1.1 The Scope is to define the procedure that will be followed for the installation of
HDPE Pipes for the project.

2. PURPOSE
2.1 The purpose of this document is to ensure that the HDPE pipes in HDD and in
Trench for Communication systems are performed safely, efficiently, and in
accordance with the recommended working practice, and Saudi Aramco standards &
Specifications in Robaya Onshore Maintain Potential Projects (OMPP). The procedure
is intended to provide general application guidance, and establish controls for the
execution of the HDPE Pipes installations.

5. RESPONSIBILITIES

5.1 QA/QC Manager: Responsible for the overall discipline of QA/QC Inspection,
verification of the project specification, documentation and QC records for final
acceptance.

5.2 HSE Manager: Responsible for Safety implementation and ensuring all safety
requirements have been implemented within the construction areas.

5.3 Telecom Engineer: Prepare and submit procedure and material submittal for
Saudi Aramco review and approval. Responsible for material requisition of approved
permanent materials, estimation and reconciliations of material final quantity, shop
drawing and as -built. Responsible to pursue and provide latest revision of IFC
drawings, procedures, material specifications, standards and technical specifications.

5.4 Telecom Supervisor: Ensure relevant permits are raised and received prior to
commencement of work, with full compliance by all electrical foremen, electricians
and labor pertaining to execution of the work in accordance with Saudi Aramco
project requirements and specifications. Review and plan the work with due
diligence. Confirm the availability of all materials, tools, equipment, and required
personnel who will carry out the work safely.

5.5 Telecom Foreman: Ensure relevant permits are raised and received prior
commencement of work, with full compliance by all associated craftsmen to the
requirements of this procedure. Responsible for the execution of the work,
manpower assignments and hourly work monitoring, and for preparing the work
activities for the electrician. Ensure the safe work atmosphere of the workmen by
conducting a daily safety reminder prior to commencement of work.

5.6 Quality Control Inspector: Monitor, on a daily basis, Telecom activities and verify
compliance to Customer’s Specifications. Perform activities in accordance with the

Project QA Manual and Quality Control Inspection Plan. Prepare QC records daily, and
final acceptance documentation. Maintain a close working relationship with the
Customer’s Representative.

5.7 Safety Supervisor: Monitor that the work is carried out in accordance with Saudi
Aramco project safety procedures.

5.8 Store Keeper: The Store Keeper’s responsibility is to identify the location, and to
maintain preservation of the materials or equipment at the storage area, while
keeping record and Control of all the material / equipment release.

6. DETAILED PROCEDURE

6.1 Pre-installation Activities:

 Ensure that all relevant documents have been approved by Saudi


Aramco prior to commencing installation, and that the latest
revisions of IFC drawings, specifications including approved
procedures are disseminated to the concerned personnel who will
carry out the work.

 Confirm correct material size / type, and that other associated


materials are available and meet the requirements of the project
specifications.

 Check that all the HDPE pipes and accessories materials are in
acceptable working conditions.

 Confirm the manufacturer’s name, trade name, or other


acceptable marking whereby the organization responsible for the
product can be readily identified.

 Ensure the availability of the product installation instruction.

 Confirm the materials’ traceability from the manufacturer and


supplier through delivery, storage, fabrication, erection,
installation, repair modification and used.

 Check materials for damage before transporting to the work area.


All materials of doubtful condition or quality shall be immediately
segregated from the job site.

 Over hanging from the trailer / truck body of any HDPE Pipes
material is not allowed. Ensure that they are properly and
adequately secured / supported.

 Secure work permit for HDPE pipes installation and other


associated works, if required.

 Ensure Safety Barriers are erected at designated work areas.

 Check and confirm actual proposed routing against approved


construction drawings.

 Plan the work area with separate storage, work and waste
disposal locations, to avoid congestion and enable systematic
installation.

 Ensure that HDPE Pipes, fittings and accessories needed to


complete the work are available at designated areas scheduled for
installation, and that they are the correct size and the routing is in
accordance with approved drawings.

 Telecom inspector shall witness installation activities.

 Material receiving inspection shall be done before transporting of


materials to work location.

6.2 Installation Activities and Guidelines:

 Ensure that safeguards, warning devices and personal protective


equipment is employed at all times.

 All Saudi Aramco Safety and Security Requirements and Policies


shall be observed, refer to SAES-A-114 for “Excavation and
Backfill”, GI-0002.100, SAES-B-Series, HCIS & the Safety Directives,
and the Saudi Aramco Safety Policy (Loss Prevention Policy
Statement in GI-0005.002.)

