1. JOB PURPOSE:
The role will lead on project and change management across E&N and provide professional
project management advice and expertise to Directors and Heads of Service across the
directorate. The role will help to get projects and programmes off the ground, steer the
formation of the project or programme team, help to develop goals and objectives for each
project and programme, and track and report on projects and workstreams at the Directorate
Management Team meetings. They will also advise on the completion of various project
templates and reports.
The role will also advise in other areas and agendas related to corporate governance,
performance management, digital transformation and adoption, organisational development and
staff engagement as part of wider team objectives and aims.
The post holder is responsible for the project management of multiple and diverse workstreams
across Environment and Neighbourhoods (E&N) and working across all council departments
and external stakeholders to coordinate activities and resources to ensure that the Council’s
strategic objectives are met and change is successfully delivered.
2. DESCRIPTION OF DUTIES:
1. Leading on projects and programmes on behalf of the Strategic Head of Policy Performance
and Resilience on a range of corporate and departmental themes and areas
2. Produce high quality reports and presentations for the Directorate Management Team
3. Establishing broad stakeholder involvement, communicating the project status and key
milestones and clearly communicating expectations
4. Establishing and leading on the departmental project management framework, tracking
projects, resourcing projects as required, reporting on project progress to the Directorate
Management Team (DMT) using various project templates and plans
5. Provide the Executive Director and DMT have a high level of executive, project and
business analysis and advice required to deliver on departmental business plans and
corporate objectives
6. Identifying and managing risks to the Directorate by assessing potential risks and escalating
up to the Strategic Head of Policy Performance and Resilience.
7. Use technology and digital applications in an advanced way in all aspects of the role
8. Actively champion technology adoption across the whole department

9. Leading on process development and improvement by planning and organising all
administration activity associated with the production and implementation of business
processes and systems
10. Proactively communicating and collaborating with external and internal customers conduct
research, analyse information needs and define functional requirements using interviews,
document analysis, requirements workshops, surveys, site visits, business process
descriptions, case files, business analysis, task and workflow analysis
11. Maintaining reporting and management information to assure quality and evidence
project(s) progress
12. To provide general administrative support, such as message taking, photocopying, forms
management, library management and minute taking.
13. May need to attend meetings and events outside of normal office hours and support the
Council if there are any significant emergencies or Major Incidents
