1.0 PURPOSE
• To provide guidelines to all project sites and associated services for the proper
handling, storage, and disposal of the various kind of waste generated from the Site.
• To control the generation, collection, treatment, transportation, storage and disposal
of waste in an environmentally responsible manner.
• To reduce the environmental risk and protect adverse health hazards from various
wastes to employees, public and society.
• To ensure proper waste collection, storage and disposal of hazardous and non-
hazardous waste as per the statutory requirement and client’s guidelines.
• To maximize 3R’s i.e. Reduction, Reuse and Recycling of waste
2.0 SCOPE
2. Any Waste generated which is under control of client will be segregated and further
action will be taken as per Contractual requirement.
3.0 TERMINOLOGY
▪ Waste: Waste means materials that are not products or by-products, for which no
further use for the purposes of production, transformation or consumption.
▪ Non-Hazardous waste: Waste containers (other than used oil / paint containers etc.,)
domestic dry waste such as paper and plastics, packaging materials, wooden and
structural scraps, wastewater etc.

▪ Organic waste: Includes food waste, wastewater and other organic wastes like grass,
leaves, etc.
▪ Bio-Medical waste: All Waste generated from first aid center like, Items contaminated
with blood, and body fluids including cotton, syringe, dressings, soiled plaster casts,
beddings, wastewater, etc.
▪ E-waste: waste electrical & electronic equipment, whole or in part OR rejects from
their manufacturing & repair process, which are intended to be discarded. Old, end-of-
life or discarded appliances containing electrically powered components.
o Includes – computers, consumer electronics, fridge etc.
o Contains – both valuable material as well as hazardous materials which
require special handling & recycling methods.
▪ Battery: Lead acid battery which is a source of electrical energy and contains lead
metal.
▪ Facility: Any location where the processes incidental to the waste generation
collection, reception, treatment, storage and disposal are carried out.
▪ Storage: keeping hazardous wastes for a temporary period, at the end of which the
hazardous waste is treated and disposed off.

5.0 PROCEDURE
The hazardous waste & non-hazardous waste are identified, and list to be prepared
with respect to site:

EHSM / EHSO to ensure all wastes generated should be collected in the containers
as mentioned above. Mutually incompatible hazardous waste shall be kept
separately (e.g.: Contaminated soil & oily rags should be stored separately). EHSM
/ EHSO should ensure the availability of sufficient quantity of bins at all locations.
These wastes from bins should be shifted to common waste storage area at regular
intervals. Time office should ensure the transportation of collected waste from all
location to common waste storage area. Store in-charge should monitor the
quantity of waste collected at the common waste storage area and maintain the
disposal records.

The storage of different types of waste identified as above can be done by:-

The Storage areas shall be concreted with adequate containment. The frequency
of disposal of Oily cotton wastes/Oily filters shall be at least once in a week. The
areas shall have “NO SMOKING” or “INFLAMMABLE” marking and fire extinguisher
provision shall be made.
Waste Battery storage areas shall be acids proof to prevent any soil contamination
because of acid leak/spill from the waste batteries. Empty chemical drums are
also stored within containment and while provisioning for the storage facility; the
precautions shall be taken based on the characteristics/precautions mentioned in
the MSDS of those chemicals. Material Safety Data Sheet (MSDS) of the chemicals
are maintained in the areas where the chemicals are stored as well as used.
All the Storage areas are identified by name and nature of Material being stored.
All the storage areas of Wastes are inspected once in fortnight to ensure no
leakage is taking place.
Reinforcement steel rod scraps are stored in an identified area within scrap yard
within barricade.

C. Organic Waste
i. Time office (IR) shall ensure the proper collection and transportation of
food waste generated from all locations at project site and Labor colony.
ii. Food waste generated should be given to local municipality or disposed at
suitable location identified by the client if any and quantity disposed to be
maintained.
iii. Explore to have an own waste food disposer machine (Bio-disposer) at every
project site. It should be safe and cost effective and the outcome can be used
at site itself.
D. Wastewater
Wastewater generation sources are as follows:
a. Project office
b. Canteen
c. Labor colony / Staff colony
d. Construction activities like hydro test, washing P&M equipment / vehicles, etc.
▪ Admin in-charge shall make necessary arrangement to collect the
wastewater generated from above said sources.
▪ Time office in-charge should ensure the disposal of wastewater to the
nearest Sewage treatment plant and monitor the quantity disposed.
E. e-waste:
a. Store the e-waste for a period not exceeding 120 days and shall maintain a
record of collection, sale, transfer, storage and segregation of wastes and make
these records available for inspection.
b. Electrical and electronic equipment shall ensure that e-waste are deposited
with the dealer or authorized collection centers.
c. Electrical and electronic equipment shall ensure that e-waste are auctioned to
or deposited with the dealer or authorized collection centers or refurbished or
registered dismantler or recyclers or avail the pick-up or take back services
provided by the producers; and

