PURPOSE AND SCOPE

This procedure, is to provide minimum safe work practices for the set-up and maintenance of barricades that
restrict entry and/or provide warning for areas that involve hazardous activities, unsafe conditions, or unusual
circumstances within Project perimeter.

This Procedures shall apply equally to office, workshop, site, roads or isolated locations during the project
duration.

DEFINITIONS
Barricade is defined as a system designed to warn personnel of a hazard and physically identify the hazard’s
parameters. Barricades (also referred to as barriers) can be “soft” or “hard” in construction, depending on the
intended use and the nature of the hazard being protected.

1.0 WARNING BARRICADE


Tape barriers (soft barricades) provide temporary warning or restricted access and must not be used as edge
protection. These barriers are erected to call attention to specific hazards, but provides no physical protection
from the hazard

 These barricades call attention to a specific hazard, but offer no physical protection. An alert is
provided for people working in or around the area of the hazard.

 Yellow and black tape material is used to represent caution where hazardous work is being done or
unsafe conditions exist. Employees shall exercise caution in determining the hazards involved with
entering an area barricaded with this tape.

 This type of barricade type shall serve as warning/ caution to indicate to employees that a potential
hazard exist. Employee may enter without permission from contractor. This barricade tape shall be used
for, nut not limited to the following :
- Identification of trip hazards, low hanging objects, etc.
- Material storage on the site

 Red and White tape is used to represent danger and unauthorized entry will not be allowed.
Personnel shall not cross a red barricade without authorization from the supervisor responsible for its
erection. Careful job planning is needed to help assure effectiveness. Examples include overhead
work, swing radius of crane counterweights chemical exposure areas, first breaks and electrical
“proximity” work.

 Yellow with black radiation flags is used when x-ray or other types of radiation work is being done. This
barricade is absolutely

NO ENTRY! (This color code all depends on the Contractor allocated to perform X-ray duties). Risk assessment
will then identify color code.

- Rubber or plastic cones (approximately 30 inches high) can be used for road work, traffic
direction, or to mark material storage areas.
- Barricade material can include plastic barricade tape, rope, plastic chain, netting or any other
material that provides the proper color coding and will withstand the environment in which it is
placed.

2.0 PROTECTIVE BARRICADE


Solid barriers (hard barricades) are used to protect against exposure to long-term hazards, restriction of access,
and/or fall protection. A solid barricade is a tube and coupler scaffold, metal, etc. guarding device, capable of
withstanding a 200-pound (90.7-kg) force from any direction that is placed around a heavy vehicle movement,
floor/ground hole or floor/ground opening to keep persons from walking into said hole or opening during any time
the hole or opening cover must be removed.

2.1 Protective (hard) barricades


 Protective barricades provide physical protection to prevent entry in the area. A protective barrier keeps
people from entering the hazard area.
 A protective barricade is used when a warning barricade cannot be erected at least 5 feet from a hazard
and must can withstand at least 200-pound (90.7-kg)
 Protective barricades must be constructed of a minimum of tube and coupler scaffold, pipe railing,
structural angle railing, wire rope, or steel chain.
 Protective (Hard) barricades are used around any excavation that is adjacent to roadways or walkways,
around roof openings, deep excavations and around any location where the hazards are not obvious.
 Red and white, Black and Yellow or X-ray tape/ flags can be placed on these barriers

2.2 Erection of Barricades


 The employees initiating the work are responsible for erecting the barricades around the work area. All
employees working inside a barricade are responsible for maintaining the barricade.
 If employees erecting a barricade vacate the area, they should make sure that any remaining employees
know who is now responsible for the barricade.
 Barricades should be 42 inches (106.7 cm) high. If proper construction stanchions are used, this height
will be achieved. Barricade tape should be tied to stanchions and not to instrument lines, valves, etc.
 Barricades for work areas shall be constructed with a gate for employee entry and exit, or with a “loop”
or “hook” connector to the barricade stand or fixture for an employee to unfasten, enter or exit, and then
re-fasten.
 Barricades covering large areas can have more than one gate or loop access.
 No one shall climb over or duck under any barricade.
 Barricades must be complete. The work area shall be entirely isolated and identified. Permanent
structures that prevent entry may be used as part of the barricade. The barricaded area will be of
sufficient size to afford appropriate protection. If this condition cannot be met, consideration must be
given to keeping materials from falling or protruding outside of the barricaded area. A general rule for
barricade erection is: 1 foot (30.5 cm) out for every 2 feet (61 cm) up. If that is not possible, the
supervisor should be contacted for help.
 Barricades shall be erected by the group causing or correcting the hazard prior to beginning work.
 The barricade is to be maintained during the work and removed when the work is complete.
 When two or more groups use the same barricade, each group should review the tag and ensure that all
hazards have been identified on the tag. Permits and Task instruction can be used in this instance.
 A barricade should not block emergency equipment, such as plant fire extinguishers, safety showers,
etc. Where this is not possible, provisions must be made with plant area personnel. Note: - Do not tie
barricade material to valve handles, conduit, instrument s, instrument tubing, electrical gear, or other
fragile items.

