1.0 PURPOSE

• To provide guidelines to all project sites and associated services for the proper
handling, storage, and disposal of the various kind of waste generated from the Site.
• To control the generation, collection, treatment, transportation, storage and disposal
of waste in an environmentally responsible manner.
• To reduce the environmental risk and protect adverse health hazards from various
wastes to employees, public and society.
• To ensure proper waste collection, storage and disposal of hazardous and non-
hazardous waste as per the statutory requirement and client’s guidelines.
• To maximize 3R’s i.e. Reduction, Reuse and Recycling of waste

2.0 SCOPE

1. All workplaces at site and residential locations in control of L&T

2. Any Waste generated which is under control of client will be segregated and further
action will be taken as per Contractual requirement.

3.0 TERMINOLOGY

▪ Waste: Waste means materials that are not products or by-products, for which no
further use for the purposes of production, transformation or consumption.

▪ Non-Hazardous waste: Waste containers (other than used oil / paint containers etc.,)
domestic dry waste such as paper and plastics, packaging materials, wooden and
structural scraps, wastewater etc.

▪ Hazardous waste: Substance which is flammable, toxic, harmful, corrosive, irritant,


carcinogenic, mutagenic or teratogenic. Includes used batteries, fire-fighting foam,
adhesives, general chemicals, acids, oily rags and absorbents, solvents, contaminated
soils, insulation, paint sludge, used oil and paint cans and drums, electrical
components, etc. A place for collection, reception, treatment, storage and disposal of
hazardous wastes that has been duly approved by the competent authority.

▪ Organic waste: Includes food waste, wastewater and other organic wastes like grass,
leaves, etc.

▪ Bio-Medical waste: All Waste generated from first aid center like, Items contaminated
with blood, and body fluids including cotton, syringe, dressings, soiled plaster casts,
beddings, wastewater, etc.

▪ E-waste: waste electrical & electronic equipment, whole or in part OR rejects from
their manufacturing & repair process, which are intended to be discarded. Old, end-of-
life or discarded appliances containing electrically powered components.
o Includes – computers, consumer electronics, fridge etc.
o Contains – both valuable material as well as hazardous materials which
require special handling & recycling methods.
▪ Battery: Lead acid battery which is a source of electrical energy and contains lead
metal.

▪ Authorization: Permission for collection, reception, treatment, transport, storage and


disposal of hazardous wastes as granted by SPCB or competent authority.

▪ Disposal: Deposit, treatment, storage and recovery of any hazardous wastes.

▪ Facility: Any location where the processes incidental to the waste generation
collection, reception, treatment, storage and disposal are carried out.

▪ Storage: keeping hazardous wastes for a temporary period, at the end of which the
hazardous waste is treated and disposed off.

5.1 Identification & Segregation of waste

The hazardous waste & non-hazardous waste are identified, and list to be prepared
with respect to site:

A. Management of Hazardous Waste: -


i. Saleable: - Store at designated area >> arrange sale through Store /
Materials dept. >> follow manifest system >> maintain record.
ii. Non-Saleable: - Store at designated area >> transfer to suitable TSDF
facility >> maintain record.

B. Management of non-Hazardous Waste: -

i. Saleable: - Store at designated area - inform Materials / Store dept. -


Store / Materials Dept. to arrange sale - maintain record by Generator
& Materials/ Store Dept.
ii. Non-Saleable: - Store at designated area - transfer to ‘waste disposal
site’ by Registered Transporter

C. Certain specific wastes (e.g. Lead-Acid Batteries, Bio-medical waste, e-waste


etc.) under different Rules of Environment Protection Act, 1986 are separately
managed. Such as:

i. Bio-medical Wastes: - EHS In-charge and HR & Admin Department

Bio-Medical waste generated shall be collected and stored in puncture proof


material. First aid in-charge/ Medical officer shall ensure proper collection,
storage and disposal of Bio-medical waste.