 Check that all debris has been removed and that the trench
bottom is smooth and level and void of any items that could
deform or damage the conduit.

 Ensure that all spoil is kept at least 600mm from the trench edge
during the excavation.

 Ensure that trenches or other excavations that are 1.2 meters or


more in depth shall be safeguarded by shoring or sloping the
trench walls in accordance with SAES-A-114, paragraph 5.5.2.3.

 Verify that hand digging or excavation is employed when the


presence of underground utilities is suspected or the excavation is
around or near electrical substations.

 Before receiving conduits, the trench bottom shall be:

a) Cleared of rock, rock protrusions, and other items that could


damage Pipes;
b) Uniformly graded and covered with a minimum of 50 mm
levelled layer of sand. Sand is not required if conduit spacers
will be used.
c) The bottom of trenches shall be smooth and level and void of
any items that could deform or damage the conduit.
 The High-Density Polyethylene (HDPE) pipes (PE 80 and PE 100),
110 mm diameter, black color, solid wall, with orange stripe can
be used as mechanical protection for Communication Cables.
 Depth: The HDPE pipe depth (cover) shall be 1000 mm below
surface ground.
 A base spacer must be installed for the segregation of 110mm
HDPE pipes. Typically, spacers are placed 1.5 to 2.4 meters (5-8
feet) apart.
 Marker tape: A detectable marker tape is mandated at 300 mm
below surface ground and additional non-detectable marker tape
shall be installed above the HDPE pipes.
 Sub duct : In all cases, where cable is to be placed in main HDPE
Pipe, ensuring that the Pipes is thoroughly cleaned by doing Final
mandrel test before the pull line or cable is placed.
 A four (4)-inch diameter underground HDPE that is being set up
for fiber optic cable placement shall contain a four (4) pieces of
one (1) inch - inside diameter sub duct.

 Insuring that the sub-duct color which are provided to be placed


inside a 110mm Pipe, shall be different colors.
 Installation of EMS markers must be placed at the edges of the
HDPE Pipes for Identification of Underground Pipes.
 Installation of the marker posts is placed at the ends of HDPE
Pipes placed at roads, railroad, pipeline, and utility crossings
during the trench backfilling operations.
 The HDPE Pipes are plugged or sealed properly to prevent entry of
Dirt, water, or Debris.

 Horizontal Directional Drilling (HDD)

This method uses a liquid chemical mixture that, when forced


through the end of the boring head, craves a hole in the earth.
The following guidelines shall be considered:

a) Directional drilling shall be using the HDPE (High Density


Poly-Ethylene) pipes, solid wall type with 110 mm outside
diameter, refer to 01-SAMSS-051 for materials selection.
b) The pipes at the crossing will not be connected to other
underground communications conduit system.
c) HDPE pipes shall be Mandrel tested in both directions
before and after installation, this is to ensure no inside
deformation (factory defect). Also, this shall be equipped
with pull rope.
d) The pipes at the crossing shall be placed with a minimum
cover of 1200 mm.
e) The HDPE pipe joint will be done by approved contractor
depending on site condition if required.

f) The HDPE pipe joints will be joined by Fusion splicing by


approved Contractor if required depending on site
conditions.
g) The HDD method shall be performed and implemented by
Saudi Aramco certified and approved contractor.
h) Fiber optic cable may be installed in the same pipeline
trench at camel crossings if the cable is installed inside
HDPE pipes in alignment with SAES-L-450.

7.0 INSPECTION & QUALITY RECORDS

All stages of work shall be entirely attended, inspected and test witnessed by
Contractor QC, PMT, and PID representatives in accordance with the Approved
Project Quality Control Inspection Plan and Saudi Aramco Standard requirements.

8.0 SAFETY PRECAUTIONS

 All Saudi Aramco Safety and Security Requirements and Policies shall be
observed, refer to SAES-A-114 for “Excavation and Backfill”, GI-0002.100,
SAES-B-Series, HCIS & the Safety Directives, and the Saudi Aramco Safety
Policy (Loss Prevention Policy Statement in GI-0005.002.)
 Barricade the working area and secure necessary work permit prior to
commencing the work.
 Wear full body harness when working at heights and Underground.
 Ensure that only authorized personnel are within the affected area.
 Keep the work area free from debris at all times.
 The work shall be executed with the approved JSA.
