g. Red Arm Band and first aider label on the
Arm Band / high visibility vests, or as specified by DVN, by their respective employer.
Site Medical Facilities provided by DVN must be easily accessible and consist of the following, as minimum
requirements in addition to the local law / requirements:
• Transportation for injured / ill person to hospital must be arranged

• 1 lockable treatment room


• 1 medical bed for treatment
• 1 stretcher
• Washing facilities, including a shower
• Sanitary facilities
• Adequate collection means for waste that is potentially contaminated with biological pathogens
• Appropriate Personal Protective Equipment for the first-aid and medical personnel to protect
themselves from contamination with biological pathogens (e.g. latex gloves, masks, etc.)
• 1 lockable cupboard for storing medical supplies
• An appropriate supply of medical instruments and medicine, that must include, at least, a
defibrillator, gauze, splints, burn kits
• A desk with lockable facilities (drawers, cupboard) for storing records
• A computer with a network connection
• A phone

Site Medical Facilities provided by DVN must be manned by at least a licensed medical practitioner (as a
minimum, by a licensed industrial nurse), during normal working hours.

3.0 First Aid Arrangements


The provision and maintenance of a Site Medical does not relieve the DVN and its SUBCONTRACTOR from its
obligation to provide adequate first-aid provisions in the workplace.
Workplace first-aid kits must contain, as a minimum in addition to the local law:

• 1 guidance leaflet providing brief first-aid guidelines;

• 1 list of the contents of the workplace first-aid kits, allowing for the verification that the workplace first-
aid kit is complete;

• A set of sterile dressings comprising of:


- 4 sterile dressings of medium size (conforming bandage, min. 7.5 cm width and min. 2 m stretched
length, with an absorbent of not less than 12 cm x 12 cm);
- 1 sterile dressing of large size (conforming bandage, min. 10 cm width and min. 2 m stretched length,
with an absorbent of not less than 18 cm x 18 cm);
- 2 eye pad sterile dressings (conforming bandage min. 5 cm width and min. 1.5 m stretched length or
elasticated looped bandage, with an oval pad of no less than 7 cm x 5 cm);
- 40 sterile adhesive dressings, water resistant, individually wrapped (min. surface area of

- 7.5 cm2, dressing pad not less than 20% of the surface area);
- 2 finger sterile dressings (conforming bandage, min. 3.5 cm width and min. 30 cm stretched length,
with a dressing pad of min. 3.5 cm2);
- A set of non-sterile dressings comprising of:
- 2 triangular bandages (non-woven material or cotton, min. 20 grams per square meter, not less than 90
cm x 90 cm x 127 cm);
- 1 conforming bandage (min. 7.5 cm width and 4 m stretched length);
- 1 water-based gel-soaked burin dressing, sterile, that does not dry out within one hour of application
(min. 100 cm2 surface area);
- 20 alcohol free moist cleansing wipes, individually wrapped, sterile (min. 80 cm2);
- 6 safety pins (min length of 2.5 cm);
- 1 roll of adhesive tape, individually wrapped (min. 2.5 cm width, 5 m length);
- 6 pairs of medical disposable gloves, large size, conforming with BS EN 455-1 and BS EN 455-2 or
equivalent;
- 1 resuscitation mask (with a one-way valve), see Figure 6;
- 1 foil blanket (min. 130 cm x 210 cm);
- 1 pair of shears that is suitable for cutting clothing, including leather;
- 1 pair of tweezers.
- Workplace first-aid kits and eye wash supplies shall be available in proximity to all work areas.

4.0 Ambulance Inspection


 A weekly check must be carried out using Appendix A - Ambulance Inspection Checklist.