Color Coding and labeling for waste collection bins shall be done as follows;

EHSM / EHSO to ensure all wastes generated should be collected in the containers
as mentioned above. Mutually incompatible hazardous waste shall be kept
separately (e.g.: Contaminated soil & oily rags should be stored separately). EHSM
/ EHSO should ensure the availability of sufficient quantity of bins at all locations.

These wastes from bins should be shifted to common waste storage area at regular
intervals. Time office should ensure the transportation of collected waste from all
location to common waste storage area. Store in-charge should monitor the
quantity of waste collected at the common waste storage area and maintain the
disposal records.

ii. E-waste - EHS In-charge and IT Department

In E-waste considered as hazardous waste due to presence of elements like lead,


mercury, arsenic, cadmium, selenium, hexavalent chromium - beyond threshold
quantities. Maintain the record of e-wastes disposal. It has adverse effects to
human health: - inflammation & oxidative stress - cardiovascular disease - DNA
damage - possibly cancer.

5.2 Collection of Waste:

For Spent Oil:


Reusable drums are used for spent oil collection. Before collection the drums are
checked for their integrity to avoid any leakage/spillage during storage. The drums
are marked as “Used Oil Drums” and after collection of spent oil they are shifted
to the designated spent oil storage yard area, while collection drums are placed
on metallic trays to prevent any soil contamination.

For Waste Batteries:


Waste Batteries are generated during maintenance activities. The waste Batteries
just after replacement with new one, are shifted to the designated storage area.
While transferring it is ensured that acid spillage does not take place. The
personnel involved always shall put their gloves on during charging and handling
activities. The Waste Batteries are transferred in trolleys or by forklifts to reduce
extent of manual handling.

Empty Chemical Drums:

Empty drums of Ad mixer chemical will be recycled with suppliers.

Reinforcement Steel Scrap:

Proactive measures to be taken for reducing reinforcement steel scrap generation.


Whenever the scrap rods are generated, they are temporarily stored in an identified
area within barricade to avoid any unsafe occurrences and transferred to scrap yard
at the end of each shift.

5.3 Recording and Storage of hazardous and other waste


The occupiers of facilities may store the hazardous and other wastes for a
period not exceeding 90 days and shall maintain a record of sale, transfer,
storage, recycling, recovery, pre-processing, co-processing and utilization of
such wastes and make these records available for inspection:
• Use information on MSDS to find out compatibility of chemicals
• Keep flammable materials away from sources of ignitions and oxidizers
• Put labels on portable containers for hazardous materials
• Regularly check containers for leaks

The storage of different types of waste identified as above can be done by:-

A. Storage of Spent Oil:


• Spent Oil drums are placed vertically with lids closed. No stacking of one
drum on other is allowed for storing spent oil.
• The Storage areas are concreted in a seepage proof manner and provided
with 100% containment facilities. To collect any oil leaked/spilled from
these drums “Collection Pit” shall be made within containment. Slopes
shall be so maintained that the leaked/spilled oil gets deposited in the
Collection Pit.
• In case of spill/leak immediately sawdust shall be spread on these areas.
In the Storage area “NO SMOKING” marking shall be displayed and fire
extinguisher shall be placed.
• In the workshop the maintenance of the vehicles shall be carried out on
impermeable floor and every precaution shall be taken to avoid
leakage/spillage of lubricants, fuel etc.
• Whenever possible, vehicles will be washed on an impermeable surface in
a maintenance area, and runoff directed through a drain which contain an
oil trap.
• At time not more than 10 spent oil drums shall be stored.
• Quantity of generation of Spent Oil and Oil Containing filters shall be
maintained as per DoE requirements.

B. Storage of Oily Cotton Wastes/Oily filters:

The Storage areas shall be concreted with adequate containment. The frequency
of disposal of Oily cotton wastes/Oily filters shall be at least once in a week. The
areas shall have “NO SMOKING” or “INFLAMMABLE” marking and fire extinguisher
provision shall be made.