d. Shall file annual returns in Form 3, to the concerned State Pollution Control
Board or Pollution Control Committee on or before the 30th day of June
following to the financial year to which that return relates.
F. Used Batteries:
a. It shall be the responsibility of the consumer to ensure that used batteries are not
disposed of in any manner other than depositing with the dealer, manufacturer,
importer, assembler, registered recycler, re-conditioner or at the designated
collection centre.
b. Ensure used batteries are not disposed of in any manner other than by depositing
with the dealer / manufacturer / registered recycler / importer / re-conditioner
or at the designated collection centers
c. File half-yearly return in Form VIII to the State Board
d. Auction used batteries to registered recyclers only.
First preference shall be given if the oily cotton wastes can be given to authorized
spent oil contractor, otherwise these shall be disposed off in environmentally
benign manner ensuring that seepage of oil into the grounds is avoided.

From Site General waste (paper, plastic, used stationeries etc.), food waste,
packaging material, scrap materials (cut pipes, cut reinforcement
/ plate materials etc.), construction debris (concrete, bricks etc.),
used welding electrodes, Used PPEs such as helmets, gloves, shoes,
goggles, masks, aprons, etc., used barricade tapes. Tested
wastewater generated from the water testing site lab,
Electrical Fused bulbs & tubes, used starters, filters (fuel and oil), batteries
(UPS, remote, torch, sensors etc), lubricating oil, damaged
electrical equipments (old switches, sockets, plugs, cables, used
insulation tapes etc) etc
Quality Assurance / Tested materials such as soil mixed with calcium carbide, concrete
Quality Control tested cubes, bitumen / asphalt material, rejected material stored
in the scrap material yard.
Environment Health & Used PPEs such as helmets, gloves, shoes, goggles, masks, aprons,
Safety (EHS) materials etc, used barricade tapes. Tested wastewater generated from the
water testing site lab.
Structural, Mechanical, Scrap metals, welding rod bits, grinding disc, packaging materials
Commissioning (wood, carton box, jute, thermocol, jute bags, polythene etc),
used wire brush, used clits, paint tins, adhesives, filters (air, fuel
etc), emery sheets, spot blasting sand, coating material (tar,
adhesive coating tapes, polythene etc)
Camp area General waste (paper, plastic, used stationeries etc), kitchen
(accommodation, waste (food waste, left out cooked oil, packaging material, broken
recreation hall, kitchen crockery’s), horticulture waste, used batteries, fused bulbs,
and office area)

7.0 RESPONSIBILITIES
• RCM, EHS in Charge and Stores In charge are responsible for the classification of
wastes as hazardous or non-hazardous as per the schedule – I & II of the hazardous
Waste (management, handling and Transboundary) Rules, 2008 and amendment
thereon.
• It is the responsibility of RCM to implement the waste management practice as
outlined in this procedure at the site with proper segregation of various wastes
generated. The waste stored at site should not pollute surrounding.
• It is the responsibility of Stores In-charge / EHS In-charge to identify the suitable
off-site re-processor (i.e. buyer) having valid consent/authorization of State
Pollution Control Board or MoEF for the saleable hazardous waste.
• It is the responsibility of EHS in charge to evaluate the hazardous waste off-site re-
processor (i.e. buyer).
• RCM is responsible for providing all the resources for disposal of non-saleable
hazardous wastes.
• RCM is responsible to identify ‘Scarp Yard’. Stores In charge is responsible for
operation of this yard, particularly segregation of various wastes/scrap.
• Department In charge is responsible for informing Stores In charge / RCM for the
generation of saleable hazardous & non-hazardous waste.

• EHSM / EHSO: Overall monitoring of waste management and escalation to the concerned
about corrective or preventive actions and verifying / ensuring the compliance. They
shall be responsible for safe and environmentally sound management of hazardous and
non-hazardous wastes.
• RCM / Site HR / IR: On-site segregation, collection and storage for further process
including prevention, minimization, reuse, recycle, recovery and safe disposal.
• RCM / STORES: Waste shall be sent / sold / disposed of in an authorized disposal facility.
Finalize certified agencies or area for disposal of waste based on their property.
The hazardous and other wastes shall be transported to an authorized actual user or to
an authorized disposal facility in accordance with the provisions of these rules.
• STORES: Shall generate and maintain all documents pertaining to waste generated and
given to recyclers or disposal agencies. They shall take all the steps while managing
hazardous and other wastes to –
o Provide persons working in the site with appropriate training, equipment and the
information necessary to ensure their safety.