 The blocking of a fire door with a barricade is prohibited. Separate construction barricades are not
required when working within a permanent barricade. However, appropriate barricade signs will be
posted.
 All personnel who work inside the barricade are responsible to see that the barricade is maintained and
that housekeeping within the barricade is maintained.
 When it becomes necessary for barricades to block access to emergency equipment, obstruct
emergency exits, or hinder movement of emergency equipment, alternate provisions shall be provided.
Examples: temporarily moving a fire extinguisher or posting a watch near a passageway to warn people
of the hazard instead of blocking access. (This shall be stipulated in the permit to work)
 All barricade stands on roofs and outside areas shall be secured or weighted down to prevent wind from
blowing them over.
 When barricades are located near a road or walkway, flashing lights must be used if the barricade is to
remain in place overnight. Before blocking any road, notify the EHS department and Site Security. A
permit to close road shall be obtained by the responsible supervisor.
 Where numerous small work areas exist, one large barricade may be used to simplify the task of
barricading.

2.3 Road Barricades


 Barricades across or next to a roadway will be semi-permanent barricades, netting and signs, or
equivalent.
 Flashing amber lights will be required at barricades left after dark to alert vehicle traffic to their presence.

2.4 Radiography Barricading


 The radiography work area will be barricaded, at least to a difference of 2 millirems (mr) or less level.
 All entries and exits will be blocked and warning signs posted at the barricaded areas.
 Except for the radiography crew, personnel will not be allowed to enter the barricaded area.

3.0 SIGNS - (or tags)


Are used in conjunction with barricades to provide specific warnings and/or other essential information about the
hazard(s) that exist beyond the barricade.

4.0 CRANE / MOBILE ELEVATED WORKING PLATFORM OPERATIONS


All operating areas are to be defined even within a Restricted Zone, by use of cones or red flag line without
exception.

5.0 ENFORCEMENT
The need for exclusions/restricted zones to be strictly policed to ensure breaches by unauthorized personnel are
eliminated is paramount. If any person is identified as having breached an exclusion/restricted zone disciplinary
action will occur. May instruct that the person be removed from site.

6.1 GENERAL REQUIREMENTS


Consideration should be given to signs exposed to high levels of ultraviolet radiated light (i.e., desert conditions),
as the signs and warning tape will fade

 Signs and warning tape shall be regularly cleaned and replaced when damaged
 All emergency exits, passageways, fire doors, first aid stations, eye wash stations and emergency
muster points shall be highlighted with safety condition signs
 Warning signs shall be erected and displayed for fire hazards, electrical equipment, openings, overhead
working, noisy areas, utilities, overhead power lines, and other hazards
 Mandatory signs shall be provided for enforcing the use of personal protective clothing and equipment
and providing specific instructions appropriate to the task or condition
 Prohibition signs will be displayed for restricting access or entry, no smoking areas, no parking, and any
other unauthorized acts
 Fire signs shall be provided at areas where fire equipment has been sited (e.g. fire extinguishers, fire
hydrants/points, fire blankets, etc.)

6.2 SITE PERIMETER AND ACCESS POINT SIGNS


Where practical, fencing and signs will be erected to contain construction areas. Examples of signs used at such
locations include but may not be limited to the following (in the national language of the host country & English):

8.0 INSPECTION
All barriers will be inspected daily by the CONTRACTOR EHS person and the responsible supervisor to
ensure they are in a good state of repair. The supervisor shall repair all defects immediately.

All barrier tape shall be removed by the responsible person/ supervisor when work is complete and before
permit is signed off.