C. Storage of Waste Batteries/Empty Chemical Drums:

Waste Battery storage areas shall be acids proof to prevent any soil contamination
because of acid leak/spill from the waste batteries. Empty chemical drums are
also stored within containment and while provisioning for the storage facility; the
precautions shall be taken based on the characteristics/precautions mentioned in
the MSDS of those chemicals. Material Safety Data Sheet (MSDS) of the chemicals
are maintained in the areas where the chemicals are stored as well as used.

All the Storage areas are identified by name and nature of Material being stored.
All the storage areas of Wastes are inspected once in fortnight to ensure no
leakage is taking place.

D. Storage of Reinforcement Steel Rods:

Reinforcement steel rod scraps are stored in an identified area within scrap yard
within barricade.

5.4 Transportation & Disposal

A. Non-Hazardous Waste

i. Uncontaminated hard waste such as wooden scrap and structural steel


scrap should be recycled or given to scrap handlers. If it is under control
of client will be segregated and further action will be taken as per
contract requirement and the quantity disposed to be maintained.
ii. The hardened concrete and bricks may be used as clean fill material at
site, wherever required (Civil Package Manager/ Batching Plant In-
charge shall take ownership of its effective reuse).
iii. Admin In-charge to ensure wastes like cardboard, paper and plastic
should be given to recycler and the quantity disposed to be maintained.

B. Hazardous Waste

i. Hazardous substance procured, used, stored, or disposed shall be as per


the Material Safety Data Sheet (MSDS).
ii. Hazardous waste has to disposed form site according to recommendations
as per material safety data sheet to the customer or to an authorized
dealer and records of his authorization and the quantity disposed to be
maintained.
iii. Hazardous chemicals have to be purchased from the supplier with a
mutual agreement of buyback policy for its containers/ packaging items
and unused balance quantity. (SCM & Store Department has to ensure and
monitor the same)

C. Organic Waste

i. Time office (IR) shall ensure the proper collection and transportation of
food waste generated from all locations at project site and Labor colony.
ii. Food waste generated should be given to local municipality or disposed at
suitable location identified by the client if any and quantity disposed to be
maintained.
iii. Explore to have an own waste food disposer machine (Bio-disposer) at every
project site. It should be safe and cost effective and the outcome can be used
at site itself.

D. Wastewater
Wastewater generation sources are as follows:
a. Project office
b. Canteen
c. Labor colony / Staff colony
d. Construction activities like hydro test, washing P&M equipment / vehicles, etc.
▪ Admin in-charge shall make necessary arrangement to collect the
wastewater generated from above said sources.
▪ Time office in-charge should ensure the disposal of wastewater to the
nearest Sewage treatment plant and monitor the quantity disposed.

E. e-waste:
a. Store the e-waste for a period not exceeding 120 days and shall maintain a
record of collection, sale, transfer, storage and segregation of wastes and make
these records available for inspection.
b. Electrical and electronic equipment shall ensure that e-waste are deposited
with the dealer or authorized collection centers.
c. Electrical and electronic equipment shall ensure that e-waste are auctioned to
or deposited with the dealer or authorized collection centers or refurbished or
registered dismantler or recyclers or avail the pick-up or take back services
provided by the producers; and

d. Shall file annual returns in Form 3, to the concerned State Pollution Control
Board or Pollution Control Committee on or before the 30th day of June
following to the financial year to which that return relates.

F. Used Batteries:
a. It shall be the responsibility of the consumer to ensure that used batteries are not
disposed of in any manner other than depositing with the dealer, manufacturer,
importer, assembler, registered recycler, re-conditioner or at the designated
collection centre.
b. Ensure used batteries are not disposed of in any manner other than by depositing
with the dealer / manufacturer / registered recycler / importer / re-conditioner
or at the designated collection centers
c. File half-yearly return in Form VIII to the State Board
d. Auction used batteries to registered recyclers only.

