The children’s well-being are fundamentally shaped by their surrounding nature. That is
why it is very important to make environmental issues one of our main concerns regarding the
security of children’s well-being. The delegate of Chad believes that a safe environment must be
achieved if we want to fulfill our goal in securing the well-being and livelihood of children. The
condition of the surrounding environment is essential to the survival of humanity. Without a safe
environment, the well-being of children, as well as humanity itself will be endangered.

The world is currently facing a major environmental crisis that is climate change. This in
turn not only affects humanity’s ways of life; it also threatens the well-being and livelihood of
children. As of 2022, due to climate change, around one billion children were subjected to extreme
high water stress, with over 730 million children exposed to high water scarcity, and another 470
million children faced extreme drought risk (United Nations Children’s Fund, 2023). We have to
remember that children’s bodies and minds are vulnerable to severe impacts from climate change,
this includes pollution and drastic changes in weather patterns.

Like most countries, Chad is also severely impacted by climate change as it affects the
daily lives of Chadian children as well. In fact, our country is currently ranked number two in
terms of how climate change affects families and children (United Nations Children’s Fund, 2023).
Geographically, Chad’s climate is mostly hot and arid, as well as tropical. The rise in global
temperature which adds to these existing conditions has made Chadian livelihood extremely harsh.
Due to this, Chad regularly suffers greatly from floods, droughts and plagues; these conditions
also affect the crops and livestock productions in the northern part of the country (Bahal’okwibale
& Woldegiorgis, 2023).

Moreover, the refugee crisis, political conflict and poverty have exacerbated this existing
situation which eventually caused a lot of suffering for the Chadian children. Currently, around 7

million Chadians are in need of basic sector needs, these include education, protection services,
nutrition, safe water and health assistance (United Nations Children’s Fund, 2023). Since UNICEF
already gives assistance to Chad in an attempt to tackle this issue, we believe that alternative
solutions are still needed. This is why here in UNICEF, the delegation of Chad are looking forward
to discussing this matter further with fellow member states in UNICEF. Because of this, the
delegation of Chad would like to propose possible solutions:

1. Advises other member states of UNICEF to further reassess the final agreements from
COP28 and previous UNFCCC conferences, as well as UNCED conferences regarding the
solutions for climate change and its effectiveness towards the well-being of children.
2. Proposes the National Adaptation Plan to the other member states and stakeholders.
a. The NAP has been utilized to identify medium and long-term needs of citizens,
these include those who are vulnerable to climate change.
b. The main objectives of this initiative are to build adaptive capacity in order to
decrease the vulnerability of citizens to the effects of climate change and facilitate
the integration of the adaptation in an orderly manner into existing policies and
activities of each country in need.
c. One example from the conduct of this plan was the NAP-GAP (National Adaptation
Plan Global Support Programme) which provided needs to citizens across 45
countries from 2013 to 2021.
3. Reaffirms UNICEF member states’ commitment and obligation to international treaties
regarding climate change and the safety of children’s well-being.
4. Recommends UNICEF to also collaborate with other bodies of the United Nations in
tackling the issue of climate change and well-being, such as UNDP, UNEP and WHO.

a. Examine how Sustainable Development Goals can be utilized by member states to


take action against climate change and its effects towards children.
b. Conduct a survey to countries that are severely impacted by climate change and
how far they utilized the SDGs to deal with the issue.
c. Create a new joint programme initiative with UNDP, UNEP and WHO. It should
focus on environmental sustainability and the improvement of well-being of
citizens, including children.