G. Spent Oil/ Waste Batteries/Oil Cleaning Filters:


a. Both of the above categories of wastes shall be disposed off as per DoE guidelines
to authorized scrap contractors who are granted to collect, transport, receive,
process these hazardous wastes.
b. Before disposal, integrity of the drums/batteries is checked, in case of leaks
necessary corrections and corrective actions are taken.
c. All the containers of these wastes shall be labeled. The label shall contain the
following:
i. Name of Material.
ii. UN Hazard Class.

H. Oily cotton Wastes:

First preference shall be given if the oily cotton wastes can be given to authorized
spent oil contractor, otherwise these shall be disposed off in environmentally
benign manner ensuring that seepage of oil into the grounds is avoided.

6.0 TYPES OF WASTE GENERATED AT CONSTRUCTION SITE

Construction Stages Different waste generated

From Site General waste (paper, plastic, used stationeries etc.), food waste,
packaging material, scrap materials (cut pipes, cut reinforcement
/ plate materials etc.), construction debris (concrete, bricks etc.),
used welding electrodes, Used PPEs such as helmets, gloves, shoes,
goggles, masks, aprons, etc., used barricade tapes. Tested
wastewater generated from the water testing site lab,

Surveying Used wooden pegs, used nails

Earth work, excavation,


leveling, grading, Cut tress & plants, rejected earth
cleaning

Civil works Used wooden sleepers, damaged scaffolding materials, scrap


materials (cut pipes, cut reinforcement / plate materials etc),
construction debris (concrete, bricks etc), piling rig used oil, used
welding electrodes, etc

Electrical Fused bulbs & tubes, used starters, filters (fuel and oil), batteries
(UPS, remote, torch, sensors etc), lubricating oil, damaged
electrical equipments (old switches, sockets, plugs, cables, used
insulation tapes etc) etc

Quality Assurance / Tested materials such as soil mixed with calcium carbide, concrete
Quality Control tested cubes, bitumen / asphalt material, rejected material stored
in the scrap material yard.

Environment Health & Used PPEs such as helmets, gloves, shoes, goggles, masks, aprons,
Safety (EHS) materials etc, used barricade tapes. Tested wastewater generated from the
water testing site lab.

Structural, Mechanical, Scrap metals, welding rod bits, grinding disc, packaging materials
Commissioning (wood, carton box, jute, thermocol, jute bags, polythene etc),
used wire brush, used clits, paint tins, adhesives, filters (air, fuel
etc), emery sheets, spot blasting sand, coating material (tar,
adhesive coating tapes, polythene etc)

Camp area General waste (paper, plastic, used stationeries etc), kitchen
(accommodation, waste (food waste, left out cooked oil, packaging material, broken
recreation hall, kitchen crockery’s), horticulture waste, used batteries, fused bulbs,
and office area)

6.1 Leakage/ Spill Management

A. Possibility of leakage/ spill location/ activity


• Storage & handling of admixtures, fuel & lubrication oil and operations in the
store.
• Maintenance of the vehicles & equipments
• Workshop & fabrication related activities
• Unloading & transferring of oil and chemicals (fresh & used) from tankers,
trucks and equipment in drums to the plant site and machinery location
• Plant Operation (hot mix plant and batching plant) causing material spillage
during handling, loading, unloading
• Waste Storage Area

B. General Measures - Prevention of Spills:


• Cover hazardous materials & wastes in containers & protect from damage
• Use secondary containment such as a drain pan or cloth to absorb spills
• Use Drip Pan or absorbent materials under paving equipments when not in use
• Transfer used oils/chemicals to be designated place promptly
• Do not hose down or bury spilled materials.
• There must be designed room with spill control sump shall be advised for all
projects in case of oils are stored in barrel.

C. Hazardous Materials/Waste Storage Area


• Crush or puncture used oil filters and place it over a funnel for 12-24 hrs. before
sending to authorize recyclers
• Store cracked batteries in a non-leaking secondary container till all the acid has
drained out
• Keep waste storage areas clean, well-organized, & equipped it with ample spill
cleanup materials.
• Refilling of printer cartridge rather than procure new one every time.

D. Vehicle, Equipment, Plant & Machineries


• Carry out maintenance at designated area having proper spillage collection.
• Vehicles to be strictly parked in the vehicle parking designated area
• Onsite fueling only in designate areas, located away from drainage courses, to
prevent the runoff.
• Explore to have a diesel dispenser vehicle for fueling P&M equipments and
vehicles at every project site rather than fueling through hand pump directly
from barrel.
• Always use secondary containment, drain pan, when fueling to catch spills/
leaks
• “Topping off” of fuel tanks be discouraged

E. Chemical/Oil Spill Management:


• Necessary First Aid arrangement shall be readily available.
• Review Material Safety Data Sheet (MSDS) for recommended spill cleanup
methods.
• Acquire sufficient quantities and types of appropriate spill control materials
such as brushes, scoops, sealable containers etc.
• Place spill control materials and protective equipment’s in a readily accessible
location within or immediately adjacent place of storage area.
• In case of volatile/flammable material, ventilate the area & contemplate need
for respiratory protection
• Protect floor drains & other means of environmental release
• Contain & clean up the spill
• Spread loose spill control material working from outside and circulating to the
inside
• Decontaminate the surface where spill occurred
• Report & investigate spills for better prevention
• Dispose-Off spill control material as hazardous materials

F. Canteen Waste Water Management:


• Collect all the leftover food particles in separate bins
• Wash food grains in a separate container and not directly in the sink
• Wiped out oil pans using paper or cloth before washing
• Collect left out cooked oil separately and disposed-Off to the approved
recycler.
• Two stages of washing dishes shall be followed
• Use biodegradable detergent (non-phosphorous)
• Use water conserving taps in dishwashing sink and washbasin.
• Explore to provide water flow meter at every source to measure the water
consumption and waste water quantity.

7.0 RESPONSIBILITIES

• RCM, EHS in Charge and Stores In charge are responsible for the classification of
wastes as hazardous or non-hazardous as per the schedule – I & II of the hazardous
Waste (management, handling and Transboundary) Rules, 2008 and amendment
thereon.
• It is the responsibility of RCM to implement the waste management practice as
outlined in this procedure at the site with proper segregation of various wastes
generated. The waste stored at site should not pollute surrounding.
• It is the responsibility of Stores In-charge / EHS In-charge to identify the suitable
off-site re-processor (i.e. buyer) having valid consent/authorization of State
Pollution Control Board or MoEF for the saleable hazardous waste.
• It is the responsibility of EHS in charge to evaluate the hazardous waste off-site re-
processor (i.e. buyer).
• RCM is responsible for providing all the resources for disposal of non-saleable
hazardous wastes.
• RCM is responsible to identify ‘Scarp Yard’. Stores In charge is responsible for
operation of this yard, particularly segregation of various wastes/scrap.
• Department In charge is responsible for informing Stores In charge / RCM for the
generation of saleable hazardous & non-hazardous waste.

• EHSM / EHSO: Overall monitoring of waste management and escalation to the concerned
about corrective or preventive actions and verifying / ensuring the compliance. They
shall be responsible for safe and environmentally sound management of hazardous and
non-hazardous wastes.

• RCM / Site HR / IR: On-site segregation, collection and storage for further process
including prevention, minimization, reuse, recycle, recovery and safe disposal.

• RCM / STORES: Waste shall be sent / sold / disposed of in an authorized disposal facility.
Finalize certified agencies or area for disposal of waste based on their property.
The hazardous and other wastes shall be transported to an authorized actual user or to
an authorized disposal facility in accordance with the provisions of these rules.

• STORES: Shall generate and maintain all documents pertaining to waste generated and
given to recyclers or disposal agencies. They shall take all the steps while managing
hazardous and other wastes to –

o Contain contaminants and prevent accidents and limit their consequences on


human beings and the environment; and

o Provide persons working in the site with appropriate training, equipment and the
information necessary to ensure their safety.
